Progress Board Consideration ccPDP4-IDN Informational The fourth ccNSO Policy Development Process (ccPDP4) provides a framework to ICANN and the broader community to (i) (de-)select an IDN country code Top-Level Domain (ccTLD) strings and related variants, (ii) the delegation, transfer, revocation, and retirement of the selected IDN ccTLD string and its variants, (iii) the use of the review mechanism pertaining to decisions concerning the delegation, transfer, revocation, and retirement of IDN ccTLDs. The proposed policy is currently under Board consideration. Bart: speaking on behalf of the staff support team. Almost at the end of the policy. De-selection of idn ccTLDs. Add-on to the trigger event for the de-selection of ccTLDs. Also Review Mechanism. Major hurdles have been taken, regarding validation procedures and IDN variants. Patricio agrees with the update. 11. Progress Review of Reviews Informational Alejandra: 2 plenaries and our own perspectives. We are really on our way. CCG is in fact-finding mode. Chris: good open mic session this afternoon. Call next Tuesday to see if changes are needed to the purpose doc. It is a living doc until the end of the process. On 18 nov there will be 2 online sessions regarding the challenges and successes of previous reviews. Part of the fact finding. 2 different slots. If you have input, please email us Background ICANN's bylaws require periodic reviews of its supporting organizations, advisory committees, and other structures to ensure accountability and effectiveness. Past reviews have faced institutional lethargy, missed deadlines, and a failure to fully implement recommendations before the next review cycle begins. The current effort, formally initiated in May 2025 with a proposed Cross-Community Group (RoR CCG), seeks to break this cycle by addressing the procedural challenges within the review process itself. 12. Progress “How we meet” CCG Informational Alejandra: From the roundtable: * Staff will come back to the SOAC leaders with the CEO's views on the recommendations and their implementation. * Staff is working through the recommendations and considering their impact on the current situation, including on a few venue contracts that have been negotiated. * Staff had an initial discussion regarding the recommendation for a new session for board / community interaction. That topic seemed to need more discussion, and Mary and Sally will bring that back to the How We Meet team. There was also a request for updating the Meeting Strategy Document to bring it to current practice particularly if recommendations from How We Meet cause divergence. The team will examine how best to do this, given the Strategy was developed by the community. Jaijit: Are some voices not on the table? Challenges regarding .af, sanctions. Domains are expiring and domains cannot be renewed. Alejandra: We are on a different topic. Also, it is not the role of the ccNSO to tell ccTLDs how to run their TLDs. Biyi: out of remit for the ccNSO. Policies related to IANA. Background · PURPOSE | The "How We Meet" project was initiated to review and update the implementation of the 2014 ICANN Public Meetings Strategy. The review was prompted by significant geopolitical shifts, social changes, and rising costs over the last decade, which have made it increasingly difficult to secure suitable and affordable meeting locations. · PROCESS | A discussion group, composed of experienced community members and ICANN staff, was formed to conduct a high-level review. The group analyzed cost data, reviewed past practices, and developed a set of proposals. These proposals were then presented to the broader community for feedback through a plenary session at ICANN82, a formal Public Comment period, and further discussion at ICANN83. · CURRENT STATUS | Following ICANN83, the How We Meet Discussion Group finalised its report, which was shared with the ICANN President and CEO. · NEXT STEPS | An implementation plan based on the decision of the ICANN President and CEO’s decision will be developed. This plan will include clear timelines and the transparent implementation of the decision. The implementation plan is expected to be shared with the community ahead of ICANN84. A key element of this plan is the inclusion of a feedback mechanism for each change, enabling the organization to monitor outcomes and make adjustments or reversals if any measure proves ineffective or counterproductive. With the start of implementation, the Discussion Group will be formally dissolved. 13. We are already implementing our own guideline. Could be considered implemented, but GRC will check nonetheless. Effectiveness and efficiency improvement: problem statement that icann is not efficient/effective in terms of time, processes, outcomes. We want to reflect on this. Can the SO/AC chairs help, or suggest improvements? We believe things could be improved. Re unresolved issues: we have the bylaw playbook. Submitted just prior to the meeting. Informational Background The current term of Patricio Poblete, the ccNSO-nominated Director for ICANN Board Seat 11, will conclude at the ICANN87 Annual General Meeting in October 2026. To ensure sufficient time for due diligence and the bylaw requirements regarding appointments, the Council initiated the nomination process in July 2025. This timeline allows the community to engage with the candidate during a Question-and-Answer session at the ICANN84 Annual General Meeting in Dublin. Patricio Poblete was duly nominated, seconded, and accepted his nomination before the deadline, in full compliance with the applicable rules. In accordance with ccNSO Council decision 219-02, an election is not required when only one candidate is nominated. b. Pablo All in favour For information and decision Background The ccNSO Council has five seats whose current three-year terms will expire in March 2026.The announcement regarding a Call for Nominations to fill these upcoming vacancies was posted on the ccNSO website and shared on the ccNSO members and Council mailing lists. The Nomination period opened on Tuesday, 9 September 2025, 00:01 UTC and closed on Tuesday, 30 September 2025, 23:59 UTC. The deadline for the nominees to accept their nomination and accept all required materials was Friday, 10 October 2025 (23:59 UTC). If there are more candidates than seats in a region, an election will be held from 13–27 November 2025. A Q&A session for candidates will take place 29 October 2025, 14:00-15:00 UTC at ICANN84. Current status - the following candidates have accepted their nomination: AP region - Boyoung Kim and Sami Mohamed Ali EU region - Chris Disspain LAC region - Alejandra Reynoso NA region - Charles Noir The only nominee from the African region has not accepted the nomination. Therefore, a timeline for a new call for nomination needs to be adopted, and an Election Process Manager appointed. Adoption quarterly monitor ccNSO FY26-27 portfolio For discussion and adoption Bart: 2 reports. All in green, but it does not capture what happened since the adoption. None All in favour Background Draft Resolution Background The Triage committee is tasked to report quarterly on progress of ccNSO activities against planning. In that process the portfolio of activities is also updated to include new work items and if needed adjust schedules. The overview of changes to the portfolio and the quarterly update were provided by email. Decision The ccNSO Council supports the update to the FY26-27 Portfolio of Activities and accepts the quarterly overview. The secretariat is requested to publish the resolution, the decision becomes effective upon publication. Support CSC related Bylaw change and related amendment of CSC Charter. For discussion and decision We have been asked to support the direction of travel of the proposed bylaw change and charter amendment. The changes are needed to implement the recommendations of the 2nd CSC effectiveness review. Bart: implementation complicated. Bylaw change track and CSC charter change track. Council has an important role. Goal is to have everything ready by March, possibly June. will take time, but it is on track. Stephen: regarding the CSC charter change, board approval needed? Bart: no. starts with RySG and ccNSO Council launching the process. Hence the resolution today. You want this back to back with the bylaw change, because they refer to eachother. Both ccnso and gnso councils need to adopt the charter Move? Pablo Second? Sean All in favour Draft Resolution Background The 2nd CSC Effectiveness Review recommended to: 1. Develop a Framework for a regular general review of the SLAs for the IANA Naming Function Services. 2. Adjust the frequency of CSC Effectiveness Reviews from every 3 years to 5 years after conclusion of the previous review. 3. Allow for Alternates for both members and liaisons in the roster of the CSC. The first item was completed in September 2025 with publication of the amended SLA change procedure. To implement the other two items, the change of a Fundamental Bylaw (section 17) and amendment of the CSC charter are required. To change the CSC charter, the RySG and ccNSO Council need to agree on the proposals, which then have to go through a public comment period. After the public comment,the final changes need to be ratified by both the GNSO and ccNSO Councils. Decision The ccNSO Council supports the proposed changes to the CSC charter, and to the extent necessary the proposed Bylaw changes to Article 17. The chair is requested to inform the RySG and CSC accordingly. The secretariat is requested to inform ICANN legal and other relevant ICANN staff, and publish this resolution. Update Overview policies, related guidance, and practices relevant for ccTLDs In August we adopted the 2025 Guideline voluntary financial contributions and I informed ICANN accordingly. In October we received a reply form ICANN’s CEO & President, recognizing the Guideline. As you may know the Guideline is also included in the ccNSO overview of policies, related guidance and practice relevant for ccTLDs. We now need to update the overview. Any questions? Progress Board Consideration ccPDP4-IDN Informational The fourth ccNSO Policy Development Process (ccPDP4) provides a framework to ICANN and the broader community to (i) (de-)select an IDN country code Top-Level Domain (ccTLD) strings and related variants, (ii) the delegation, transfer, revocation, and retirement of the selected IDN ccTLD string and its variants, (iii) the use of the review mechanism pertaining to decisions concerning the delegation, transfer, revocation, and retirement of IDN ccTLDs. The proposed policy is currently under Board consideration. 11. Progress Review of Reviews Informational Background ICANN's bylaws require periodic reviews of its supporting organizations, advisory committees, and other structures to ensure accountability and effectiveness. Past reviews have faced institutional lethargy, missed deadlines, and a failure to fully implement recommendations before the next review cycle begins. The current effort, formally initiated in May 2025 with a proposed Cross-Community Group (RoR CCG), seeks to break this cycle by addressing the procedural challenges within the review process itself. 12. Progress “How we meet” CCG Informational Background ● PURPOSE | The "How We Meet" project was initiated to review and update the implementation of the 2014 ICANN Public Meetings Strategy. The review was prompted by significant geopolitical shifts, social changes, and rising costs over the last decade, which have made it increasingly difficult to secure suitable and affordable meeting locations. ● PROCESS | A discussion group, composed of experienced community members and ICANN staff, was formed to conduct a high-level review. The group analyzed cost data, reviewed past practices, and developed a set of proposals. These proposals were then presented to the broader community for feedback through a plenary session at ICANN82, a formal Public Comment period, and further discussion at ICANN83. ● CURRENT STATUS | Following ICANN83, the How We Meet Discussion Group finalised its report, which was shared with the ICANN President and CEO. ● NEXT STEPS | An implementation plan based on the decision of the ICANN President and CEO’s decision will be developed. This plan will include clear timelines and the transparent implementation of the decision. The implementation plan is expected to be shared with the community ahead of ICANN84. A key element of this plan is the inclusion of a feedback mechanism for each change, enabling the organization to monitor outcomes and make adjustments or reversals if any measure proves ineffective or counterproductive. With the start of implementation, the Discussion Group will be formally dissolved. 13. Update Chair, Vice-chairs, Councillors, Regional Organisations and Secretariat ADMINISTRATIVE MATTERS & DECISIONS 14. Progress Nomination process Board seat 11 & 2025 Council Election a. Progress Board Seat 11 Nomination Informational Background The current term of Patricio Poblete, the ccNSO-nominated Director for ICANN Board Seat 11, will conclude at the ICANN87 Annual General Meeting in October 2026. To ensure sufficient time for due diligence and the bylaw requirements regarding appointments, the Council initiated the nomination process in July 2025. This timeline allows the community to engage with the candidate during a Question-and-Answer session at the ICANN84 Annual General Meeting in Dublin. Patricio Poblete was duly nominated, seconded, and accepted his nomination before the deadline, in full compliance with the applicable rules. In accordance with ccNSO Council decision 219-02, an election is not required when only one candidate is nominated. b. Progress Council selection process For information and decision Background The ccNSO Council has five seats whose current three-year terms will expire in March 2026.The announcement regarding a Call for Nominations to fill these upcoming vacancies was posted on the ccNSO website and shared on the ccNSO members and Council mailing lists. The Nomination period opened on Tuesday, 9 September 2025, 00:01 UTC and closed on Tuesday, 30 September 2025, 23:59 UTC. The deadline for the nominees to accept their nomination and accept all required materials was Friday, 10 October 2025 (23:59 UTC). If there are more candidates than seats in a region, an election will be held from 13–27 November 2025. A Q&A session for candidates will take place 29 October 2025, 14:00-15:00 UTC at ICANN84. Current status - the following candidates have accepted their nomination: AP region - Boyoung Kim and Sami Mohamed Ali EU region - Chris Disspain LAC region - Alejandra Reynoso NA region - Charles Noir The only nominee from the African region has not accepted the nomination. Therefore, a timeline for a new call for nomination needs to be adopted, and an Election Process Manager appointed. Proposed timeline: * Call for nominations: Thursday, 13 November – Thursday, 4 December 2025 * Nomination acceptance period: Friday, 5 December – Friday, 12 December 2025 * Election period (if more than one candidate): Thursday, 22 January – Wednesday, 4 February 2026 Draft Resolution Background The only nominee from the African region has not accepted the nomination. Adoption quarterly monitor ccNSO FY26-27 portfolio For discussion and adoption Background Draft Resolution Background The Triage committee is tasked to report quarterly on progress of ccNSO activities against planning. In that process the portfolio of activities is also updated to include new work items and if needed adjust schedules. The overview of changes to the portfolio and the quarterly update were provided by email. Decision The ccNSO Council supports the update to the FY26-27 Portfolio of Activities and accepts the quarterly overview. The secretariat is requested to publish the resolution, the decision becomes effective upon publication. Support CSC related Bylaw change and related amendment of CSC Charter. For discussion and decision Drat Resolution Background The 2nd CSC Effectiveness Review recommended to: 1. Develop a Framework for a regular general review of the SLAs for the IANA Naming Function Services. 2. Adjust the frequency of CSC Effectiveness Reviews from every 3 years to 5 years after conclusion of the previous review. 3. Allow for Alternates for both members and liaisons in the roster of the CSC. The first item was completed in September 2025 with publication of the amended SLA change procedure. To implement the other two items, the change of a Fundamental Bylaw (section 17) and amendment of the CSC charter are required. To change the CSC charter, the RySG and ccNSO Council need to agree on the proposals, which then have to go through a public comment period. After the public comment,the final changes need to be ratified by both the GNSO and ccNSO Councils. Decision The ccNSO Council supports the proposed changes to the CSC charter, and to the extent necessary the proposed Bylaw changes to Article 17. The chair is requested to inform the RySG and CSC accordingly. The secretariat is requested to inform ICANN legal and other relevant ICANN staff, and publish this resolution. This Decision becomes effective upon publication. Background material: * Proposed changes to the section 17 of the ICANN Bylaws * Draft amended charter (clean and redline) 17. Update Overview policies, related guidance, and practices relevant for ccTLDs With adoption of the final Report by the second Finance Working Group (FIN2 WG) and letters from the Council Chair to ICANN and the response from ICANN’s CEO & President, the 2013 Guideline by the ccNSO needs to be replaced with the 2025 ccNSO Guideline on ccTLD Voluntary Financial contributions to ICANN. Draft Resolution Decision The ccNSO Council adopts the updated version of the overview policies, related guidance, and practices, to include the 2025 ccNSO Guideline on ccTLD Voluntary Financial contributions to ICANN and related exchange of letters between the chair of the ccNSO Council and ICANN’s CEO& President. The secretariat is requested to publish the updated overview and archive the previous version. The secretariat is also requested to publish this resolution. The decision becomes effective upon publication. 18. Dear All, The three-year terms for five members of the ccNSO Council will conclude in March 2026. In September 2025, the Council launched a call for nominations to fill these upcoming vacancies. The only nominee from the African region did not accept their nomination. Dear Councillors As mentioned in our prep call, please find below the alternatives proposed as bylaw amendments to acknowledge the pause of specific reviews while the Review of Reviews Cross Community Group (CCG) is ongoing. Just as a little bit of background, the ccNSO has remained neutral to the need of this bylaw amendment, and we agree with the SO/AC Chairs that alternative 1 felt the best way forward with the following observations: 1. The conditions for extending the period should remain objective, if conditions are met, extension will proceed, otherwise not. 2. We are aiming at the shortest time possible, to be closer with the current CCG timeline, to prove that in ICANN work can be done in a reasonable time frame. 3. As I committed to doing in the note I sent to you on Monday 13 October, I am attaching a document with two alternative proposals for a Bylaws amendment that we’d like to explore with the community. We hope that you will view these as a strong starting point for further community discussion on how to ensure that ICANN adheres to its obligations under Sections 4.4 and 4.6 of the Bylaws, while the Review of Reviews Cross Community Working Group is working concurrently to address the question of how Bylaws-mandated reviews should be considered in the future. The two alternatives, as outlined below, were drafted to achieve the overarching principle that any relief of ICANN’s obligations to conduct Specific Reviews should only last for a fixed period of time, and not require special action by ICANN or the community to restart. The difference between the two is that one sets forth a shorter timeframe for the relief in question and defines the conditions for which the ICANN community could agree that more time is needed to conduct their work, while still defining a maximum duration for the pause. The second alternative is more straightforward, and sets out a single, unextendible duration for the pause, based upon the same maximum duration set out in the first alternative. In both alternatives, the proposed addition of a Transition Article would be a Standard Bylaws Amendment. We are interested in hearing your thoughts on what might be a reasonable and successful path forward. We hope that the Roundtable next week in Dublin can provide an opportunity to begin this discussion. Some of the questions we may wish to discuss could be: - Do either or both of the proposals address the community’s concern in bringing ICANN back into compliance with its Bylaws obligations? - If not, what are the issues that are not addressed? What ideas and alternatives do you suggest for addressing these issues? - What is the likely period of time that the community and ICANN will need to complete the work to get to a new form of reviews? What is a reasonable duration for the pause? - Is a shorter period for a pause that is coupled with the ability to extend preferable to a single, longer period? - If we proceed with the shorter pause, have we captured the right conditions for allowing an extension? - What level of socialization do you think is needed with your groups prior to moving to a formal Bylaws amendment process? To help prepare for our discussion, we have included further rationale for each of the proposed alternatives. *The Proposals: Common Elements* Both alternatives have the following common factors: 1. Use a Transition Article to pause, for a defined period of time, ICANN’s obligation to conduct the Specific Reviews as defined through Article 4, Section 4.6; 2. Set a workable schedule for reviews to be re-initiated under Article 4, Section 4.6 in a manner that will not replicate the overlap of reviews that led in part to the issues ICANN currently experiences with reviews; and 3. Do not define the one-time process of the Reviews CCG as the mechanism through which updates to Specific Reviews must be achieved. For both alternatives: 1. The defined time for the pause would not go into effect until the Bylaws Amendment has been approved by the ICANN Board and the Empowered Community process has been completed. This is estimated to be approximately four months from the time the Board initiates a Standard Bylaws Amendment Process. 2. As soon as the relevant Bylaws regarding reviews are amended, the pause ends because ICANN’s obligations regarding reviews will have changed. In each case, the Transition Article includes a re-initiation of the Bylaws-mandated reviews in the event that no changes are made during the pause. Another discussion point relates to the restarting of the Competition, Consumer Trust and Consumer Choice (CCT) review. In each alternative, we propose a different trigger for the initiation of that review than is currently found in the Bylaws. The proposed language is *“when the next round of new gTLDs has been in operation for two years, such operation being measured from the time that 500 gTLDs applied for within that round have been delegated into the root zone.”* This reflects the ATRT3 recommendation that the timing for the next CCT review be extended from one to two years from the round being in operation. In addition, and based on the evolution of the domain name market as a result of the 2012 Round, ICANN org is concerned that triggering the data collection activities to measure the impact on the operation of a new gTLD round based on a single new gTLD delegation will not collect or measure enough data about the impact of that round. We therefore propose that a more significant sample be required. We are happy to discuss the appropriate number of delegated TLDs that should be required to be in the root before the initiation of the CCT review. *Alternative 1: Pause with ability to extend * 1. Includes bracketed alternatives for discussion regarding the appropriate duration of a pause (e.g., should it be for 12 months, extendable to 24 months, or for 18 months, extendable to 30 months? Are different timeframes appropriate?) 2. Sets out a few conditions for the extension of the pause, including: 1. ICANN Board acceptance of a community recommendation on the modification of Specific Reviews, which is proceeding to implementation; 2. A pending Bylaws amendment process to update or replace Article 4, Section 4.6 of the ICANN Bylaws; or 3. Four of the seven SOs and ACs issue a statement supporting a further pause of Specific Reviews. 3. Defines a staged schedule if the Specific Reviews are not changed to address the issue of overlapping reviews, with 18 months proposed between the initiation of each new review, and an updated requirement for kicking off the CCT (as discussed above). *Alternative 2: The “Simple” Version* Alternative 2 sets out a pause of 24 or 30 months, with no ability to extend the pause. Alternative 2 takes the maximum pause as proposed within Alternative 1, and sets that as the baseline. If ICANN’s obligations to conduct reviews have not changed by the end of the pause, then the Specific Reviews will proceed based on the same staggered schedule presented within the Alternative 1. This creates a simple, straightforward pause with no need to identify if conditions exist to extend the pause. The objective of the proposal is to address the ICANN community’s request to bring ICANN back into compliance with its Bylaws obligations on conducting Specific Reviews while the Review of Reviews Cross Community Working Group (Reviews CCG) is addressing the question of how reviews should be considered in the future. I am pleased to report, we have made good progress on the drafting. As noted in Tripti’s recent blog <https://www.icann.org/en/blogs/details/chairs-blog-recap-of-the-september-b…> about the Board’s workshop in Madrid, the Board discussed and provided feedback on a proposal from staff. We have made updates to address the feedback and are socializing the updated proposal with the Board. I must caveat, this socialization with the Board is to ensure they are comfortable with the proposal, but not a commitment that they would approve it. From a procedural perspective the process would follow the requirements set out in the Bylaws, Article 25 Section 25.1: · Board Action to Initiate the Bylaws Amendment · Public Comment · Summary & Analysis of Comments · Updates to the proposal as needed · Board Action · Empowered Community Rejection Action Period As we have previously shared, particularly with the December holidays intervening, we anticipate that these steps could be completed and come into effect in as quickly as ~ 4 months. We suggest that ensuring alignment with the SOAC leaders that the proposal addresses the spirit of the community’s original request and generally meets expectations before proceeding to the formal process above will help us meet or beat this 4 month timeline. As a next step we plan to provide the proposal to the SOAC leadership by end of my day 16 October. We suggest discussing it at the SOAC leadership roundtable in Dublin to gather any additional feedback and ensure alignment. The Playbook then discusses how, once there is appropriate language for consideration, the formal Section 25.1 or 25.2 processes move forward. We are looking for your feedback on the utility of this document and whether there are modifications or enhancements that might serve the community’s needs. Progress Board Consideration ccPDP4-IDN Informational The fourth ccNSO Policy Development Process (ccPDP4) provides a framework to ICANN and the broader community to (i) (de-) select an IDN country code Top-Level Domain (ccTLD) strings and related variants, (ii) the delegation, transfer, revocation, and retirement of the selected IDN ccTLD string and its variants, (iii) the use of the review mechanism pertaining to decisions concerning the delegation, transfer, revocation, and retirement of IDN ccTLDs. The proposed policy is currently under Board consideration. 11. Progress Review of Reviews Informational Background ICANN's bylaws require periodic reviews of its supporting organizations, advisory committees, and other structures to ensure accountability and effectiveness. Past reviews have faced institutional lethargy, missed deadlines, and a failure to fully implement recommendations before the next review cycle begins. The current effort, formally initiated in May 2025 with a proposed Cross-Community Group (RoR CCG), seeks to break this cycle by addressing the procedural challenges within the review process itself. 12. Progress “How we meet” CCG Informational Background · PURPOSE | The "How We Meet" project was initiated to review and update the implementation of the 2014 ICANN Public Meetings Strategy. The review was prompted by significant geopolitical shifts, social changes, and rising costs over the last decade, which have made it increasingly difficult to secure suitable and affordable meeting locations. · PROCESS | A discussion group, composed of experienced community members and ICANN staff, was formed to conduct a high-level review. The group analyzed cost data, reviewed past practices, and developed a set of proposals. These proposals were then presented to the broader community for feedback through a plenary session at ICANN82, a formal Public Comment period, and further discussion at ICANN83. · CURRENT STATUS | Following ICANN83, the How We Meet Discussion Group finalised its report, which was shared with the ICANN President and CEO. · NEXT STEPS | An implementation plan based on the decision of the ICANN President and CEO’s decision will be developed. This plan will include clear timelines and the transparent implementation of the decision. The implementation plan is expected to be shared with the community ahead of ICANN84. A key element of this plan is the inclusion of a feedback mechanism for each change, enabling the organization to monitor outcomes and make adjustments or reversals if any measure proves ineffective or counterproductive. With the start of implementation, the Discussion Group will be formally dissolved. 13. Update Chair, Vice-chairs, Councillors, Regional Organisations and Secretariat ADMINISTRATIVE MATTERS & DECISIONS 14. Progress Nomination process Board seat 11 & 2025 Council Election a. Progress Board Seat 11 Nomination Informational Background The current term of Patricio Poblete, the ccNSO-nominated Director for ICANN Board Seat 11, will conclude at the ICANN87 Annual General Meeting in October 2026. To ensure sufficient time for due diligence and the bylaw requirements regarding appointments, the Council initiated the nomination process in July 2025. This timeline allows the community to engage with the candidate during a Question-and-Answer session at the ICANN84 Annual General Meeting in Dublin. Patricio Poblete was duly nominated, seconded, and accepted his nomination before the deadline, in full compliance with the applicable rules. In accordance with ccNSO Council decision 219-02, an election is not required when only one candidate is nominated. b. Progress Council selection process For information and decision Current status - the following candidates have accepted their nomination: AP region - Boyoung Kim and Sami Mohamed Ali EU region - Chris Disspain LAC region - Alejandra Reynoso NA region - Charles Noir The only nominee from the African region has not accepted the nomination, hence the timeline for a new call for nomination needs to be adopted and Election process manager appointed. Suggested dates are: call for nominations starting Thursday 13 November and closing Thursday 4 December 2025. Acceptance starting Friday 5 December and closing Friday 12 December 2025. If more than one candidate the election is scheduled for 22 January to 4 February 2026. Background The ccNSO Council has five seats whose current three-year terms will expire in March 2026.The announcement regarding a Call for Nominations to fill these upcoming vacancies was posted on the ccNSO website and shared on the ccNSO members and Council mailing lists. The Nomination period opened on Tuesday, 9 September 2025, 00:01 UTC and closed on Tuesday, 30 September 2025, 23:59 UTC. The deadline for the nominees to accept their nomination and accept all required materials was Friday, 10 October 2025 (23:59 UTC). If there are more candidates than seats in a region, an election will be held from 13–27 November 2025. A Q&A session for candidates will take place 29 October 2025, 14:00-15:00 UTC at ICANN84. 15. Adoption quarterly monitor ccNSO FY26-27 portfolio For discussion and adoption Background The Triage committee is tasked to report quarterly on progress of ccNSO activities against planning. In that process the portfolio of activities is also updated to include new work items and if needed adjust schedules. Support CSC related Bylaw change and related amendment of CSC Charter. For discussion and decision Background The 2nd CSC Effectiveness Review recommended to: 1. Develop a Framework for a regular general review of the SLAs for the IANA Naming Function Services. 2. Adjust the frequency of CSC Effectiveness Reviews from every 3 years to 5 years after conclusion of the previous review. 3. Allow for Alternates for both members and liaisons in the roster of the CSC. The first item was completed in September 2025 with publication of the amended SLA change procedure. To implement the other two items, the change of a Fundamental Bylaw (section 17) and amendment of the CSC charter are required. To change the CSC charter, the RySG and ccNSO Council need to agree on the proposals, which then have to go through a public comment period. After the public comment,the final changes need to be ratified by both the GNSO and ccNSO Councils. On 21 August, the ccNSO council voted unanimously to approve the attached Guideline on Voluntary Financial Contributions of ccTLDs to ICANN that was included in the Final Report of the 2nd ccNSO Finance Working Group. This updated Guideline replaces the one from 2013, and it serves as the basis for the calculation of ICANN’s costs which are attributable to ICANN’s activities for ccTLDs. The principles and banded model have been developed to account for the diversity of ccTLDs’ operating environments, as tools that offer flexibility to determine their voluntary financial contribution to ICANN. This builds on the practice to date and that was agreed upon in 2013, with the ICANN CEO at the time. For your information I have attached the full text of the resolution, the new Guideline, and the Final Report of the working group. In its resolution the ccNSO Council also agreed with the proposals to review the calculation of ICANN’s costs which are attributable to ICANN’s activities for ccTLDs on an annual basis and to review the Guideline again in 5 years. In addition the Council agreed with the advice from the 2nd Finance WG that going forward ICANN is suggested to engage with individual ccTLDs and use a segmented and personalized conversation that includes the voluntary financial contribution. Under the premise of the voluntary nature of the financial contribution, it is the view of the working group that such an approach offers a way that has not been used to date to address the discrepancy between the expected and total amount that ccTLDs contribute, based on the Cost Model. Suggestions for such a segmented and personalized approach are contemplated in the Final Report. The ccNSO Council resolution went on to congratulate everyone involved in the process leading to this successful outcome, including Xavier Calvez and Shani Quidwai. Addressing and resolving this important and difficult issue required new approaches, new thinking and new attitudes which I believe all parties to the process exhibited. It also represents what I feel is a strengthened sense of partnership between the ccNSO and ICANN management. Apply Now for ccNSO Travel Funding for ICANN85 The ccNSO is now accepting applications for travel support to attend the ICANN85 Community Forum, which will take place from 7–12 March 2026 in Mumbai, India. Applications for ccNSO travel support are open from Monday, 13 October 2025, until Friday, 24 October 2025 (noon UTC). Please note that applications submitted before or after this period will not be considered. SUPPORT GOAL. The goal of the ccNSO Travel Support is to provide travel funding to ICANN Public Meetings, paid for by ICANN, to a limited number of ccNSO community members. Travel support is intended for community members who are expected to make significant contributions during the meeting for which they seek funding, or whom the Travel Support Committee wishes to encourage to participate more broadly. APPLICANT REQUIREMENTS. Eligible ccNSO supported travelers are individuals associated with a ccTLD, ccNSO Councilors and members from the broader ccTLD community, including, in no particular order: * Speakers at ccNSO-relevant sessions during ICANN public meetings. This includes presenters, session chairs, moderators or session facilitators. * Members, including Chairs or Vice Chairs, of ccNSO Working Groups or Committees actively meeting at the ICANN meeting * Individuals appointed by Council to a ccNSO-relevant role within the ICANN ecosystem (also referred to as "External appointments by Council") APPLICATION INSTRUCTIONS. Applications for ccNSO travel support are open from Monday, 13 October 2025, until Friday, 24 October 2025 (noon UTC). Once the application window is closed, the ccNSO Council Travel Fund Committee will evaluate all applications. The outcome of the committee's deliberations will be published on the ccNSO website. The ccNSO receives a total of 17 travel slots to allocate per ICANN meeting, paid for by ICANN, including 8 reserved for ccNSO Council members. A travel slot comprises one or more of three main categories of travel expenses: an economy class ticket to the travel destination; accommodation for the approved duration of the trip; and meals and other incidental expenses. Allocations in the three categories may be split among supported travelers, provided that the total allocation for all three categories amounts to one complete funded travel slot. ICANN might require funded Travelers to sign an acknowledgement and waiver, built in the meeting registration for anyone that is registering for in-person participation. BACKGROUND | The ccNSO has 17 full travel slots for ICANN85, of which 8 are allocated to the Council. According to the applicable guideline (section 5.1): Three (3) travel slots are reserved for the NomCom-appointed ccNSO Councillors. At least one (1) Councillor from each ICANN geographic region is eligible for travel support. Within each geographic region, the Councillors decide among themselves who will receive funding and notify the secretariat. If all three Councillors from a region decline the travel funding, the unused slot is returned to the general pool and reallocated to the broader ccTLD community. Similarly, if any NomCom-appointed Councillor declines their funding, the corresponding slot also goes back into the “Broader ccTLD community” category. The remaining 9 full travel slots are allocated directly to the “Broader ccTLD community” category. Members of the ccTLD community, including Councillors not funded through the above mechanisms, can apply for these travel slots by completing an application form available on the ccNSO website. Detailed instructions will be shared via ccNSO mailing lists and published on the website. The ccNSO Travel Fund Committee will meet shortly after closure of the application window. The committee will need to evaluate all applications received via the online form - excluding the 5+3 Council slots - and make an informed decision on the distribution of the slots. The ccNSO Secretariat will submit the ccNSO travel fund database to ICANN Travel support by the deadline stipulated by ICANN org. All applicants will be informed about the outcome of the deliberations, and the list of ccNSO funded travelers will be posted on the ccNSO website.
