Call for one Volunteer: ccNSO participation in GNSO PDP on Associated Domain Check (DNS Abuse Mitigation PDP 1) 8 April 2026 ________________________________ The ccNSO Council has tasked the ccNSO DNS Abuse Standing Committee (DASC) with identifying one (1) additional volunteer to represent the ccNSO in the GNSO PDP on Associated Domain Check (DNS Abuse Mitigation PDP 1). The selected volunteer will join the ccNSO representatives already appointed to this effort: * Member: Eberhard Lisse (.na) | AF * Member: Nick Wenban-Smith (.uk) | EU * Alternate: Bruce Tonkin (.au) | AP * Participant: Diego Ernesto Luna-Quevedo (.co) | LAC The additional volunteer will serve as member, in addition to these previously appointed representatives. This request follows Nick Wenban-Smith’s appointment as Vice Chair of the GNSO PDP1. PDP1 Charter<https://gnso.icann.org/sites/default/files/policy/2026/draft/charter-dns-ab…>, section “Leadership Structure”, mentions the following: […] if a Member is selected as the Vice Chair, his/her appointing organization may appoint a new Member as a replacement. […] This call for volunteers will close on Friday, 17 April 2026 (noon UTC). Rationale for ccNSO participation in the PDP Following consultation with the DNS Abuse Standing Committee (DASC), the ccNSO Council held extensive discussions during its 224th and 225th meetings on the benefits and drawbacks of ccNSO participation in the GNSO DNS Abuse Mitigation PDPs. On 22 January, the Council resolved to task the DASC with selecting up to two members, as well as up to one participant and one alternate. gTLD consensus policies do not apply to ccTLDs, and the ccNSO has traditionally not formally participated in GNSO PDPs. However, participation in PDP 1 would enable the ccNSO to share ccTLD expertise in DNS abuse mitigation, support the multistakeholder model, and potentially contribute to reducing DNS abuse across the broader ecosystem. Participation was also seen as an opportunity to inform the wider community about the differences between ccTLDs and gTLDs. Given that ccTLDs experience significantly lower levels of abuse, they can offer valuable insights into the practices and approaches that have contributed to these outcomes. Role and eligibility This call for volunteers is open to all individuals affiliated with ccTLD managers—regardless of ccNSO membership—who can demonstrate an ongoing commitment to actively contribute to the PDP work. Please note that volunteers for the position are expected to have an understanding of the GNSO Policy Development Process, Registry/Registrar model and substantial expertise in abuse mitigation. WG members and participants shall review the full text of the Working Group Member Skills Guide<https://gnso.icann.org/en/council/pdp-3-3-wg-member-skills-guide-10feb20-en…> to understand the responsibilities and skills that they are expected to have in order to fully participate in the WG activities. The ccNSO appointees are expected to represent ccNSO values in their work, regularly report to the ccNSO Council and broader ccTLD community, follow specific direction from the ccNSO Council when provided, and seek the Council’s guidance whenever needed. * Members Members are expected to participate during the course of deliberations and in any WG consensus calls. Members are expected to represent the view of their appointing organization, and may be called on to provide the official position of their appointing organization. Members are expected to have a level of expertise with respect to DNS Abuse issues, ICANN policies and procedures, and registry/registrar services in order to contribute to the deliberations effectively. * Participants Participants may be from a GNSO SG/C or SO/AC. Participants will be able to actively participate in and attend all WG meetings. Participants are encouraged to engage in the WG deliberation throughout its lifecycle and are expected to keep up with all relevant WG deliberations to ensure they remain informed and can contribute when needed. However, Participants do not participate in the consensus designation process. Participants are encouraged to possess similar levels of expertise as Members. * Alternates Alternates will only participate if a Member is not available. Alternates will be responsible for keeping up with all relevant WG deliberations to ensure they remain informed and can contribute when needed. All Members, Participants, and Alternates participating in the Working Group are expected to abide by the Statement of Participation, which is enforceable by the WG Chair and GNSO Council Leadership Team. Time Commitment The appointment lasts for the duration of the DNS Abuse Mitigation PDP1, with the Council checking each year whether the member wishes to continue. The Working Group met for the first time at ICANN85 in Mumbai, India. The Working Group is expected to hold two meetings per week, each with a 90-minute duration. Confirm No Comment on Standard Bylaw amendment re reviews

Dear all, As you may recall the review of review process, also included a discussion whether there is a need to amend ICANN’s obligations under Article 4, Section 4.6 of the ICANN Bylaws to initiate Specific Reviews. Recently ICANN opened a public comment period on a Bylaw amendment (see: https://www.icann.org/en/public-comment/proceeding/standard-bylaws-amendmen…) The public comment period will close Monday 13 April. Since the ICANN Prague meeting (June 2025) the Council has consistently expressed the view that the ccNSO is agnostic with respect to the proposed Bylaw amendment and as briefly discussed in Mumbai the Council does not intend to provide any comment, unless some of you believe a comment is warranted by tomorrow 9 April 2026. Read more. ICANN87 Fellowship Application Round Now Open ICANN is opening the application round for the ICANN Fellowship Program for ICANN87 Annual General Meeting. The ICANN87 meeting is scheduled for 17–22 October 2026 in Muscat, Oman. If ICANN87 is held virtually, the Fellowship Program also will be held virtually. ICANN86 Community Childcare Grants Program: Apply Now ICANN opened the application round for its Community Childcare Grants Program for ICANN86 in Seville, Spain. The program facilitates the in-person participation of community members with children who are 12 years old or younger at ICANN Public Meetings and eligible ICANN events. Read more. 2026 Round Advancing Toward the Open of the 2026 Round We are only weeks away from opening the 2026 Round of the New Generic Top-Level Domains (gTLD) Program. ICANN Announces Community Priority Evaluation Provider for 2026 Round ICANN announced today that it has entered into an agreement with Analysys Mason Limited to be the Community Priority Evaluation (CPE) provider for the New Generic Top-Level Domains (gTLD) Program: 2026 Round. The ICANN85 Community Forum, the last Public Meeting before the launch day, was busy and productive. Read more. Call for Expressions of Interest: 2026 Round Independent Objectors ICANN opened a Call for Expressions of Interest (EOI) to identify three individuals to serve as Independent Objectors, including one who will act as chair, as part of the New Generic Top-Level Domains (gTLD) Program: 2026 Round. The Independent Objectors will file Community and Limited Public Interest objections and appeals and participate in mediation, where appropriate. Although an individual may be affiliated with a firm, that person will be ultimately responsible for the processes described in this EOI. Individuals from the same firm will not be selected. Review ccNSO Guideline Board Recall and Director removal processes.

Dear all, Per last Council meeting find included the link to the draft Guideline to describe the roles, procedures and actions of the ccNSO as a Decisional Participant in respect to the removal of individual members or full ICANN Board of Directors. The guideline needs to be read in context of Annex D of the ICANN Bylaws. You are kindly requested to review and if you have any comments, please include them in the Google doc or reply directly to this email by 10 April 2026 at its latest. The draft Guideline can be found here: https://docs.google.com/document/d/1GxVD6F6Ao_hcmzvlUzqIsOW1RGXBhblB3bo0wHV… After your review, the GRC will update the Guideline considering your comments and ask the ccNSO members for comments (mid-end of April). 17 March 2022 Appointment ccNSO Council Chair and Vice-Chairs Dear John, At its meeting on 10 March 2022 and ion accordance with the temporary election procedure adopted on 24 February 2022, the ccNSO Council appointed Alejandra Reynoso (.gt) as Jordan Carter (.nz) and Adebiyi Oladipo (.ng) as Vice-Chairs.
