Information Sharing NEW: ICANN Project Explores the Drivers of Malicious Domain Name Registrations This new project is called Inferential Analysis of Maliciously Registered Domains (INFERMAL), and will be supervised by ICANN's Office of the Chief Technology Officer Security, Stability, and Resiliency team. The project team plans to collect and analyze a comprehensive list of domain name registration policies pertinent to would-be attackers. Read more. WEBINAR: EPDP-IDNs Phase 1 Initial Report The GNSO Expedited Policy Development Process on Internationalized Domain Names (EPDP-IDNs) is tasked to 1) determine the approach for a consistent definition of all gTLDs and 2) develop policy recommendations that will eventually allow for the introduction of variant gTLDs at the top-level. Its Phase 1 Initial Report, which includes 68 preliminary recommendations, is published for Public Comment from 24 April to 5 June. The ICANN organization regularly updates its strategy for targeted outreach and promotion for the Fellowship Program. SOs/ACs are being asked to provide guidance on diversity goals for the program. These may include, but are not limited to, skills and experience, stakeholder group affiliation, region, gender, and language. ICANN org will use this list of goals to inform the program’s outreach and promotion strategy. Input is welcome on any specific local, regional, or global events where promoting the Fellowship Program would help identify strong candidates. These goals will be revised by the SOs/ACs every two years. 🔥 ACTION ITEM: Sign up for Strategic Outlook Identification Sessions ICANN’s FY25 Planning Process has started, beginning with the strategic outlook program. We are looking for participation from community members in the trend identification sessions through their Supporting Organization (SO) or Advisory Committee (AC). ICANN will collaborate with SO and AC chairs and support teams to schedule sessions from March through May 2023. This program is a joint effort of the ICANN ecosystem to identify and track trends that are related to ICANN. This ensures that the opportunities and challenges are incorporated into current and future planning. Once trends are identified, ICANN will conduct a trend analysis and impact assessment. Significant shifts could result in adjustments to the strategic plan. Moreover, new trends or shifts in existing trends also impact the operating plans (five-year or annual) and/or budget, and are factored into the annual iteration of those plans as appropriate. All strategic outlook sessions will be conducted virtually, and community members are encouraged to join this important discussion. We look forward to your participation in this dialogue about ICANN planning and strategy. For decision launch ccNSO Council statement procedure and call for volunteers

Dear all, As mentioned on the last Council call, ICANN has launched public comment on the Bylaw changes pertaining to ICANN’s Nominating Committee (https://www.icann.org/en/public-comment/proceeding/bylaws-amendments-and-do…) . The public comment period will close 29 May 2023. According to the introduction of the public comment the proposed amendments would: * Require that three of the NomCom’s eight selections to the ICANN Board of Directors meet a new qualification requirement of being “Unaffiliated” (Article 7 of the Bylaws). * Change NomCom delegates’ terms to serve two-year terms, instead of one year (Article 8). * Transform all NomCom delegates into voting delegates, except for leadership (Article 8). * Create a NomCom Standing Committee to provide continuity across annual NomCom cycles and to build the institutional memory of the NomCom, since the NomCom itself operates on a tight timeline and needs to focus on its recruiting and evaluation activities. (Article 8). * Define how these new requirements will be transitioned into practice (Article 27). Not included in proposed amendment is the composition of the Nominating Committee. It is my understanding that this will be discussed in a separate track. The proposal is to launch a ccNSO Council Statement procedure. If you object or have any concerns please reply to the list, by Friday 28 April 2023, noon UTC If you support, please also consider whether you want to participate in the drafting team. Read more. 🔥 ACTION ITEM: SOs/ACs to provide feedback on Fellowship Program outreach and promotion goals SOs/ACs are asked to contribute to the Fellowship Program's strategy for outreach and promotion by providing feedback on suggested diversity targets for the Fellowship Program. Interested community groups should complete this form and send it via email to Siranush.Vardanyan(a)icann.org. Groups should aim to return the forms by 15 May 2023. The ICANN organization regularly updates its strategy for targeted outreach and promotion for the Fellowship Program. SOs/ACs are being asked to provide guidance on diversity goals for the program. These may include, but are not limited to, skills and experience, stakeholder group affiliation, region, gender, and language. ICANN org will use this list of goals to inform the program’s outreach and promotion strategy. Input is welcome on any specific local, regional, or global events where promoting the Fellowship Program would help identify strong candidates. These goals will be revised by the SOs/ACs every two years. WEBINAR: Update From the ICANN Board’s CEO Search Committee To gather input from the ICANN Community and the broader Internet ecosystem, the Search Committee has planned a series of Board Listening Sessions, the first of which took place last month during ICANN76. Read more. 🔥 ACTION ITEM: Sign up for Strategic Outlook Identification Sessions ICANN’s FY25 Planning Process has started, beginning with the strategic outlook program. We are looking for participation from community members in the trend identification sessions through their Supporting Organization (SO) or Advisory Committee (AC). ICANN will collaborate with SO and AC chairs and support teams to schedule sessions from March through May 2023. This program is a joint effort of the ICANN ecosystem to identify and track trends that are related to ICANN. This ensures that the opportunities and challenges are incorporated into current and future planning. Once trends are identified, ICANN will conduct a trend analysis and impact assessment. Significant shifts could result in adjustments to the strategic plan. Moreover, new trends or shifts in existing trends also impact the operating plans (five-year or annual) and/or budget, and are factored into the annual iteration of those plans as appropriate. All strategic outlook sessions will be conducted virtually, and community members are encouraged to join this important discussion. ccNSO appointed delegate to the 2024 ICANN NomCom

Dear Councillors, This is to inform you that the ccNSO was requested to appoint a delegate to the 2024 ICANN NomCom. The name of the delegate should be sent no later than 31 May 2023 to NomCom Operations Staff. The Job Description is enclosed. Regarding elegibility requirements, note that the delegate is required to be associated with a ccTLD manager, and that ccNSO Councilors are not eligible. Sophie Mitchell (.au), the 2023 ccNSO appointed delegate, has served her first one-year term. As per the ICANN Bylaws, section 8.3<https://www.icann.org/resources/pages/governance/bylaws-en/#article8>, she is eligible to serve another one-year term.
