IANA Naming Function Review Team Completes Rules of Engagement, Scope of Work, and Work Plan

Hello everyone, The IANA Naming Function Review Team (IFRT) has announced that it has completed the Rules of Engagement, Scope of Work, and Work Plan for the IANA Naming Function Review (IFR). The IFR is one of the new accountability mechanisms created as part of the IANA stewardship transition to ensure that ICANN via its affiliate Public Technical Identifiers (PTI) meets the needs and expectations of its naming customers. The IFRT will conduct the review in accordance with the scope specified in Article 18 of the ICANN Bylaws, which centers around a review and evaluation of PTI's performance of the IANA naming function against the contractual requirements in the IANA Naming Function Contract and the IANA Naming Function SOW. What are the next steps for the review team? The review team has determined an initial methodology for conducting detailed fact-finding. An outreach plan to get input from the direct customers of the IANA Naming Function Process, as well as the broader ICANN community, is under development. The deadline to submit Expressions of Interest is 31 July 2020 at 23:59 UTC. ICANN Publishes Staff Report On ICANN’s FY21–25 Operating and Financial Plan and Draft FY21 Operating Plan and Budget Public Comment Proceeding

Dear All, ICANN published the staff report on the public comment proceeding of ICANN's Draft FY21-25 Operating and Financial Plan and Draft FY21 Operating Plan and Budget. The proceeding ran from 20 December 2019 to 25 February 2020. The report can be found here<https://www.icann.org/en/system/files/files/report-comments-draft-opplan-bu…>. The ICANN organization will send the FY21-25 Operating and Financial Plan and FY21 Operating Plan and Budget to the Board for adoption early May. At the same time, ICANN will publish this document so the community has the opportunity to review it. Since concluding the public comment process, the COVID-19 pandemic is significantly affecting the world. The ICANN org is working with the Board to assess and monitor potential impacts to ICANN's funding, functional activities, operating initiatives, and corresponding expense levels. The org remains committed to transparency and any changes to the current Draft FY21-25 Operating and Financial Plan and FY21 Operating Plan and Budget plans will be shared with the community in the coming weeks, prior to Board approval. Dear Councillors, Working group and Committee Chairs, I hope and wish that everyone is healthy and safe and that all your registries are fully operational! With situation around COVID-19 escalating quickly and many countries being at lockdown, it is highly likely that ICANN68 will be a remote-only meeting too. How should we proceed? If we wish to maintain the ccNSO as the global platform for ccTLDs, we need to begin preparations as early as possible. Meeting Programme Committee already had a call this week; they looked back at the lessons from ICANN67 and started thinking about ICANN68. The ccNSO Council also has started thinking about possible ways to ensure that the ccNSO remains effective during this difficult time. As we did for ICANN67, we will schedule a call to discuss, inter alia: What have we learned from the virtual ICANN67? What meetings definitely need to be held within the time-boundaries of ICANN68 – and what are criteria for determining this, What meetings should be held, but not necessarily within the time-boundaries of iCANN68? (For example, as webinars) Which meetings can / should be deferred until the next face-to-face meeting, Additional sessions/meetings to be held (update webinars, informational calls, etc.), Contribution(s) to Plenary sessions etc. Would Tuesday, April 7, 12 UTC work for you? After this initial conversation and further clarification from ICANN Org, we will also need to discuss challenges such as time zones and community engagement and if there are any additional requirements with respect to format of those sessions we will be having virtually. Dear All, Due to the quickly developing effects of the COVID-19 pandemic, it is highly probably that ICANN68 – scheduled to be held in June 2020 in Kuala Lumpur – will be held via remote-participation only. To adequately prepare for a potential Virtual ICANN68 Policy Forum, the ccNSO Council and the ccNSO Working Group and Committee Chairs will meet, to discuss the impact and way forward for the ccNSO schedule. Topics on the agenda will include, among others: * Lessons learned from the virtual ICANN67 Community Forum * Which meetings need to be held as part of the ICANN68 schedule?
