In 3rd Proposal CCWG issues re. Budget and IRP Budget: Last Tuesday special meeting around PTI budget issues. Implementation issues around budget raised by Paul K: Ensure resources PTI for longer term. Can not be included in requirements CWG. -> needs to be taken care of in Implemntation phase IRP: Becky briefed CWG on IRP, no comments from CWG Sidley will do a “quality” check on results. CWG intends to publish their positive findings to Chartering Organisations a few days after the Publication Final Report. To be expected around 22 February. Although not on radar of ccNSO, creates a lot work for others Process Budget overrun: Discussions with ICANN Board and BFC to control costs. Last call other SO?AC chairs present Looking for way to control the cost. Only flagging the issue. Byron: considerable discussion and special meeting at request of ICANN. Chair Board Finance Committee lead the call. Relatively collegial, but interpretation, ICANN uncomfortable with potential total expenditure, which is currently estimated to be 25 million USD. This is well over the 7 million originally “guestimated". ICANN looking for cover/support from SOs and ACs. For upcoming, future work, potentially ICANN may want to make chairs of CCWGs responsible. Item to be further discussed Mathieu: Board and Xavier are desperate to show they do not want the cost take over the discussion. 1. Discussion in CCWG about estmates for implementation and WS 2 2. Suggestion to include in ccNSO SOP WG session in Marrakesh. Giovanni has been approached. Implementation progress Personal view implementation is moving forward as hoped, however concern around SLE. There was supposed to be a meeting between SLE team/DT - A and Expert/ICANN staff Paul K: Surprised no raw data avaialble, nor have had any contact with ICANN expert or staff. Reason why important: to capture all tweeks etc. If there is delay, then it will be very difficult to complete SLE document well before Transition, which is requirement. Question: Has Mark Blanchet given indication of issues. Paul K has received presentation. But unclear what reasons are for not handing data to SLE group. Lise: Asked for raw data. Not share raw data with users. Raw data are emails and hence specifically refer to who send what request. Paul K: on last point: His stafff is very capable of dealing with confidential data. Lise: will try to ensure that meeting will be arranged. 2. CCWG Accountability Extremely busy weeks since early January. Mathieu: Last Tuesday CCWG agreed on open items. So now in process of finalisation. Over week-end lawyers revew, then CCWG needs to sign off. Timing submission and decision making Report to be expected 18 February SO/AC are requested to decide in Marrakesh. Board wants to adopt on Thursday ccNSO Council feed-back: CWG requriements are met. Byron comment on timing. SO/AC were asked to take a decision by Tuesday 8 March, to allow the Board to take a decision on Thursday 10 March. In contact with other SO/AC chairs. Most likely it can not be done on Tuesday. Respective Councils and ACs will meet on Wednesday, after the discussions in the respective groups on Tuesday and Wednesday have been concluded. Expectation is that chairs will inform ICANN not able to squeeze out a day. Effectively doing so may be counter-productive. Mathieu: Very reasonable and sensible approach and supports argument around risk, and to stick with original schedule. Byron: Can you imagine, what would happen if special meeting ccNSO Council meeting on Tuesday? All other SO/AC have that same issue. 3. ccNSO sessions in Marrakesh Byron: Basic Agenda as published on the ccNSO Website. ICANN staff has just been informed that the local host will stop taking visa upon arrival applications as of tomorrow 12 February 2016. Applications submitted AFTER Friday, 12 February 2016, 17:00 UTC, will NOT be reviewed. Therefore, if you want to apply for a visa upon arrival and have not done so yet, you are urged to apply BEFORE the deadline. Dear All, Please find in this email information regarding the Fellowship and NextGen@ICANN Application Rounds for ICANN56 The Fellowship Program The ICANN Fellowship<https://www.icann.org/en/about/participate/fellowships> program seeks participants from developing countries of the world in order to help create a broader base of knowledgeable constituents to engage in the Multistakeholder process and become the new voice of experience in their regions and beyond. Since its creation in 2007, the Fellowship Program has built a strong group of individuals who are actively participating in all of the ICANN communities as well as various Internet Governance entities within the Internet Ecosystem. Their engagement ranges from writing articles and blogs, providing online or in-person public comment in regard to bottom up policy building, engaging in Internet conferences and panel discussions, lifting a pen in working groups, mentoring newcomers, assisting our regional leaders and becoming leaders themselves. Find out more about applying to the Fellowship »<https://www.icann.org/en/about/participate/fellowships> Applications for eligible Fellowship candidates remain open until 19 February 2016 and successful Fellowship candidates will be announced on the ICANN website, 25 March 2016. The fact that ICANN56 will be relocated does not affect the application round. However, an important distinction regarding this round of the Fellowship Program is that only those who have previously participated in at least one ICANN Fellowship can apply. This is due to the new ICANN Meeting Strategy<https://meetings.icann.org/en/future-meeting-strategy> / Meeting B that is specifically focused on policy making and on-going work within ICANN Communities, therefore only those Alumni of the Program who are currently actively engaged in one of the ICANN Multistakeholder Model Communities are eligible to participate. The NextGen@ICANN Program This programme is currently not available for ICANN56 Applications, since it is region-specific. ICANN has suspended the application process, pending the announcement of the new Meeting location. Once the new location is announced, a decision will be made on the status of this Program for ICANN56. The NextGen@ICANN program remains the same for Meeting A, B and C: it is an education and awareness based experience, designed for a smaller, younger, and more region-specific group of participants. Applicants must be between the ages of 18 and 30, live in the region of the meeting, and be engaged in some level of higher education, with focus on Internet related subject matter. Each selected member will deliver a 5-10 minute presentation on a topic relevant to the community. Recent presentation topics include Internet governance, DNS, and the future of the Internet. Experienced Technology Leader Named as ICANN President and CEO Göran Marby, currently Director-General of the Swedish Post and Telecom Authority (PTS) to start at ICANN May 2016 Los Angeles, California... Göran Marby, an experienced business executive and government leader has been named the next President and Chief Executive Officer of the Internet Corporation for Assigned Names and Numbers (ICANN). "I'm delighted to announce Göran as the new head of ICANN," said Dr. Stephen Crocker, Chair of the ICANN Board of Directors. "His leadership experience as a technology CEO and start up founder as well as his current experience as Director-General of the Swedish Post and Telecom Authority will be invaluable as ICANN moves towards the next chapter in its history. We conducted an extensive, global search and Göran impressed us all throughout with his shared values, operational experience and understanding of the Internet ecosystem. I'm looking forward to working with him and what I know will be his substantial contribution to ICANN and to helping ensure a stable, secure and unified global Internet." Marby is a Swedish citizen, currently living in Stockholm. He and his family will be relocating to Los Angeles, California the location of one of ICANN's three global hubs. "I am very excited to be joining ICANN and joining at the start of a new era for the organization and the community," said Marby. "While I know there is much for me to learn, I am eager to work with ICANN's multistakeholder community to continue all the good work that ICANN has been doing and am very committed to implementing the community's decisions - both with respect to the IANA Stewardship Transition, but also in the myriad important areas of ICANN policy development as it fulfills its mission." Marby will succeed current President and CEO Fadi Chehadé whose term finishes on March 15, 2016. Marby will join ICANN in May 2016. During this time, Akram Atallah, President of ICANN's Global Domains Division will serve as acting CEO. "I am very grateful to Akram for agreeing to step into this role and providing the continuity and leadership ICANN needs at such an important time," said Dr Crocker. Göran Marby has more than 20 years of experience in the Internet and technology sectors. Prior to joining PTS he co-founded AppGate Network Security AB a security software company where he served as CEO between 2002 and 2009 with a focus on international customers and operations. He has held several other leadership roles in the Internet and technology sectors including as CEO of Cygate a network services company, Country Manager for Cisco in Sweden and as CEO of Unisource Business Networks in Sweden. Marby holds a Bachelor of Science from the University of Gothenburg School Economics.

Dear all, Göran Marby, currently Director-General of the Swedish Post and Telecom Authority (PTS), has been named the next President and Chief Executive Officer of the Internet Corporation for Assigned Names and Numbers.
