We first > discussed the potential policies for ccTLD security representatives to > subscribe to a SECIR messaging session. We distinguished a hierarchical policy > (ccTLD representatives can subscribe to a SECIR session when their ccTLD > manager asserts their trustworthiness) and a peer-to-peer subscription policy > (ccTLD security representatives can subscribe to a SECIR session when other > ccTLD reps assert their trustworthiness). Announcement: Final Report Framework of Interpretation WG (FOIWG) posted

Dear all, The Framework of Interpretation WG's (FOIWG) Final Report has been posted and can be found at: Framework of Interpretation Working Group Final Report and Recommendations<http://ccnso.icann.org/node/46445> The Framework of Interpretation and Recommendations contained in this report will be discussed by the ccTLD managers present at the ccNSO meeting on Tuesday 14 October 2014 at the Los Angeles ICANN meeting (see ccNSO agenda: http://ccnso.icann.org/meetings/los-angeles51/agenda.htm) and by the ccNSO Council on Wednesday 15 October 2014. Background The FOIWG was established in March 2011 and tasked with developing and proposing a "Framework of Interpretation" for existing IANA policy and guidelines governing the delegation and redelegation (now Transfer) of ccTLDs. The goal of the Framework is to give IANA and the ICANN Board clear guidance on the meaning and intent of RFC1591, in order to clarify existing policy and to facilitate consistent and predictable application of this policy. The FOIWG identified the following topics, which were considered individually and in the order presented: * Obtaining and documenting consent for delegation and re-delegation requests * Obtaining and documenting support for delegation and re-delegation requests from Significantly Interested Parties (sometimes referred to as Local Internet Community or LIC). * Developing recommendations for un-consented re-delegations All the Final reports pertaining to each of these topics have been posted and are can be found at: the ccNSO Home page ( http://ccnso.icann.org ) or the webpage of the FOIWG ( http://ccnso.icann.org/workinggroups/foiwg.htm ) Further, the FOIWG also developed a glossary of terms in parallel and as part of the three (3 substantive topics mentioned above. Call for Volunteers to Cross Community WG on Internet Governance

Dear all, The Cross Community Working Group on Internet Governance is now looking for volunteers to join the Working Group.* The WG has been established to coordinate, facilitate, and increase the participation of the ICANN community in discussions and processes related to Internet Governance. It is NOT dealing with the Transition of NTIA¹s Stewardship of the IANA Functions, and ICANN accountability. The ccNSO Council adopted the charter at is meeting on 25 September 2014. The Working Group is meant to facilitate and ensure engagement and participation of the ICANN community in the global Internet governance scene and multi-stakeholder decision-making processes and will take a proactive role in seeking and fostering participation and input into the processes and provide regular feedback to the SO's and AC's. Kind regards, Gabi * According to ccNSO Council Resolution 98-03: THE COUNCIL RESOLVED to request its Secretariat to seek confirmation of the current members whether or not they want to remain members of the Cross-Community Working Group on Internet Governance. Once confirmed, the secretariat is requested to send a call for volunteers for the remainder of the slots. The volunteers will be appointed / reconfirmed by the Council. The chair and vice-chairs of the Council are requested to propose a candidate for co-chair of the Working Group, to be confirmed by the Council. The resolution was approved unanimously.
