Council Resolution on Recommendation Quorum Study Group

Dear all, At the last Council call of 21 August 2014) it was decided to take a Council vote on the recommendation of the Quorum Study Group, included in its Final report of. This Report was submitted some time and is now included her as well. In the preparatory note for the Council meeting the following background and draft resolution was presented: Quorum Interpretation Study Group Final Report and Recommendation Background The Quorum Group was created to suggest implementation of the recommendation to develop a mechanism whereby ccNSO members could indicate how their "non-vote" should be interpreted during a voting - Abstain/Will not subscribe to policy?Do not count me as quorum (the latter meaning that the member does not want to hinder the issue to pass a voting). The Study group conducted a survey among the members of the ccNSO. Based on that survey the Study Group recommends not to implement any change to the current rule. Resolution The ccNSO Council adopts the Final Report of the Study Group and the group is closed. The ccNSO Council thanks the chair Katrina Sataki and it members for their work. The ccNSO adopts the recommendation of this Group not to implement a change of the quroum rule as suggested before. As always, is considered adopted, unless councillors indicate need for further discussion or objections to the resolution by 10 September 2014. Kind regards, Bart

Enhancing Accountability: Process and Next Step

Dear Council members, Please see the attached letter sent on behalf of community and constituency leaders to ICANN's chair, Stephen Crocker, and president, Fadi Chehade, requesting additional time to review the proposal and FAQs contained in ICANN's announcement on August 14, 2014 titled Enhancing Accountability: Process and Next Steps. As the issue of ICANN accountability is an important one for the ccNSO community, I am one of the signatories to the letter. The timelines identified by ICANN for review of these documents do not allow for sufficient time to adequately engage our community in a meaningful review of these documents. This letter was drafted and sent on very short notice, but represents the opinion of the leaders of the Supporting Organisations, Advisory Committees, Stakeholder Groups, and Constituency Chairs on the fact that ICANN is moving forward at a pace that is not acceptable to the broad community. We received a response from ICANN's leadership today, also attached. While the response acknowledges our request for more time to review the documents, it does not address it. This group is responsible for identifying issues for: * Consideration regarding ICANN's current accountability mechanisms and possible improvements, * Appointing participants to the ICANN Accountability & Governance Coordination Group, and * Providing ongoing input to the Coordination Group. Anyone interested in this group is welcome to join it. You need to register by sending an email to accountability-ccg-members(a)icann.org. Thanks, Gabi == Topic: Implementing Rights Protection Mechanisms in the Name Collision Mitigation Framework Originator: ICANN Summary of request: The Name Collision Assessment requires certain measures to be implemented for each top-level domain. In particular, it provides that for gTLDs delegated prior to 18 August 2014 who have activated names, the registry must ensure that second-level domain names desired to be activated from its SLD Block List after the 90-day controlled interruption period have been subject to applicable Rights Protection Mechanisms as required under Specification 7 of the Registry Agreement. Based on feedback and discussion to date in the community regarding appropriate Rights Protection Mechanisms for names in the SLD Block list, several possible approaches are described in this paper for the handling of these names.
