All, Following agreement on all outstanding text at this mornings FOIWG meeting, we now have agreement and subject to final editing, have the completed Framework ready for ccNSO approval. Could I ask if, at the additional urgent Council meeting we agreed to yesterday, if I could add an item to the agenda for that special meeting, to discuss the methodology for ccNSO approval of the FoI ? Call for Volunteers Charter Drafting Team cross-community WG on IANA Stewardship transition

Dear all, We are looking for a total of four volunteers to join a cross-community team, which will be responsible for drafting the charter of the upcoming cross-community Working Group on the IANA Stewardship transition. Once the charter has been approved, another call for volunteers will follow for the cross-community Working Group itself. We are looking for people that preferably have experience in drafting charters, are interested the NTIA Evaluation Transition process and cross-community work. A list of items which need to be addressed are listed below. As the charter needs to be finished as soon as possible, the team members are expected to be available for a short time frame, but with a high time commitment. If you are interested in joining this team, please, let us know by sending me an email by Wednesday, 2 July. The Council will appoint the drafting team members at their Council meeting later that day. Draft Resolution The ccNSO Council resolves to establish a 5 members Selection Committee to select the 4 members on the IANA Stewardship Transition Process Coordination Committee. All members of the Selection Committee shall be from the ccTLD community. The Selection Committee will include at least two members of the ccNSO Council, including its chair, a ccNSO Council member, one member of a Board of a regional TLD organization and one non-ccNSO member. Its task is to review the applications and select the 4 ccTLD members of the Coordination Committee to the ccNSO Council by (date to be determined) prior to a special meeting of the ccNSO Council on (date to be determined). In its review and selection, the committee will take into account and be guided by the criteria for selection included in the call for nominations. The chair of the ccNSO is requested to seek members and nominate the members of the selection committee as soon as possible and send it to the Council for final approval by 26 June noon UTC. Interviews of candidates may be conducted. Members of the Selection Committee are not eligible as candidates for the Coordination Committee

GNSO joint statement on accountability

I believe that all GNSO constituency chairs + ALAC will deliver the following statement in the public forum tomorrow: The entire GNSO [and ALAC] join together today calling for the Board to support community creation of an independent accountability mechanism that provides meaningful review and adequate redress for those harmed by ICANN action or inaction in contravention of an agreed upon compact with the community. This deserves the Board's serious consideration - not only does it reflect an unprecedented level of consensus across the entire ICANN community, it is a necessary and integral element of the IANA stewardship transition. True accountability does not mean ICANN is only accountable to itself, or to some vague definition of "the world." It does not mean that governments should have the ultimate say over community policy without regard to the rule of law. Rather, the Board's decisions must be open to challenge and the Board cannot be in a position of reviewing and certifying its own decisions. We need an independent accountability structure that holds the ICANN Board, Staff, and various stakeholder groups accountable under ICANN's governing documents, serves as an ultimate review of Board/Staff decisions, and through the creation of precedent, creates prospective guidance for the board, the staff, and the entire community. As part of the IANA stewardship transition, the multi-stakeholder community has the opportunity and responsibility to propose meaningful accountability structures that go beyond just the IANA-specific accountability issues. We are committed to coming together and developing recommendations for creation of these mechanisms. We ask the ICANN Board and Staff to fulfill their obligations and support this community driven, multi-stakeholder initiative. In our comments on the accountability process, the ccNSO Council said something very similar: “[A]ccountability requires "mechanisms for independent checks and balances as well as for review and redress.”[1] This agreed upon definition should be the foundation and reference of ICANN’s further work on Accountability. Accordingly, we propose that the goal of this process should be to ensure that a system of checks and balances is in place to guarantee that ICANN operates in accordance with an agreed upon set of principles, and that meaningful redress is available to those who are harmed by actions or inactions of ICANN in contravention of those principles.” The Council may want to join or associate itself with the group comments. ________________________________ [1] See NETmundial Multistakeholder Statement<http://netmundial.br/wp-content/uploads/2014/04/NETmundial-Multistakeholder…> J.
