PRE-DAKAR ICANN POLICY UPDATE WEBINAR INVITATION? In order to participate, please RSVP via email to the GNSO Secretariat (gnso.secretariat(a)gnso.icann.org) to receive the call details. Whether you plan to participate in the upcoming ICANN meeting in Dakar remotely or in person, you're invited to a quick reminder of the background and current status of each major policy issue currently under discussion in ICANN. The ICANN Policy Staff will provide a briefing on Thursday 13 October at 12.00 UTC and Thursday 13 October at 19.00 UTC, summarizing policy issues across the different ICANN Supporting Organizations, namely the Generic Names Supporting Organization (GNSO), Country Code Names Supporting Organization (ccNSO) and Address Supporting Organization (ASO). Amongst other topics, updates will be provided on: - Uniform Dispute Resolution Policy Issue Report (GNSO) - Post-Expiration Domain Name Recovery (GNSO) - Recent WHOIS work - Study Group on Use of Names for Countries and Territories (ccNSO) - Framework of Interpretation Working Group for the delegation and re delegation of ccTLDs (ccNSO) - Joint DNS Security and Stability Analysis Working Group The two sessions are duplicates, scheduled to accommodate different time zones. Each session, scheduled to run for 90 minutes, will be conducted in English only. The meeting will be run in Adobe Connect with a slide presentation along with a dial-in conference bridge for audio. Participants will have the opportunity to ask questions at the end of each session. During the course of the webinar, questions may be submitted using the chat function of Adobe Connect. If you are not able to participate in either of the live sessions, the recording of the session will be made available shortly after the meeting. Council Elections Extension

Hi, Unfortunately not all candidates for the Council election were both nominated and seconded by the deadline on Friday. The ccNSO election guidelines do not cover this eventuality, but they do permit a Chair to make a decision on the best way forward. In the circumstances, I have decided that we will extend the deadline by one week. I trust that this will be acceptable to Council members. ccNSO Nomination Period Extended for North American Region

Dear ccNSO members, The nomination period to the ccNSO Council ended last Friday, 16 September. As the North American region still lacks a fully nominated candidate, the ccNSO Chair Lesley Cowley decided, in agreement with the ccNSO Council, to extend the nomination period for the North American Region with one week, until the 23 September 00.00 UTC. Election Procedure to Elect an ICANN Director Date: 15 Sep 2011 At its meeting on the 26 June 2003 the ICANN Board adopted the amendments to the bylaws http://www.icann.org/general/archive-bylaws/bylaws-26jun03.htm#IX under resolution 03.106 Bylaw Article IX - section 3.9 http://www.icann.org/general/bylaws.htm#IX which states: "The ccNSO Council shall make selections to fill Seats 11 and 12 on the Board by written ballot or by action at a meeting; any such selection must have affirmative votes of a majority of all the members of the ccNSO Council then in office. Notification of the ccNSO Council's selections shall be given by the ccNSO Council Chair in writing to the ICANN Secretary, consistent with Article VI, Sections 8(4) http://www.icann.org/general/bylaws.htm#VI-8.4 and 12(1) http://www.icann.org/general/bylaws.htm#VI-12.1 ." The ccNSO Council and ccNSO members have decided that before making the nomination of a Director, the ccNSO members shall be entitled to vote for the nominee they would like to see on the ICANN Board. Summary Only ccNSO members will be eligible http://www.icann.org/general/bylaws.htm#IX-4.2 to nominate or second a candidate for seat 12 on the ICANN Board. Only ccNSO members will be eligible http://www.icann.org/en/general/bylaws.htm#IX to vote in the election of a candidate. Nominations may be made by a member and seconded by a member. Voting will be by secret email ballot, that is, the ballot is identified only by a code and not by a name. The email voting will be ratified by the Election Manager. An electoral list will be published. TIMELINE * 15 September 2011: Nominations period starts. * 6 October 2011: Nominations Process closes * 13 October 2011: Acceptance of Nomination by Candidate. Announcement of nominees. If there are two or more candidates, an election will be held. Candidates are invited to submit mission statements. * 25 October 2011: End of period for submitting mission statements; Public Q&A session at ccNSO members meeting * 26 October 2011: If only one candidate: Approval of nominee by ccNSO Council; If elections needed: * 10 November 2011: Call for votes, ballots issued * 24 November 2011: Closure of voting * 1 December 2011 (latest): Announcement of election results In any ties, run off elections announced (timeline to be defined) Call for Nominations Open: 15th September 2011 at 00:00 UTC Close: 6th October 2011 at 00:00 UTC For other places see world clock http://www.timeanddate.com/worldclock/full.html Nominations should be sent by email to the Election Manager at the following email address: ccnso-boardnominations(a)icann.org, in the form described in the Call for Nominations. In order to nominate or second a candidate, a member must be a member of the ccNSO by the 15th September 2011. Nomination procedures with timeline, template, email for posting and URL of archives of nominations will be posted. The Election Manager shall confirm the list of the Nominees before the voting period starts. Procedure for Voting by the ccNSO Members Each member will be entitled to vote for up to one candidate. Section 2(3) of Article VI of the Bylaws states "In carrying out their responsibilities to fill Seats 9 through 14, the Supporting Organizations shall seek to ensure that the ICANN Board is composed of members that in the aggregate display diversity in geography, culture, skills, experience, and perspective, by applying the criteria set forth in Section 3 of this Article http://www.icann.org/general/bylaws.htm#VI-3 . At any given time, no two Directors selected by a Supporting Organization shall be citizens of the same country or of countries located in the same Geographic Region." The candidate that receives the highest number of votes from members will be nominated by the Council to the ICANN Board. Voting Period and Method The ccNSO members will vote by email Voting will open: 10 November 2011, at 00:00 UTC Voting will close: 24 November 2011, at 00:00 UTC For other places see world clock http://www.timeanddate.com/worldclock/full.html . The full record of the number of votes will be published at the end of selection process. Results The election results will be announced by the Election Manager.
