Proposed resolution on IDN Fast Track

Dear all, Following today's discussions here is the proposed text of the Council Resolution for this afternoons Council meeting. Resolution of the ccNSO Council in respect to IDN ccTLDs delegated under the Fast Track The ccNSO Council resolved: IDN ccTLDs should be treated similarly to ASCII ccTLDs and so:. 1 On the Relationship between ICANN and IDN ccTLD Managers 1.1 The entering into of a documented relationship between ICANN and an IDN ccTLD manager should be voluntary and not a requirement for the delegation of the IDN ccTLD. 1.2 Such a documented relationship should be encouraged 1.3 It is in the best interest of IDN ccTLDs managers and the entire DNS community to adhere to all relevant IETF standards (including the IDNA protocol) and the IDN Guidelines and to commit to complying with future IDNA protocol updates. 2 On Financial Contributions to ICANN 2.1 Financial contributions should be voluntary and should not be a requirement for the delegation of an IDN ccTLD. 2.2 As previously stated by ccTLD managers, detailed information from ICANN on the breakdown of the costs involved in the IDN ccTLD Fast Track programme (and other costs ICANN incurs related to ccTLDs) would be welcome and help advance discussions. 2.3 Concrete proposals on possible financial contribution models would also help to advance discussions. 2.4 The Council acknowledges and appreciates that work on the information outlined in 2.2 and 2.3. has commenced and looks forward to receiving it as soon as possible.

GNSO Observer position - Statement from Alioune Badara Traore

Dear Councillors, Alioune Badara Traore is interested in the GNSO Observer position. Here is a short statement why he would like to have the position: -- I'm currently administrative contact of .ML before that I was a technical contact and work for implementation of ccTLD in the country. The .ML is member of ccNSO, AFRINIC and is working close with other African ccTLD I am working for installation of registry/registrar system in the manangment of .ML. As new direction of development of Internet and domain names systems, GNSO will the future of growing users of Internet; the post of observer can allow me more understand and transmit at time the way of development. To clarify the issue of fees paid by prospective gTLD operators, ICANN charged an ‘application fee’ of USD 50,000 for the 2000 round of gTLDs and USD 68,000 for the 2004 round of sponsored TLDs. There was no ‘set-up fee’ charged once the delegation was made, but there was an up-front fee charged to every applicant. Chris, Some questions .. not answers. I believe that a document was mentioned in one of the meetings that explains the technical reasons as to why an IDN operator can intentionally cause harm to another. Can you point me to this document? I am no expert in the area but if that is the case then it seems to me that this would also mean that an operator can unintentionally (through human error) cause harm to another. I would have thought that the avoidance of this (i.e., constraints on the operational space of a transaction) would have been a requirement in the protocol design. As for the the financial aspects (and this is just a wild thought). Would some sort of QoS-based model be of any use here? In other words, those who apply for IDNs are told (in Terms and Conditions) that service performance is not guaranteed but that performance guarantees can be provided for a fee. Those operators who are using the domain for cost free (or cheap) community services will be fine with this but those who are providing for-profit services will want to ensure guaranteed performance to their users. As for IANA, it means providing a two class service where queuing and load shedding (in extremely rare congestion cases) is done based on class. However their capacity engineering can be done based on load from paid operators. This class system can probably be carried over in the other realms (nameserver change completion time, redelegation etc.).
