Kind regards, Gabi == Summary SECIR Conference Call #7 The ccNSO working group ³Secure Email Communication for ccTLD Incident Response² (SECIR) held its seventh conference call on Mon Nov 24. We discussed the various options of getting to a working SECIR system online by the Singapore meeting. We decided to first analyze the time and effort it would take to customize the software of the OPS-Trust system for use by ccTLDs. As a fallback scenario, we will also be exploring the possibility of using the OPS-Trust system as is, but configured with a ccTLD-specific ³sub group². We¹ll organize a conference call with DNS-OARC in the next two weeks to discuss both possibilities. Our next WG conference call will be in the week of Dec 8. Apologies for cross-posting, Kind regards, Bart Boswinkel Call for Nominations for ccTLD Managers to Participate in the Cross-Community Working Group Enhancing ICANN Accountability Summary At it’s meeting on 20 November 2014, the ccNSO adopted the charter of the Cross Community Working Group Accountability (https://community.icann.org/download/attachments/49359098/Enhancing%20ICANN…) and will participate as one of the chartering organizations. As chartering organization the ccNSO has been asked to appoint up to five (5) members of the CCWG. The purpose of this email is to seek nominations for these five (5) places. The ccNSO Council will appoint the members to the CCWG at a special meeting on 25 September 2014. Background On 14 March 2014 the US Department of Commerce’s National Telecommunications and Information Administration (NTIA) announced its intent to transition stewardship of the Internet Assigned Numbers Authority (IANA) functions to the global multistakeholder community. The NTIA asked the Internet Corporation for Assigned Names and Numbers (ICANN), as the IANA functions contractor and global coordinator for the Domain Name System (DNS), to convene a multistakeholder process to develop a proposal for the transition. IANA also said that the transition proposal must have broad community support and address the following four principles: · Support and enhance the multistakeholder model; · Maintain the security, stability, and resiliency of the Internet DNS; · Meet the needs and expectation of the global customers and partners of the IANA services; and, · Maintain the openness of the Internet. The NTIA also said that it will not accept a proposal that replaces the NTIA role with a government-led or an inter-governmental organization solution. During discussions around the transition process, the community raised the broader topic of the impact of the change on ICANN's accountability given its historical contractual relationship with the United States and NTIA. Accountability in this context is defined, according to the NETmundial multistakeholder statement<http://netmundial.br/wp-content/uploads/2014/04/NETmundial-Multistakeholder…>, as the existence of mechanisms for independent checks and balances as well as for review and redress. Statements made by various stakeholders, including the ccNSO Council, suggest that current accountability mechanisms need to be reviewed and, if need be, improved, amended, replaced, or supplemented with new mechanisms (see for instance ATRT recommendations) in light of the changing historic contractual relationship with the U.S. Government. Considering that the NTIA has stressed that it is expecting community consensus regarding the transition, a failure to meet stakeholder expectations with regards to accountability may create a situation where NTIA does not accept the IANA transition proposal as meeting its conditions. Thus reviewing ICANN’s accountability mechanisms was considered to be crucial for the transition process. The CCWG-Accountability, which charter was adopted by the ccNSO Council, is expected to deliver proposals that would enhance ICANN’s accountability towards all stakeholders, including, but not limited to, the ccTLD community. Given the tight time-frame under which the IANA Stewardship Transition Proposals need to be developed, and the interdependency of the Stewardship Transition Process and Enhancing ICANN’s Accountability Process, the CCWG-Accountability will have to work as expeditiously as possible to identify those mechanisms that must be in place or committed to before the IANA Stewardship Transition in light of the changing historical contractual relationship with the U.S. Government (Work Stream 1) and those mechanisms for which a timeline for implementation may extend beyond the IANA Stewardship Transition (Work Stream 2). ccTLD Participation in the Cross-Community Working Group In accordance with the adopted charter of the CCWG Accountability, the ccNSO (as well as each of the other chartering organizations) shall appoint a minimum of 2 and a maximum of 5 members to the working group. The ccNSO Council decided – as usual- that membership of the CCWG is open to all ccTLDs, both ccNSO members and non-ccNSO members. In addition, the CCWG will be open to any interested person as an Participants, who may be from the ccNSO, from a stakeholder group not represented in the CCWG, or may be self-appointed. Participants will be able to actively participate in and attend all CCWG meetings. A call for participants will be send out at a later stage. However, any consensus calls or decisions that need to be made will be limited to CCWG members appointed by the ccNSO and the other chartering organizations, and members are expected to inform their stakeholder group regularly on progress made and seek engagement in the process. Call for Nominations The ccNSO Council is seeking nominations from ccTLD managers (independent of ccNSO membership), who might wish to serve as one of the five (5) ccTLD members on the CCWG Accountability. Candidates are expected to have: · A thorough understanding and interest in accountability issues, in particular as they relate to ICANN and from a ccTLD manager’s perspective, · Commit to actively participate in the activities of the CCWG on an ongoing and long-term basis; and · Where appropriate, solicit and communicate the views and concerns of individuals from the ccTLD community. · Effective communication skills in order to represent ccTLD interests on the CCWG and to keep the ccNSO and broader ccTLD community abreast of the state of play in the cross-community group. Candidates for this role are requested to provide the ccNSO (ccNSOsecretariat(a)icann.org<mailto:ccNSOsecretariat@icann.org> ) with the following by 28 November 2014, 23.59 UTC). · a recent curriculum vitae summarizing background and experience, including that in ccTLD operations, and · a statement of what the candidate sees as being the main objectives that ccTLD operators should be seeking in an IANA transition proposal. The list of nominations will be made public. The ccNSO Council will select and appoint the five members on the WG, based on the selection criteria mentioned above and taking into account the diversity of the ccTLD community, including geographical diversity. ICANN meeting changes confirmed

Hello all, Firstly apologies for cross-posting... The ICANN Board has approved implementation of the new ICANN Meetings Strategy, beginning in 2016. The new meetings strategy (applicable from the beginning of 2016) will impact the ccNSO most significantly on the mid-year meeting, as this meeting would not include a ccNSO members meeting, and will focus instead on the work of the ccNSO Council, and its liaison across the broader ICANN community. Of course ccNSO members will not be prevented from attending and observing activities. Cheers Keith ---------------------- Meeting Strategy Working Group (MSWG) Recommendations Implementation Plan for 2016 Whereas, ICANN intends to hold meetings in 2016, 2017, 2018, 2019, and 2020. Whereas, the Meeting Strategy Working Group produced a Final Report of recommendations to improve the overall structure and format of ICANN Meetings and on 26 June 2014 received the Board's gratitude for conducting this review. Whereas, in furtherance of the Board's 26 June 2014, ICANN reviewed the MSWG Final Report and developed an implementation plan based on the recommendations within that Final Report, identifying implementation in the calendar year 2016. In addition, ICANN identifies a five (5) year schedule and regional rotation for ICANN Meetings through 2020. Whereas, the five year schedule reflects the MSWG recommendations for timing and duration of ICANN Public Meetings. Resolved (2014.11.17.08), the Board accepts all MSWG recommendations and directs the President and CEO, through his designee(s), to proceed with implementation. For recommendations on meeting support and engagement activities, focusing on technical support for remote participants and easing of future visa attainment for attendees, the Board directs the President and CEO to provide required support to obtain relevant metrics on recurring attendees. Resolved (2014.11.17.09), the Board accepts the dates of Meetings to be held in 2016, 2017, 2018, 2019, and 2020 as set forth in Annex 1 to this Resolution. Rationale for Resolutions 2014.11.17.08 – 2014.11.17.09 The successful operation of ICANN's Public Meetings in all of the geographic regions is an important part of ICANN's accountability and transparency responsibilities. The growing demand for more sessions and meetings spread over more days has resulted in over-scheduled agendas and reduced opportunities for cross-community interaction. The MSWG developed a constructive report that made proposals for changes to ICANN Public Meetings in the following areas: meeting timing, duration and format; rotation of the meeting location; meeting support and engagement activities; and meeting planning. The MSWG recommendations were submitted for public comment in February 2014. ICANN performed a thorough analysis of the comments submitted by the community in response to the MSWG recommendations, and prepared a comment report. The analysis indicates that the community supports the recommendations made by the MSWG. The proposed dates for ICANN Meetings 2016-2020, which provide for equitable distribution of meetings over the five (5) geographic regions, were selected based on careful avoidance of important holidays, celebrations, and observances around the globe. Similarly, every effort was made to identify and prevent scheduling conflicts with other community events. The recommended dates were then developed in accordance with the timing and duration for ICANN Public Meetings recommended by the MSWG. There will be a financial impact on ICANN in hosting these meetings and providing travel support as necessary, as well as on the community in incurring costs to travel to the ICANN meetings. Given that ICANN is committed to having regular meetings, the financial and resource impact of today's decision is not anticipated to vary significantly from the regular operation of ICANN meetings. There is no impact on the security or the stability of the DNS due to the implementation of these recommendations. This is an Organizational Administrative Function for which public comment has been considered.

Jordan Carters Report to ccNSO Council 20 November: CCWG-IG (Item 3) * the WG is still in formation in the sense that not all SO Co-Chairs have been appointed as far as we know * the community’s attention is on the IANA stewardship transition and related accountability debates, rather than on broader IG * there has been some discussion of the Wuzhen conference in China; the Plenipot; and the NetMundial initiative * the co-chairs have yet to meet to discuss forming a work programme but I anticipate that should be happening in the next couple of weeks * my desire is to see this WG being a centre of IG information and discussion for the ICANN community, and crucially to bring the community and staff into closer alignment on IG issues through dialogue and conversation in that forum. * I will test that idea with other participants as we build the plan. I would welcome and indeed NEED views from the ccNSO Council as to whether this approach is supported, or not. Charter standing ccNSO Committee on IG (Item 4) * Happy with the Charter and happy to be on it - and coping with the idea of chairing it as long as it is understood these will be at times other than 12--5am New Zealand time.
