Dear Council members, Please see the attached letter sent on behalf of community and constituency leaders to ICANN's chair, Stephen Crocker, and president, Fadi Chehade, requesting additional time to review the proposal and FAQs contained in ICANN's announcement on August 14, 2014 titled Enhancing Accountability: Process and Next Steps. As the issue of ICANN accountability is an important one for the ccNSO community, I am one of the signatories to the letter. The timelines identified by ICANN for review of these documents do not allow for sufficient time to adequately engage our community in a meaningful review of these documents. This letter was drafted and sent on very short notice, but represents the opinion of the leaders of the Supporting Organisations, Advisory Committees, Stakeholder Groups, and Constituency Chairs on the fact that ICANN is moving forward at a pace that is not acceptable to the broad community. We received a response from ICANN's leadership today, also attached. While the response acknowledges our request for more time to review the documents, it does not address it. In particular, it provides that for gTLDs delegated prior to 18 August 2014 who have activated names, the registry must ensure that second-level domain names desired to be activated from its SLD Block List after the 90-day controlled interruption period have been subject to applicable Rights Protection Mechanisms as required under Specification 7 of the Registry Agreement. Based on feedback and discussion to date in the community regarding appropriate Rights Protection Mechanisms for names in the SLD Block list, several possible approaches are described in this paper for the handling of these names. ICANN accountability FAQs

Byron appears to be on holiday, so I’m passing this along. ICANN has posted some FAQs on the accountability review, which seem to address some of the community concerns. https://www.icann.org/resources/pages/enhancing-accountability-faqs-2014-08… * It looks like there will be more interaction between the Cross Community Group and the Coordination Group, and that to the extent the Coordination Group is charged with building solution requirements, it will do so with input from the Cross Community Group. * ICANN has clarified that the advisors will be advisory. * The advisors “are not limited to engaging with the Coordination Group.” Not sure what that means. * The FAQs now provide that the two groups are to prepare their own charters, which will be reviewed by the Board “for scope.” There will be a dialogue with respect to any concerns that the charters exceed the scope of the process. * Both groups will operate by consensus. * Before deciding not to implement any portion of the recommendations, the Board must engage in dialogue with the Coordination Group and community. * If the Board elects not to implement any portion of the recommendations, it must provide a detailed rationale for that decision. It does not adjust the process for selecting the Advisors, who will be appointed by the Public Experts Group. I have asked Brian Cute whether the Experts Group might be willing to consult with SO/AC heads on the appointments – no response yet. Under the proposal, the GNSO gets 4 seats on the Coordination Group, and all other SO/ACs get one seat. * The SO/AC appointed participants in the Coordination Group are intended to have expertise in one or more of the areas identified by ICANN * Each SO/AC is supposed to send the names of its “expert candidates" to the Cross Community Group for confirmation. The Cross Community Group is supposed to identify a process for this in a virtual meeting on 15 September. * SO/ACs are encouraged to identify Coordination Group participants as soon as possible, but in any case the SO/ACs should attempt to engage with the Cross Community Group during the 15 September meeting. * First meeting of the Coordination Group will be in LA during ICANN 51 * Both Cross Community and Coordination Groups will operate primarily through virtual methods. ICANN says in its comments that the SO/ACs should be ready to engage with the CCG by that time, but also says that it understands that not all SO/ACs will have appointed their candidates for the Coordination Group. Dear Mathieu, At its call last Thursday the Council has not (yet) discussed the detail of the Accountability process and timeline. The ICANN announcement, was made just prior to the Council meeting and the FAQ was published afterwards. Focus of the last call was on the charter and creation of the (cross-)community working group to develop an IANA Stewardship Transition Proposal on Naming Related Functions. As you may have seen the charter was adopted by the Council and a call for volunteers was send out. Although I can and will not speak on behalf of the Council, I assume that the Council will look closer at the aspects and details around the Accountability Process soon. Call for Nominations for ccTLD Managers to Participate in the Cross Community Working Group to Develop an IANA Stewardship Transition Proposal on Naming Related Functions Summary The ccNSO will participate in the Cross Community Working Group to Develop an IANA Stewardship Transition Proposal on Naming Related Functions (CWG), which is being formed as part of the process to develop an IANA stewardship transition proposal, specifically for the Naming related Functions. The ccNSO has been asked to appoint up to five (5) members of the CWG. The purpose of this email is to seek nominations for these five (5) places. The ccNSO Council will appoint the members to the CWG at its meeting on 25 September 2014. Background On 14 March 2014 the US Department of Commerce¹s National Telecommunications and Information Administration (NTIA) announced its intent to transition stewardship of the Internet Assigned Numbers Authority (IANA) functions to the global multistakeholder community. The NTIA asked the Internet Corporation for Assigned Names and Numbers (ICANN), as the IANA functions contractor and global coordinator for the Domain Name System (DNS), to convene a multistakeholder process to develop a proposal for the transition. IANA also said that the transition proposal must have broad community support and address the following four principles: · Support and enhance the multistakeholder model; · Maintain the security, stability, and resiliency of the Internet DNS; · Meet the needs and expectation of the global customers and partners of the IANA services; and, · Maintain the openness of the Internet. The NTIA also said that it will not accept a proposal that replaces the NTIA role with a government-led or an inter-governmental organization solution. On June 6 ICANN proposed the creation of an IANA Stewardship Transition Coordination Group (ICG) ³responsible for preparing a transition proposal reflecting the differing needs of the various affected parties of the IANA functions.² Two subsets of IANA¹s global customers/partners, the addressing and Internet protocol parameter communities, led by the Internet Engineering Task Force (IETF) and the number resource community comprising the Number Resource Organization (NRO), the Address Supporting Organization (ASO) and the Regional Internet Registries (RIRs), have responded to the NTIA¹s announcement and the formation of the ICG, by establishing working groups to provide input on their specific needs and expectations with respect to the IANA Stewardship Transition. It was determined that the transition proposal should be developed within the directly affected communities (i.e. the IETF for development of standards for Internet Protocol Parameters; the NRO, the ASO, and the RIRs for functions related the management and distribution of numbering resources; and the GNSO and ccNSO for functions related to the Domain Name System). These efforts would inform the work of the ICG, whose responsibility would be to fashion an overall integrated transition proposal from these autonomously developed components. Therefore there is a need for the naming community to come together to articulate its needs and expectations in an integrated fashion, as an integral part of this transition process, and to develop a proposal for the elements of the IANA Stewardship Transition that directly affect the naming community. The ccNSO Council together with GNSO Council have taken the initiative to create a cross-community working group. At its meeting on 21 August adopted the charter of the Cross Community Working Group to Develop an IANA Stewardship Transition Proposal on Naming Related Functions. The adopted charter can be found at: <include link> ccTLD Participation on the Cross-Community Working Group In accordance with the adopted charter of the CWG the ccNSO (as well as each of the other chartering organizations) shall appoint a minimum of 2 and a maximum of 5 members to the working group. The ccNSO Council decided as usual- that membership of the CWG is open to both ccNSO members and non-ccNSO members. In addition, the CWG will be open to any interested person as an observer. Observers may be from the ccNSO, from a stakeholder group not represented in the CWG, or may be self-appointed. Observers will be able to actively participate in and attend all CWG meetings. However, any consensus calls or decisions that need to be made will be limited to CWG members appointed by the ccNSO and the other chartering organizations. Call for membership Nominations The ccNSO Council is seeking nominations from ccTLD managers (independent of ccNSO membership), who might wish to serve as one of the five (5) ccTLD members on the cross-community working group. Candidates are expected to have: · A thorough understanding of operating requirements of a ccTLD manager, · Commit to actively participate in the activities of the CWG on an ongoing and long-term basis; and · Where appropriate, solicit and communicate the views and concerns of individuals from the ccTLD community. · Effective communication skills in order to represent ccTLD interests on the ccWG and to keep the ccNSO and broader ccTLD community abreast of the state of play in the cross-community group. Candidates for this role are requested to provide the ccNSO (ccNSOsecretariat(a)icann.org ) with the following by 11 September 2014, 23.59 UTC). · a recent curriculum vitae summarizing background and experience, including that in ccTLD operations, and · a statement of what the candidate sees as being the main objectives that ccTLD operators should be seeking in an IANA transition proposal. The list of nominations will be made public after closure of the nomination period. The ccNSO Council will make select and appoint the five members on the WG at its meeting on 25 September 2014, based on the selection criteria mentioned above and taking into account the diversity of the ccTLD community, including geographical diversity. Interviews of shortlisted candidates may be conducted.

Kind regards, Kristina ====== Summary SECIR Conference Call #2 The ccNSO working group "Secure Email Communication for cccTLD Incident Response" (SECIR) held its second conference call on Tue Aug 20. We briefly reviewed the work we carried out since our last call, which consisted of a first analysis of (1) the pros and cons of several alternative designs for the two SECIR services (contact repository and secure messaging service) and (2) the possible technical components that we could use to implement them. We will use this analysis to decide on a design for the SECIR services and how to implement them. We agreed that our analysis should be clear but concise as our goal is to have a working system at the end of this year. To enable the community to follow the WG's design decisions and underlying rationale, we will document the analysis in the WG's final report and will report back to the community on our intermediate results at the ICANN meeting in Los Angeles. We will be using the time until the next call (Sep 2) to refine our analysis. Dear all, Please find below a list of the action items from the previous Council meeting. All actions are completed. Kind regards, Kristina Action 96-01: The Secretariat to inform the SOP Working Group about the appointment of Giovanni Seppia as interim chair of the Working Group. Action 96-02: The secretariat to inform the GNSO and the GNSO appointed co-chairs of the Working Group about the appointment of Lise Fuhr as ccNSO co-chair of the Working Group. Action 96-03: The Secretariat to inform the GNSO and the GNSO appointed co-chair of the Working Group about the appointment of Becky Burr as co-chair of the Working Group for the Development of a Framework of Principles for Cross-Community Working Groups. Action 96-04: The Secretariat to send out a call to the ccTLD community for the 4 volunteers to the charter drafting team as soon as possible after closure of the Council meeting and to indicate in the call that those who are interested may attend the informal meeting of the envisioned drafting group during the London meeting. Action 96-05: The Chair to seek members and nominate the members of the selection committee as soon as possible and send it to the Council for final approval by 26 June noon UTC. Action 96-06: The Secretariat to set-up an email list, including email contacts to all ccTLDs, solely for the purpose to inform and engage the community in the IANA Stewardship Transition Process. Action 96-07: The Chair to finalize the call for nominations, including the criteria for selection of the 4 ccTLD members on the Coordination Committee and send it to the Council for final approval by 26 June noon UTC. Action 96-08: The secretariat to send out the approved call for self-nominations and refer the nominations received to the Selection Committee upon receiving the nomination. Action 96-09: The Secretariat to publish the names of the nominees for the IANA Coordination Committee on the ccNSO Website. Action 96-10: The Secretariat to draft a charter for a coordination committee on IANA Stewardship Transition and Accountability.

The major topic was a first discussion on potential models for the two SECIR services, a contact repository service and a rudimentary secure messaging service. In line with the SECIR charter, we reaffirmed that usability and technical simplicity are the most important requirements. We will be using the time until the next call (Aug 20) to document these models and to prepare a first overview of existing software components that we might be able use to realize the SECIR services for these models.
