Here is the current list: - Communication between the ICANN Board and the ccNSO regarding Board's decisions - Impact of the leveling of ICANN's funding on ICANN's priorities and priority setting mechanism - Next steps for adoption of the IDN overall policy These are the topics - to make it easier for the Board to prepare, we'll come up with more concrete questions a bit later. Reminder : Call for volunteers: ccNSO Strategic and Operational Planning Standing Committee (SOPC)

Dear all, This is a kind reminder that the ccNSO seeks additional volunteers for the ccNSO Strategic and Operational Planning Standing Committee (SOPC), formerly known as the SOP Working Group. Closing date of this call for volunteers is Friday, 2 February 2018, 23:59 UTC.  The SOP is a key working group for the ccNSO, which has gained an important role by its regular input provided to ICANN's Strategic and Operational plans. The SOP WG is just about to kick off its work to provide input to FY19 Annual Budget and operational Plan & Update of the Five-year Operational Plan 2016-2020. If you are interested in joining the SOPC, kindly send an e-mail to joke.braeken(a)icann.org<mailto:joke.braeken@icann.org> Closing date of this call for volunteers is Friday, 2 February 2018, 23:59 UTC.  Who can join? Membership of the Committee is open to all ccTLD managers (whether members or non-members of the ccNSO). Workload & working method The Committee has estimated that every member needs to be able to invest at least six days on a yearly basis towards the work of the group. The workload is not spread evenly, but is concentrated around the periods when ICANN launches consultations on its Operating Plan, Budget and Strategy Plan. The group meets through telephone conferences and face-to-face meetings during the ICANN meetings. However, most work is done between the telephone conferences and meetings. About the SOPC The aim of the Committee is to coordinate, facilitate, and increase the participation of ccTLD managers in ICANN and PTI’s strategic and operational planning processes and related budgetary processes. The ccNSO Council and individual ccTLD managers, collectively or individually, will be invited to support the position or input of the Committee. The Committee may submit a relevant Rejection Action Petition against the ICANN and IANA budgets, as well as their Strategic and operating Plans as defined in the ICANN Bylaws, Annex D, section 2.1 (f), (g), (h) and (i) to the ccNSO as Decisional Participant. To: Cherine Chalaby, Chair of the ICANN Board of Directors Cc: Chris Disspain, Mike Silber, Göran Marby Dear Cherine: As a follow-up from my letter to the Chair of the ICANN Board of Directors dated 30 January 2017, I would like to request the ICANN Board of Directors to discuss and adopt the ccNSO IDN ccTLD Policy recommendations. The proposed policy was submitted to the ICANN Board in September 2013 and now, with conclusion of the 3rd review of the Fast Track process (March 2015) and the upcoming implementation of the related proposed guidance on and refinement of the Fast Track Methodology, the ccNSO Council believes that the experimental Fast Track should be replaced by the overall policy and its implementation. Further, the ccNSO Council believes that future refinements and policy needs should be addressed through the overall policy, including, but not limited to, potential ccNSO policy efforts related to emoji as second level domains. Establishment of the Internet and DNS Engagement Center in Seoul ICANN announced the establishment of a partnership center known as the Internet and DNS Engagement Center in Seoul (the "Center'). This initiative elevates KISA and ICANN's partnership, established in November 2013 with the signing of the KISA-ICANN Memorandum of Understanding (MOU). Per the objectives of the MOU, the Center will provide an avenue to foster dialogue and mutual understanding between KISA, ICANN as well as the wider Korean and regional Internet community. The Center will facilitate ICANN's engagement with Korean and regional stakeholders; and carry out cooperation programs in collaboration with ICANN and other Internet Governance Organizations, such as the Asia Pacific Internet Governance Academy (APIGA). Two suppliers made ICANN aware of the issue on 4 December 2017. ICANN logged a severity 1 problem with JAGGAER immediately, and the vendor resolved the problem within 48 hours. Read more: https://www.icann.org/news/announcement-2-2018-01-12-en Implementation of the Consensus Policy for Protection of Certain Specific IGO and INGO Identifiers for All gTLDs ICANN today announced that all ICANN generic top-level domain (gTLD) contracted parties must implement the new Consensus Policy concerning the protection of certain specific names of intergovernmental organizations (IGO) and international nongovernmental organizations (INGO) identifiers in all gTLDs[icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__icann.org_resources_pa…>. This Consensus Policy relates only to those identifiers specifically approved by the ICANN Board in April 2014 following the conclusion of a Policy Development Process conducted by the Generic Names Supporting Organization. It does not include IGO and INGO identifiers for which Board approval is still pending or for which GNSO policy work remains ongoing. Contracted parties will have until 1 August 2018 to complete implementation of the new requirements for certain specific names of IGOs, the International Olympic Committee (IOC), and the Red Cross/Red Crescent Movement (RCRC). For INGOs, the implementation period will be 12 months from the release of the INGO Claims Systems Specification which is currently under development by ICANN org. The protections within this policy pertain to specific names of certain IGOs, INGOs, the IOC, and the RCRC, according to the recommendations adopted by the ICANN Board[icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__icann.org_en_groups_bo…>. Read more: https://www.icann.org/news/announcement-2018-01-16-en IANA Functions Customer Survey Results Available ICANN published the results of an annual survey that measures the perception of satisfaction among Internet Assigned Numbers Authority (IANA) functions customers regarding the services they receive. This survey is the first completed since the ICANN organization affiliate Public Technical Identifiers (PTI) started performing IANA functions on behalf of the ICANN org and accounts for transactions completed between September 2016 and August 2017. The IANA Services Customer Survey measured satisfaction in relation to documentation quality, process quality, transparency, timeliness, accuracy, reporting, and courtesy. In the 2017 survey, customers identified accuracy as the most important measure of performance for the fifth consecutive year. Notably, 94 percent of respondents reported being satisfied with the accuracy of their transactions. Timeliness and process quality, were identified as the second and third most important measures by customers, both stayed consistent with the previous year with 89 percent satisfaction. Call for volunteers to serve on the Implementation Committee of the Latin American and Caribbean Strategic Plan

Dear All, ICANN announced a call for volunteers to serve on the Implementation Committee of the Latin American and Caribbean (LAC) Strategic Plan. The volunteers will come from the LAC region and their work will focus exclusively on supporting the implementation of projects outlined in the LAC Strategic Plan.<https://goo.gl/n4jPLg> What This Team Will Do Each of the strategic plan's projects will be assigned to a working group that will be responsible for its execution. The Implementation Committee will focus on suggesting community members to be assigned to each of these working groups. The committee will also participate in the working groups by providing input on project documents (objective, scope, KPIs, indicators, etc.) and monitoring the progress of each project. Next Steps This call for volunteers will be circulated as widely as possible, with the purpose of ensuring broad representation and participation from the LAC Community. The deadline for submitting applications is 26 January 2018. Per the request of the implementation committee, regular online meetings will be scheduled. Background In 2013, a steering committee, which was composed of representatives from the different communities and regional organizations that participate in the ICANN community, prepared the LAC Strategic Plan, which was presented during ICANN46 in Beijing, China. The plan was divided into four areas of interest, 22 objectives, and 75 projects. In 2015, the committee met again in Montevideo to review the LAC Strategic Plan and evaluate its progress. During this meeting, the plan objectives were aligned with the ICANN Strategic Plan (2016-2020). Currently, the renewed 2016-2020 plan includes both previous plans and several new projects. As a result of ICANN's growth in global reach, the number of community participants from LAC has increased. This increase represents a great opportunity to get new community members involved in the development and refinement of the LAC Strategic Plan. The ccNSO Council and individual ccTLD managers, collectively or individually, will be invited to support the position or input of the Committee. The Committee may submit a relevant Rejection Action Petition against the ICANN and IANA budgets, as well as their Strategic and operating Plans as defined in the ICANN Bylaws, Annex D, section 2.1 (f), (g), (h) and (i) to the ccNSO as Decisional Participant. Disagreement on what constitutes "status quo" for ccNSO: AGB 2012, GNSO policy 2007? The Terms of Reference (ToR): subject to objections. * Peter Van Roste: attempts to define the term "geographic name" during yesterday's meeting. Suggestion was to use the AGB2012 as a reference, however some claim it is faulty in a way: procedure is not in line with ICANN policy. CENTR supports this. This is not about policy, merely about the scope. This discussion went out of control. * PDP-Ret: reference to the WT5 discussion was made during the last call and on the mailing list, mentioned that ISO3166 and related terminology was mis-used. * ccNSO set expectations, in its agreement to participate in WT5. Also GAC sent a letter, with even stricter requirements for participation. Response from GNSO received at the end of November. PDP working process is to be finalised as established previously: no changes along the way are possible. * Suggestion to discuss this during the Joint Session with the GAC at ICANN61. 5) Use of selection criteria by the ccNSO Travel Committee * GRC updated the guideline, and inserted the list of criteria the Travel Fund Committee should take into account while evaluating the applications. Report on the ICANN61 evaluations. * GRC to finalise the guideline, publish it for comments, and present it to the council for adoption. 6) ccNSO-GAC meeting agenda committee 6.1 Appointment of ccNSO Co-Chair Ensure an interesting agenda, and sufficient time to discuss the topics at hand. proposal to have a council member as co-chair, preferably ex GAC-member. OEC committee joined in last week's meeting as well. GNSO has a committee that looks at the skill-matrix of the SSR2 members, to identify gaps and possibly look for more members. If SSR re-starts, we should give them more support. Address the issues highlighted in the survey. Those who no longer want to be on the team, stepped down. Suggestion for the ccNSO to look at the list of initial volunteers. There is no time to run another call for volunteers, and to analyse the applications. Unclear when SSR2 restarts. The ccNSO appointed members are willing to continue, and prefer the group to restart asap, and to see some positive changes. No cross-community session at ICANN61 on this topic: too early, postponed until a later ICANN meeting. Shall we look at the initial slate of applications? yes 9.2 ccNSO Participation WHOIS- DS review initial discussion on the scope: was needed before being able to appoint members. Group is working fine, and might not be happy to get volunteers late in the game. We should act quickly, if we decide to participate. Who shall we nominate? Most likely those that originally put their names forward are not available anymore. ToR were close to be finalised. shall we participate? Stephen: we should reserve our volunteers for other initiatives. First GDPR questions need to be solved. Nigel agrees. 10) Council Statement on Operational Standards (OS) for Specific Reviews Issue pointed out form the beginning: OS should be in place before staring specific reviews. GRC prepared draft for the consideration by the Council. Public comments: extended from 15 Jan to 02 Febr. Document was circulated on Monday. Council is invited to have a look at it. Comments to be provided and statement to be submitted by the deadline. 11) Re-appointment working party EPSRP to assist implementation of changes Fast Track Process. ccNSO had 2 members in the WP: Hiro & Wafa Wafa noted that she cannot participate any longer in the WP. Hiro agreed to support the WP, but does not have enough time to lead the effort. Look for more volunteers among those who participated in the EPSRP WG all in favour. 12) PDP Retirement 12.1 Update progress Neither Stephen nor Nigel was attending the last telco. Work proceeds on the terminology document, and discussion on a replacement of Nigel as chair, who decided to step down. the PDPWG formal scenario documents are being developed (The "removal from assigned category" is about to be circulated within the WG) The Workplan is under discussion as well. 12.2 Appointment new chair: Stephen Deerhake (nominated by the WG) Stephen Deerhake (.as) nominated by the PDP-ret group. Stephen 13) Special Elections European Region * Nigel needs to step down from the ccNSO council latest at the end of the Barcelona meeting. He suggested to have a Q&A with a nominated candidate in PR, and candidate to be appointed at the end of Puerto Rico, so he could step down at the end of the Puerto Rico meeting. * Special Elections: you need a vacancy. First the candidate needs to step down, and then the election process can start. Regular election: autumn. * Debbie: unsure what her position will be post-Puerto Rico. Last day in office at 12/01/18. Keen to continue as long as she can. Jordan is happy with the ongoing involvement. Potentially a second special election might follow. * Nomination can be completed by ICANN61, Q&A in Puerto Rico, followed by elections. CENTR GA in early February is an opportunity to promote the vacancy in the council from the European region * Wait for Nigel's resignation to trigger the process of the special elections. Or the notification of resignation (tender his resignation from Council now, with a date some months down the road) Further discussion needed on the mailing list Bart Boswinkel: The Bylaws specify the following: “(g) A vacancy on the ccNSO Council shall be deemed to exist in the case of the death, resignation, or removal of any ccNSO Council member. Vacancies in the positions of the three members selected by the Nominating Committee shall be filled for the unexpired term involved by the Nominating Committee giving the ICANN Secretary written notice of its selection, with a notification copy to the ccNSO Council Chair. Vacancies in the positions of the ccNSO Council members selected by ccNSO members shall be filled for the unexpired term by the procedure described in Section 10.4(g) through (i).” The current Guideline (2008) does not address the issue. If criteria proof to be useful, they will be included in the Guideline: ccNSO Travel Funding. Draft Action item The ccNSO Council thanks its travel committee for its report, and request the the GRC tot take the results into account and finalize the draft travel guideline by the next Council meeting for adoption by Council. 6) ccNSO-GAC meeting agenda committee 6.1 Appointment of ccNSO Co- Chair For discussion The ccNSO Council should seek co-chair for the agenda committee ccNSO-GAC. Purpose of the committee is to prepare the topics of the f-2-f meetings. Criteria: Council member Understanding and knowledge of GAC (preferably former GAC member) 6.2 Closure of the ccNSO-GAC Liaison Working Group For decision Draft Resolution Background The GAC-ccNSO Liaison Working Group has been dormant since 2010. With the new agreed upon approach, establishing a ccNSO-GAC meeting agenda committee, the Liaison Working Group could be formally closed. Decision The ccNSO Council formally closes the GAC-ccNSO Liaison Working Group and request the secretariat to take all steps to effectuate this decision. For the record, the Council thanks all listed and former members of this Working Group. 7) Next Steps ccNSO Organisational Review: Appointment of working party For discussion Background The ccNSO Organisational Review has been deferred one year until mid- 2018. The ccNSO was requested to conduct a voluntary internal review. The ccNSO GRC is effectively taking care of this and as part of the process it reviewed current status of implementation of recommendation first organizational review of the ccNSO. The ccNSO is requested to appoint a working party, which will act as point of contact and organize the ccNSO activities pertaining to the ccNSO Organisational review. Alternative approaches are: Request the GRC to undertake this role Establish separate, working party Draft Resolution The ccNSO Council requests members of the ccNSO GRC to participate in the working party that will act as point of contact and organize the ccNSO activities pertaining to the upcoming ( 2018) second ccNSO Organisational review. In addition, the secretariat is requested to send a call for volunteers to the ccTLD community, for additional members of the working party. 8) Reconfirmation membership SOPC & call for volunteers For decision Following adoption of the updated charter, the chair of SOPC reached out to membership to seek re-confirmation of membership. For discussion 9.2 ccNSO Participation WHOIS- RDS review In May 2017 the ccNSO informed the ICANN Board of directors that is did not consider itself to be in in a position to nominate volunteers for the following reasons (see: https://ccnso.icann.org/sites/default/files/file/field-file-attach/2017-05/…) Unclear scope and process to define scope. The scope of the RDS /WHOIS 2 review has been defined. Concurrent processes relating to RDS /WHOIS. Impact of EU GDPR and its implementation. The ccNSO expected that the GDPR and its required implementation would have a major impact on RDS and hence on any review, implying that any review of current processes and policies would be affected by the GDPR. The Chair of the ccNSO was approached by the RDS/WHOIS review team to consider participation (see background material), as the Review Team has developed the terms of Reference for the review (see background material). Questions for discussion Given current state of affairs with respect to RDS-WHOIS review should the ccNSO participate in the RDS/WHOIS 2 review process/ have all these concerns been addressed? If the ccNSO intends to participate, who to nominate? Nominate candidates from the original call for volunteers? Other volunteers? (the original list of applicants can be found here: https://community.icann.org/pages/viewpage.action?pageId=63145857) Draft action item: following the discussion the chair is requested to propose a resolution for an on-line decision as soon as feasible. 10) Council Statement on Operational Standards for Specific Reviews For discussion The GRC has prepared a draft for consideration by the ccNSO Council. Document to be circulated on Monday. The Public comment period has bene extended until 2 February. Councillors are requested to submit comments if any by 25 February, which will then be incorporated. The final text needs to be adopted by Council by 1 February Draft Action items: The Councillors to provide comment on-line by 25 January 2018 23.59 UTC. The Chair to propose final text for on-line adoption by 29 January 2018, 23.59 UTC. And submit the agreed upon Council Statement by 2 February 2018. 11) Re-appointment working party EPSRP to assist implementation of changes Fast Track Process. For decision: appointment of working party to provide feed-back The ccNSO has been requested to re-install the working party EPSRP to assist in the implementation of the updated version of the IDN ccTLD Fast Track Implementation Plan. Draft Resolution The ccNSO Council re-installs the working party EPSRP and mandates its chair to seek 2 volunteers that could provide feed-back and comments on the implementation details for the amended “Final Implementation Plan for IDN ccTLD Fast Track Process” . 12) PDP Retirement 12.1 Update progress 12.2 Appointment new chair: Stephen Deerhake (nominated by the WG) The current chair (Nigel Roberts) intends to step down as chair no later than the f-2-f meeting in San Juan, Puerto Rico. Stephen Deerhake has been nominated by the WG to replace Nigel as chair. Draft Resolution Background The current chair of the ccNSO Policy Development Process Working group on retirement of ccTLDs Nigel Roberts has been designated to become a member of the ICANN Board of Directors and as such recused from being chair of the PDP WG on retirement of ccTLDs. Stephen Deerhake was nominated by the members of the WG to replace him as chair. Decision Following the nomination of the working group members, the ccNSO Council appoints Stephen Deerhake as chair of the ccNSO Policy Development Process Working group on retirement of ccTLDs no later than by 15 March 2018, 23.59 UTC. 13) Special Elections European Region Nigel Roberts indicated he intends to step down from his position as a Councillor from the European region in the course of 2018. His regular term would end in March 2020. As a result, the members in the EU region need to elect a new member to the ccNSO Council for the remainder of his period (until March 2020). Discussion on timing. NomCom Review: Assessment Report Released and Webinar on 18 January 2018

Dear all, Analysis Group, the independent examiner performing the ICANN Nominating Committee (NomCom) Review, has published its assessment report. The goal of the assessment report is to achieve a maximum agreement between the wider ICANN community and the independent examiner as to which areas of the NomCom work well and which may benefit from improvements. No recommendations are included in the assessment report. Recommendations will be included in the final report, expected for publication in June 2018. Community Outreach On 18 January, Analysis Group will host a webinar on the assessment report, during which participants will have the opportunity to provide initial feedback and ask questions. In addition to the webinar, the NomCom Review Working Party (RWP) will hold two public calls, during which the ICANN community is invited to contribute to the feedback process with the RWP and the independent examiner. The purpose of the NomCom review is to determine (i) whether the NomCom has a continuing purpose in the ICANN structure, (ii) if so, whether any change in structure or operations is desirable to improve its effectiveness and (iii) whether the NomCom is accountable to its constituencies, stakeholder groups, organizations and other stakeholders. This review will also assess whether the improvements resulting from the last review (2007-2010) were effective. The NomCom is an independent committee tasked with identifying and selecting individuals for ICANN leadership positions.
