Analysis Group Selected to Conduct the SSAC Review

Selection of the Independent Examiner The selection of an independent examiner is performed in accordance with ICANN's procurement process. All submitted proposals were carefully evaluated against selection criteria developed in collaboration with the SSAC, including: * Technical knowledge and expertise. * Knowledge and understanding of ICANN. * Methodology. * Independence, including no conflict of interest. SSAC Organizational Review The purpose of this review, according to ICANN's Bylaws, Section 4.4[icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_resource…>, is to determine whether the SSAC has a continuing purpose in the ICANN structure and, if so, whether any change in structure or operations is desirable to improve its effectiveness. This review will also determine if the SSAC is accountable to its constituencies, stakeholder groups, organizations, and other stakeholders. The review is scheduled to commence immediately and it is anticipated to conclude in November 2018. SSAC Role The Security and Stability Advisory Committee (SSAC) advises the ICANN community and Board on matters relating to the security and integrity of the Internet's naming and address allocation systems. This includes operational, administrative, and registration matters. SSAC engages in ongoing threat assessment and risk analysis of the Internet naming and address allocation services to assess where the principal threats to stability and security lie, and advises the ICANN community accordingly. Dear All, This is a reminder that the ccNSO seeks volunteers for the ccNSO Review Working Party, to start process of the second ccNSO Organisational Review. The roles and responsibilities of the ccNSO Review Working Party are further detailed below. Closing date of this call for volunteers is Friday, 2 March 2018, 23:59 UTC.  Workload & working method Every member needs to be able to invest a few hours per month towards the work of the group. The group meets through telephone conferences, and potentially in face-to-face meetings during the ICANN meetings. However, most work is done online. Who can join? Membership of the ccNSO Review Working Party is open to all ccTLD managers, whether members or non-members of the ccNSO. Members from the ccNSO Guidelines Review Committee (GRC) are invited to join the Working Party as well. The review is to assess the duration and shape of the ccNSO Members Meetings. Resolution No 2: ccNSO Membership application form

Dear Councillors, One of the recommendations following the 2017 Seat 12 Board Elections was to adjust the ccNSO membership application form. In addition, the form needs to be updated to reflect the ICANN October 2016 Bylaws. As our last meeting was not quorate, we need to adopt the resolution as stated below on-line. --- Resolution No 2 --- Draft Decision The ccNSO Council approves the updated version (item 11 of the background material meeting 15 February) of the ccNSO Membership application form. As soon as this decision has become effective (7 days after publication), the ccNSO Secretariat is requested to replace the current form with the newly approved version. --- Please let the list know if you have any objections to this decision by Sunday, 25 February 2018, 17.00 UTC. Resolution No 1: the ccNSO Study Group on use of Emoji

Dear Councillors, As our last meeting was not quorate (something to discuss at our next meeting, perhaps?), we need to adopt three resolutions on-line. I will send them in separate emails. --- Resolution No 1 --- The Board requested the ccNSO to look into the use of Emoji as Second level domains as currently some ccTLDs allow registration (for example, see: http://domainincite.com/22575-emojis-coming-to-another-cctld ). Related, there is a need to ensure that the Fast Track Implementation Plan and the overall IDN ccTLD policy refer to the IDNA 2008 suite and its successor, to avoid misunderstanding about the use of Emoji. Following the Board's request, the Council asked the ccNSO Secretariat to draft Terms of Reference for an Emoji Study Group. The suggestion is to defer the decision on call for volunteers to the face-to face meeting, after presentations and discussions on the topic at the Tech Day and ccNSO Meeting days. Draft Decision The ccNSO Council adopts the Terms of Reference for the ccNSO Study Group on use Emoji as second level domains. Dear Councillors, The Guideline: ccNSO Council Election Procedure has been waiting for adoption by the Council for quite some time. With the upcoming (regular and special) elections, now is the opportunity to adopt it, without interfering an ongoing election process. --- Resolution No 3 --- Draft Decision The ccNSO Council adopts the proposed Guideline: ccNSO Council Election Procedure, which will become effective 7 days after publication of the decision on the ccNSO website. Dear All, Starting from tomorrow, it is possible to apply for ccNSO travel funding for the next ICANN public meeting. ccNSO travel funding is available for a limited set of travellers for ICANN62 (25-28 June 2018, Panama City). The application window opens tomorrow Thursday, 22 February 2018 (noon UTC), and closes Thursday, 8 March 2018 (noon UTC). No early/late submissions will be accepted. The applicant actively participates in the work of the ccNSO and makes a special contribution to its projects and meetings. Examples of contributions to the work of the ccNSO: an active engagement in a ccNSO working group, a presentation at the ccNSO member meeting, or other engagements that strengthen the activities of the ccNSO. Important: Applications which do not clearly state an active contribution, are not eligible and will not be taken into consideration. What is included? The funding covers an economy class ticket to the travel destination, the hotel costs for the time of the meeting and a per diem (either full funding, or partial funding).
