DECISION NEEDED: Call for Volunteers: Expedited Policy Development Process (EPDP) on the Temporary Specification for gTLD Registration Data

Dear Councillors, Your opinion is required! We have received an invitation from the GNSO to participate in their Expedited PDP on the Temporary Specification for gTLD Registration Data (see the attachment). The question is whether the ccNSO should accept the invitation to appoint two members and their alternates. According to the draft charter, membership will be limited – and the ccNSO is invited to appoint up to two members and up to two alternates. Note, we are not obliged to appoint members. However, if we decide to do so, our members have to meet the criteria, as defined in the letter. This includes acting as representative of the ccNSO, i.e. providing the formal position of the ccNSO when there is a call for consensus of the PDP WG. Further, to make sure that they will meaningfully contribute to the EPDP, they need to understand the issues at stake and must commit to be available from the start and during the full process (with an expectation to attend an intersessional meeting and most of the calls, as well as spend time preparing: roughly 4-6 hours per week). In addition, in order not to disrupt the tight schedule, the appointments have to be made by 23 July 2018. As you will recall, in the past we had enthusiastically decided to participate in some activities, but when we had to appoint people, nobody volunteered. Therefore, please do not take the decision to participate lightly! As to the topic itself, I would like to stress that this is about defining gTLD registration data. Although I appreciate that the topic is of interest to ccTLDs that are more involved in the gTLD space, defining registration data sets is out of the policy scope of the ccNSO. In addition, and as you can see in the letter, observers are welcome. Please share your views and proposed ways forward as soon as possible! About the New gTLD Subsequent Procedures PDP Working Group In June 2014, the GNSO Council established a Discussion Group that was intended to evaluate the experiences of the 2012 round gTLD Program and to identify possible areas for future GNSO policy development. The Discussion Group’s deliverables served as the basis for the GNSO Council’s request for a Preliminary Issue Report in June of 2015. Following the publication of the Final Issue Report, the GNSO Council adopted the charter for the PDP Working Group, which began its work in February 2016. The Working Group initially concentrated on a set of overarching issues and has since established five separate Work Tracks to consider specific topic areas: * Work Track 1 - Overall Process/Support/Outreach, * Work Track 2 - Legal/Regulatory, * Work Track 3: String Contention/Objections & Disputes, * Work Track 4: Internationalized Domain Names/Technical & Operations, * Work Track 5: Geographic Names at the Top Level. "On behalf of ICANN we are grateful to the Myanmar script community for volunteering to develop the Myanmar script LGR proposal for the root zone," said Sarmad Hussain, Director of IDN Programs at ICANN. With composition and work plan approved, the Myanmar script Generation Panel will start its work on the label generation rules. Initial Report on the Protections for Certain Red Cross Names in all gTLDs – Policy Amendment Process

Dear all, The GNSO seeks community input on proposed recommendations for amending prior consensus recommendations with respect to the reservation protection of ICRC, IFRC, and National Societies, as instructed by the GNSO Council. This is the IGO-INGO Working Group's Initial Report. Purpose: Obtain community input on proposed recommendations for amending prior consensus recommendations with respect to the reservation protection of ICRC (the International Committee of the Red Cross), IFRC (the International Federation of Red Cross and Red Crescent Societies), and Red Cross National Societies, as instructed by the GNSO Council. This is the International Governmental Organizations – International Non-Governmental Organizations (IGO-INGO) Working Group's Initial Report. Current Status: Per GNSO Policy Development Procedures, a public comment is now being offered on the Working Group's preliminary recommendations. Next Steps: Upon review of the public comments, the Working Group's Final Report will be finalized and made ready for delivery to the GNSO Council. The Independent Review Process Implementation Oversight Team (IRP-IOT) Draft Recommendations

Dear all, Purpose: The Independent Review Process Implementation Oversight Team (IRP-IOT) is seeking further public comments on the Time for Filing rule (Updated Supplementary Procedure rule #4, Time for Filing). Current Status: The IOT reviewed the results of the 28 November 2016 public comments on its draft Updated Supplementary Procedures (USP) for the Independent Review Process (IRP) and noted that a significant number of comments did not support the proposed limitations underpinning rule #4. In response to this the IOT is proposing significant amendments to this rule. Next Steps: Following the public comment period the inputs will be analyzed by the IOT who will consider amending the amended rule in light of the comments received and will publish a report on the results of the public consultation. If significant changes are required as a result of the public consultation the IOT may opt to have a further public comment period on these changes. If there are no significant changes this rule will be included in the USP. CSC Candidates Qualification Requirements Skill set and experience Candidates should possess the following qualifications: * Direct experience and knowledge of the IANA naming function. * Analytical skills, ability to interpret quantitative and qualitative evidence, and capacity to draw conclusions purely based on evidence. * Able to work and communicate in written and spoken English. * Effective communication skills. * Experience in managing and/or participating in committees (e.g. meeting coordination, reporting, and escalation) in order to contribute meaningfully to CSC processes. * Demonstrated ability in relationship management to support diplomatic discussion, consensus driven decision making, and productive negotiation. Diversity Unless the applicant pool does not allow, candidates should not all come from the same geographical region (Europe; Asia/Australia/Pacific; Latin America/Caribbean islands; Africa; and North America), or be of the same gender. The Membership Selection Process of the CSC Charter calls for due consideration to be given, to the extent possible, to form a CSC that has diversity in terms of geography and skill set. To that end the composition of the slate will be reviewed during two points in the selection process: firstly by the RySG and ccNSO and secondly by the ccNSO and GNSO. Time commitment CSC members and liaisons must be able to participate in monthly meetings. It is expected that members and liaisons must attend a minimum of nine meetings in a one-year period and must not be absent for more than two consecutive meetings. Failure to meet this requirement may result in the Chair of the CSC requesting a replacement from the respective organization. Outside of the monthly meetings, members and liaisons may also be asked to participate in other CSC processes such as: * Providing updates, no less than three per year, to the direct customers of the IANA naming function. These updates may be provided to the RySG and ccNSO Council during ICANN meetings. * Providing updates to any group/constituency regarding the IANA Function Operator’s performance at their request. * On an annual or as needed basis, conduct a consultation with the IANA Functions Operator, the primary customers of the naming services, and the ICANN community about the performance of the IANA Functions Operator. * Carry out required work related to CSC procedures and processes (e.g., review drafts of communications to the ccNSO/GNSO Councils, interact with IANA Function Operator to investigate an issue/problem, work with IANA Function Operator to finalize remedial action procedures, draft CSC operational procedures). Members may also be selected to represent the CSC on any IANA Function Review Team (IFRT) or Separation Cross Community Working Group (SCCWG) if formed. Members and liaisons will serve a two-year term with the option to renew for up to two additional two-year terms. Participation in the CSC is voluntary. The CSC is expected to perform the majority of its work telephonically and via email. Background About the CSC The CSC has been established to ensure the satisfactory performance of the Internet Assigned Numbers Authority (IANA) naming function. The CSC monitors PTI’s performance of the IANA naming function by analyzing performance reports on a monthly basis and publishing its findings. It is authorized to undertake remedial action to address poor performance, and if performance issues are not remedied, the CSC is authorized to escalate the performance issues to the ccNSO and GNSO for consideration. Additionally, the CSC may recommend changes to the naming Service Level Expectations as well as enhancements to the provision of the IANA naming services. About the CSC member and liaison appointment process In order to provide for continuity and knowledge retention, the CSC Charter called for staggered terms of the inaugural CSC appointees, with half of the members and liaisons serving an initial two-year term and the other half serving an initial three-year term. All future terms will be two-year terms. The members and liaisons decided amongst themselves who would serve a two-year and who would serve a three-year initial term. Background on the New gTLD Subsequent Procedures PDP WG The GNSO’s New gTLD Subsequent Procedures Working Group (WG), which was chartered by the GNSO Council to conduct a Policy Development Process (PDP), is seeking to determine what, if any, changes may need to be made to the existing <https://urldefense.proofpoint.com/v2/url?u=https-3A__gnso.icann.org_en_issu…> Introduction of New Generic Top-Level Domains [gnso.icann.org] policy recommendations from 8 August 2007 as well as the final <https://urldefense.proofpoint.com/v2/url?u=https-3A__newgtlds.icann.org_en_…> Applicant Guidebook [newgtlds.icann.org] dated June 2012. As the original policy recommendations as adopted by the GNSO Council and ICANN Board have “been designed to produce systemized and ongoing mechanisms for applicants to propose new top-level domains,” those policy recommendations remain in place for subsequent rounds of the New gTLD Program unless the GNSO Council would decide to modify those policy recommendations via a policy development process. The PDP WG created 5 Work Tracks that are responsible for considering the subjects within its charter. The PDP WG sought community input through two community comment periods. The Working Group has produced its Initial Report, which includes material from the full Working Group and Work Tracks 1-4. Work Track 5, focused on Geographic Names at the Top-Level, was established later than the other Work Tracks and will produce a separate Initial Report. 2. Information about the Initial Report and the Public Comment The objective of this Initial Report is to document the Working Group’s deliberations on charter issues and preliminary recommendations, potential options for recommendations, as well as specific questions for which the Working Group is seeking input. Given the large number of issues, and the thousands of hours spent on addressing the 2012 New gTLD Program and improvements that can be made to the program moving forward, unlike other Initial Reports, this one does not contain a “Statement of level of consensus for the recommendations presented in the Initial Report.” The Co-Chairs not only believed that it was premature to measure the level of consensus of the Working Group members of dozens of recommendations contained within the Initial Report, but that doing so could have the unintended consequence of locking Working Group members into positions of support or opposition prior to soliciting public comment from the community on those recommendations. To form such definitive positions at this early of a stage could have the adverse effect of being less open to modifications to those positions as a result of community input. In addition, though many of the preliminary recommendations were generally agreed to by members that participated in the different Work Tracks, support has not been assessed amongst the members of the overall Working Group. The Overall Working Group has not sought to form definitive positions on each of these issues at this stage. Therefore, any language in this report that suggests that the Working Group or any of its Work Tracks is making a recommendation should be read as merely a rough assessment by the Working Group Co-Chairs or Work Track leads. After a comprehensive review of public comments received on this report, the Working Group will deliberate further on the preliminary recommendations contained within the Initial Report. It is possible that as a result of the deliberations, there may be supplemental reports released by the Working Group seeking additional public comments. Once all of that is completed, the Co-Chairs will conduct any formal consensus call(s) at the plenary level, on all recommendations before the Working Group issues its Final Report. Thank you for your consideration of this request. We look forward to any comments and any input that you and the organization you Chair are able to provide to our WG. While we of course welcome input on any area of the report, we would like to stress that given the extensive number of topics and preliminary outcomes, you should not feel compelled to respond to every single preliminary recommendation, option, and question.
