The recent public comment <https://www.icann.org/public-comments/fellowship-proposal-2018-06-11-en> proceeding was the last step in the process of soliciting feedback. I want to take this opportunity to thank you for your leadership and support during this process and to inform you of key findings, available resources and next steps. Key Findings There was strong support for action in the following areas: * Increase SO/AC involvement in selecting and mentoring fellows * Develop and gather metrics to understand and measure program impact * Focus on active engagement in policy * Enhance capacity development of fellows In response to this and as a first step, we have issued a call for nominations <https://www.icann.org/news/announcement-2018-08-13-en> for each SO/AC to identify one (1) individual who is to serve a two-year term on the new ICANN Fellowship Program Selection Committee by 10 September 2018. The responsibilities and expectations associated with this role are outlined here <https://www.icann.org/resources/pages/committee-2012-02-25-en> . The same announcement asks for your guidance on outreach & promotion targets, which is to inform our plans for identifying the most appropriate events and fora to reach out to audiences with the desired skills and backgrounds. We are very grateful for your continued support of the program and look forward to receiving your feedback and address any questions you may have. Call for Expression of Interest: IANA Naming Function Review Team (IFRT)

Dear All, The ccNSO Secretariat is launching a new call for Expression of Interest (EoI) for 3 members of the IANA Naming Function Review Team (IFRT). The call for EoI has been restarted as no applications were received during the initial launch. The call for EoI will be open today Monday, 27 August 2018 and will close on Monday, 10 September 2018 (17:00 UTC). If no applications are received, the ccTLD community will not participate in the IANA Function Review. If interested, please send the following documents to: ccnsosecretariat(a)icann.org<mailto:ccnsosecretariat@icann.org> no later than Monday, 10 September 2018 (17:00 UTC). 1. Completed application form (see attachment), both the Word doc and fillable pdf is included for your convenience. 2. Your resume, curriculum vitae, or biography. 3. If applicable, a letter of support from your employer in respect to the required time commitment to participate actively in the IFRT. Composition of the review team The three ccNSO appointed members to the IFRT are to be appointed in accordance with the rules and procedures of the ccNSO and must be from different ICANN regions. The composition of the review team, which is specified by the Bylaws, includes, among others: (a) Two representatives appointed by the ccNSO from its ccTLD registry operator representatives; (b) One non-ccNSO ccTLD representative who is associated with a ccTLD registry operator that is not a representative of the ccNSO, appointed by the ccNSO; it is strongly recommended that the ccNSO consult with the regional ccTLD organizations (i.e., AfTLD, APTLD, LACTLD, and CENTR) in making its appointment; Further details on the candidate qualification requirements are included at the bottom of this email. Next Steps Once we have received your intent to volunteers as IFRT member, the ccNSO Secretariat will send you a link to an online Acknowledgement of Terms Form. Via this form, you consent to ICANN processing data in order to add you as a member of the IFRT and its mailing list(s). The form explains the information ICANN will process to administer your participation in the IFRT and how the information will be used this purpose. It also describes the rights you have regarding your information. Time commitment: * In accordance with section 18 of the ICANN Bylaws, each appointed member of the IFRT is appointed for the term of one (1) review. * Provide updates to the ccNSO Council once a month or on an as needed basis. * Including telephone conferences and intermeeting work, candidate should expect to commit to approximately 4 hours of work per week. IFRT: call for Expression of Interest

Dear Colleagues, Nothing has changed since our call on Thursday: we have not received any application from volunteers willing to serve on the IFRT. I understand Peter's guess that the main reason could be the good performance of IANA (and the CSC, in fact). However, if that is the case, it is in our interests to ensure that it remains so in the future. It was also suggested that another reason might be the holiday season in the Northern hemisphere (actually, this raises another question - why every year we are expected to perform heroic and urgent deeds during this period?) As we discussed during our call, today we should issue a new call for another 2 weeks. I did not sense any objection to this during our call, so I hope we all agree. In addition to the new call, I have some questions we all could think about: - Should we change the message that we send to the ccNSO members and the wider ccTLD community wrt IFRT? - How can we identify and target particular individuals from the ccTLD community and convince them to apply for the IFR? - Should we consider changing the approach we currently use when we look for volunteers? The ALAC noted At-Large is unique within the ICANN community in that most volunteers in At-Large activities do so as true volunteers. None travel in support of their employers, few are employed by what could be considered the domain name industry or in activities supporting it, and many are not even employed in jobs supporting the Internet. Release for Registration one .COM Domain Name with a Single-Character Label: O.COM During ICANN62, the ALAC revised, ratified and resubmitted their Statement. The ALAC supported the proposition, provided it offers the proceeds to nonprofit organizations that serve the public interest. The ALAC offered three suggestions to that end: (1) ICANN should permit the release of O.com [o.com] and allow Verisign to conduct a third-party auction, (2) Third-party auction service providers should screen candidates for auction, and (3) Verisign should forfeit the auction’s proceeds and renewals to non-profit entity. Draft Final Report of the RSSAC2 Review The ALAC is responsible for representing the interests of Internet end users within ICANN, and there are few parts of the Internet as critical as the Root Server System. The ALAC commented specifically on recommendations 1, 2 and 5 of the RSSAC2 Review, related to 1) RSSAC membership criteria, the 2) RSSAC charter and 3) engaging more effectively with ICANN The ALAC has also appointed 4 members to the EPDP: The ALAC EPDP team will consist of: Hadia Elminiawi (Member); Alan Greenburg (Member); Seun Ojedeji (Alternate)' and Holly Raiche (Alternate) Best Wafa

Study Technical Use Root Zone Label Generation Rules

Dear all, The Root Zone Label Generation Rules Study Group (RZ-LGR-SG) has identified its scope of work<https://www.icann.org/en/system/files/files/draft-scope-study-technical-use…> [PDF, 128 KB], which is being shared with the community. The SG seeks feedback from the community on whether the questions identified are all relevant for this study and whether there are any other issues it should also consider. Current Status: Multiple script-based communities have either finalized their Root Zone Label Generation Rules (RZ-LGR) proposals<https://www.icann.org/resources/pages/lgr-proposals-2015-12-01-en> or in the process of finalizing them. Based on this work, the second version of RZ-LGR<https://www.icann.org/resources/pages/root-zone-lgr-2015-06-21-en> has been released, integrating six scripts. RZ-LGR-SG has been constituted to study and make recommendations for the technical use of the RZ-LGR in a harmonized way across Internationalized Domain Name (IDN) Top-Level Domains (TLDs). RZ-LGR-SG is currently reviewing the scope of its work and discussing relevant recommendations. Next Steps: RZ-LGR-SG will consider the community input to finalize the scope of its work, develop the related recommendations and share these recommendations with the community before finalization. Dear All, On July 2, 2018; the Global Stakeholder Engagement (GSE) Africa team convened a select committee of Supporting Organization (SO) / Advisory Committee (AC) representatives from Africa to review the current Africa strategy. They came up with a draft reviewed document ICANN Africa Strategy Ver 3.0 2016 – 2020. This public comment proceeding is seeking further input from the community on the draft document in line with our commitment to inclusive bottom-up and multistakeholder approach. Current Status: The Africa strategy was one of the first ever regional plans approved by ICANNorg. The strategy document itself is a living document and should be flexible enough to respond to the changing needs and prevailing circumstance of the community. Hence the need for this regular review and appraisal to ensure that ICANN Org, and indeed the Africa Strategy is responsive to the community in conformance to the overall Mission and remit of ICANNorganization (org.) The first review was done by the community in November 2014 and resulted in the current ICANN Africa Strategy Ver 2.0 2016 – 2020<https://www.icann.org/en/system/files/files/africa-strategy-implementation-…>. ICANN has since undergone important transformations in the last 3 years such as the IANA stewardship transition (October 2016) that led to introduction of new ICANN Bylaws and created an Empowered Community of ICANN. It was therefore important to revisit the Africa Strategy to realign it to these new realities at ICANN org. Proposals for Devanagari, Gurmukhi, and Gujarati Scripts' Root Zone Label Generation Rules

Dear all, The Neo-Brahmi Script Generation Panel (NBGP) was formed by nine communities that use scripts derived from the Brahmi script. NBGP is developing Root Zone Label Generation Rules (LGR) for Bengali, Devanagari, Gujarati, Gurmukhi, Kannada, Malayalam, Oriya, Tamil and Telugu scripts. The GP intends to publish the proposals for the LGRs of these nine scripts in three sets, releasing proposals for the scripts which share cross-script variant code points together to the extent possible. The first set includes the following: (1) Proposal for the Devanagari Script Label Generation Rules for the Root Zone, (2) Proposal for the Gurmukhi Script Label Generation Rules for the Root Zone, and (3) Proposal for the Gujarati Script Label Generation Rules for the Root Zone. Recommendations for Managing IDN Variant Top-Level Domains

Dear All, Recommendations for managing Internationalized Domain Name (IDN) variant labels for top level domains (TLDs) have been developed by ICANN organization. The relevant materials along with the recommendations are being published to seek community feedback for finalizing them. Close Date: 3 Sep 2018 23:59 UTC Current Status: The community has identified a need for IDN variant TLDs; however, the ICANN Board resolved on 25 September 2010 that "no variants of gTLDs will be delegated ... until appropriate variant management solutions are developed." Subsequent work by ICANN organization and the community led to the identification of two issues: (i) there is no accepted definition for variant TLDs, and (ii) there is no 'variant management' mechanism for TLDs. For the first issue, the Root Zone Label Generation Rules (RZ-LGR) Procedure was developed with the support of the community and adopted by the ICANN Board on 11 April 2013 for implementation. The Procedure has been implemented and RZ-LGR has been developed for six scripts, and other scripts are being added as their proposals are finalized by the relevant script communities. For the second issue, ICANN organization has undertaken a detailed examination to develop a set of recommendations on variant management mechanisms for TLDs, which will be finalized based on the community input. Next Steps: The finalized recommendations will be presented to the ICANN Board, anticipated in March 2019. At that time, the ICANN Board will be requested to consider these recommendations to allow for implementing IDN variant TLDs.
