Call for expression of interest: Root Zone Evaluation Review Committee (RZERC)

Dear all, Call for Expression of Interest for Root Zone Evaluation Review Committee (“RZERC”) The ccNSO Council seeks one (1) member on the Root Zone Evaluation Review Committee (“RZERC”) from the ccTLD community (independent of membership of the ccNSO). The term of appointment will be three (3) years. If you are interested, you should be aware that NO travel funding will be provided. Candidates are requested to submit their application to the ccNSO Secretariat (ccNSOsecretariat(a)icann.org)<mailto:ccNSOsecretariat@icann.org)> by Friday 9 August 2019, 23:59 UTC. After receiving your application, the Secretariat will send the information received to non- conflicted Councillors individually. The selection process is described in the Guideline: ccNSO Actions Respecting the Root Zone Evaluation Review Committee (https://ccnso.icann.org/workinggroups/ccnso-rzerc-guideline-01sep16-en.pdf ). It is the intention that by 23 August 2019 the ccTLD representative on the RZERC will be appointed. Background Information on RZERC Following the IANA Stewardship Transition, ICANN has established a Root Zone Evaluation Review Committee (RZERC). This Committee is tasked to review and provide input regarding proposed architectural and operational changes to the root zone and as determined necessary by the RZERC, propose architectural and operational changes to the root zone for consideration by the ICANN Board. The RZERC will consider issues raised to the RZERC to identify any potential security, stability or resiliency risks to the architecture and operation of the root zone. The RZERC will coordinate with the committee’s respective organizations and communities, and if appropriate, external experts, to ensure that relevant bodies were involved in decision-making and ensure that relevant expertise was available. The RZERC will coordinate a public consultation process for operational and architectural changes that impose potential risk to the security, stability, or resiliency of the root system (as identified by one or more committee members and agreed by a simple majority of members). This public consultation process regarding the proposed changes, including the identified risks, will be organized via the ICANN public comment forum. The RZERC will act as a consultation body for ICANN during the issuance and consideration of an RFP for the Root Zone Maintainer, if needed. The RZERC will coordinate with the Customer Standing Committee (CSC) as needed. Specifically, the Council is looking for: a candidate interested in becoming a member of the IFRT, who meets the following requirements: associated with a ccTLD Manager, which is NOT a member of the ccNSO who is a citizen of a country from the African, Asian Pacific or North American ICANN region. Composition of the review team The three ccNSO members to the IFRT are to be appointed in accordance with the rules and procedures of the ccNSO. According to the ICANN Bylaws (section 18.3 (a and b): (a) Two representatives appointed by the ccNSO from its ccTLD registry operator representatives; (b) One non-ccNSO ccTLD representative who is associated with a ccTLD registry operator that is not a representative of the ccNSO, appointed by the ccNSO; it is strongly recommended that the ccNSO consult with the regional ccTLD organizations (i.e., AfTLD, APTLD, LACTLD, and CENTR) in making its appointment; In addition and according to 18.8 (c ) “…the ccNSO shall not appoint multiple members who are citizens of countries from the same ICANN Geographic Region. The ccNSO Council has already appointed two ccNSO-members related representatives from the EU and LAC region. The Council is now looking for a non-ccNSO ccTLD representative who is a citizen of a country in the African, Asian Pacific or North American ICANN region. Following the Guideline: ccNSO Actions Respecting the Root Zone Evaluation Review Committee (https://ccnso.icann.org/workinggroups/ccnso-rzerc-guideline-01sep16-en.pdf ), you are requested to adopt the proposed timeline and launch the RZERC Selection process. If there are no objections by a Councillor by 12 July 2019, the secretariat will launch the call on 15 July 2019, Kind regards, Bart For adoption: Timeline RZERC selection process The term of current ccNSO appointee on RZERC ( Peter Koch, DNIC, .de) ends on 1 October 2019, however he is not term limited yet. In order to meet the requirement under the Guideline: ccNSO Actions Respecting the Root Zone Evaluation Review Committee (https://ccnso.icann.org/workinggroups/ccnso-rzerc-guideline-01sep16-en.pdf ) Council asked the secretariat to propose a timeline. The suggested timeline assumes that the ccNSO member should be appointed by 1 October 2019, preferably earlier. Note that the current member is not term limited yet. Highlights: Only Councillor who did NOT volunteer are eligible to select a candidate and will receive the relevant information The selection criteria are listed in section 5.2.1 of the Guideline. If 2 or more persons show interest, the Councillors are requested to list the candidates in order of preference. The most preferred candidates will receive most points ( 4 points if there are four candidates, 3 if only three candidates) If a candidate is considered not suited then he or she should not be included ( receives no points) The most preferred candidate (he or she who receives most points) is considered to be selected.
