ICANN69 Update: Improving Your Meeting Experience

https://www.icann.org/news/blog/icann69-update-improving-your-meeting-exper… With all ICANN meetings, our goal is to provide a secure and inclusive space for all participants. The COVID-19 pandemic has made this objective all the more important. The virtual meeting format, which we launched with ICANN67 in March and improved with ICANN68 in June, is constantly evolving. Through feedback from meeting participants and lessons learned, we are always looking for opportunities to enhance your meeting experience. Live Streaming One request we received loud and clear was the need to provide an alternate live stream option to increase accessibility, similar to what was previously available for high-interest sessions. To address this request from our community, we are pleased to announce a pilot effort to stream select ICANN69 sessions, live on YouTube. By providing view-only live streams on YouTube, we are increasing the availability and accessibility of ICANN69 sessions. YouTube has a broader global reach and provides a low-bandwidth alternative for attendees. This live streaming option will be available with five high-interest ICANN69 sessions. This will allow us to evaluate the use and make improvements for future meetings, if demand warrants it. There are a few key differences with watching the live stream on YouTube rather than participating via Zoom. YouTube has the following differences: · There will be a 20- to 30-second delay. · Only the original floor audio, without interpretation, will be available. This is due to the delay and the nature of the stream. Interpreted audio is available through the Congress Rental Network app, as it was during ICANN68. · It is a view or listen-only option. Comments will be turned off and there will be no opportunity to engage. Zoom Meetings versus Webinars It is certainly true that the community prefers the open, collaborative nature of Zoom meetings. However, Zoom webinars offer a much more secure and structured format, with less potential for disruptions. Given the appetite for both formats, ICANN org has left this choice up to each meeting organizer. Don't Forget to Register We have also made changes to the Public Meeting schedule and how participation links are accessed. All participants must register for ICANN69<https://69.schedule.icann.org/> in order to access the ICANN69 schedule section of the event website. The session participation links are only available via the schedule. Mandatory meeting registration is intended to increase the security of our sessions. To further secure our sessions meetings, participation links will only be published one day prior to the session, with a unique passcode embedded link. Links to the YouTube live streams for the select sessions will also be available via the ICANN69 schedule. ICANN org strives to keep our Public Meetings open and accessible, and it can be a challenge to strike a balance between usability and security. We are confident that these changes will help us find this equilibrium, and enable a productive and enjoyable meeting experience for our entire community. The IFRT will hold a webinar on Tuesday, 29 September 2020, 17:00-17:30 UTC, for the community regarding one of their proposed recommendations that would require an amendment to the IANA Naming Functions Contract between the Internet Corporation for Assigned Names and Numbers (ICANN) and its affiliate Public Technical Identifiers (PTI). This amendment may be of particular interest to country code top-level domain (ccTLD) and generic top-level domain (gTLD) registry operators. NEW: Nominations for NextGen Selection Committee and Mentor Positions Now Open From: Sally Costerton, Senior Advisor to the President and Senior Vice President, Global Stakeholder Engagement The ICANN org NextGen Program is seeking nominations for its selection committee through Thursday, 15 October 2020. The community-nominated selection committee will be responsible for overseeing the mentor selection process. Communities may choose to appoint program alumni and are encouraged to appoint active community members who have an interest in mentoring students. For additional information, please contact deborah.escalera(a)icann.org. REMINDER: ICANN69 Prep Week Schedule Now Available ICANN org recently announced the ICANN69 Prep Week schedule. Twelve webinars will be offered from 5-8 October 2020. To access the Prep Week schedule, please register for ICANN69. Upon registration, you will receive two emails: Registration confirmation An email with login information for the schedule Once you log into the schedule, you will be able to sign up for the Prep Week webinars. Please note that participation links will be posted 24 hours prior to the session start times for security purposes. REMINDER: Interaction with the ICANN Board during ICANN69 From: Maarten Botterman, ICANN Board Chair Dear ICANN Community Group Chairs, Please reply no later than Monday, 5 October 2020. While 2020 has proven challenging and likely very different from what we were all expecting when we last saw each other almost a year ago in Montréal, the Board and I keep being impressed and grateful for your continued dedication to ICANN’s mission. The Board still values its dialogue with your groups and is very much looking forward to engaging with you during our 22nd and first ever virtual Annual General Meeting that will take place between 13-22 October 2020. As you keep working on the format for ICANN69, we would like to start preparing for community dialogue with the Board. As per what we did in Montréal and virtually for ICANN67, instead of sending up to three questions to the Board, we would like to offer you the alternative option of choosing a single topic and having an open discussion with the Board on that topic. We will also publish the list of questions or topics received using this digest as a successful tool for improving transparency and allowing other groups to deepen their own understanding of their peers’ point of view on different issues. As for time allocation, per what we did previously, we propose to allocate half of our time together to answer your questions or discuss your single topic and the other half to address the Board’s topic. In preparation for our meetings, the Board has chosen the following topic to have an open discussion with you: Enhancing the effectiveness of the multistakeholder model - key issues and opportunities for acceleration. In your preparation, you may want to consider the results of the most recent public consultation and the work that has progressed with dependencies to enhancing the effectiveness of the multistakeholder model, such as the Accountability and Transparency Review Team (ATRT3) Final Report and work on prioritization and budgeting). Best regards, Maarten Botterman ICANN Board Chair REMINDER: ICANN69 Internet Access Reimbursement Program Pilot ICANN previously announced the Pandemic Internet Access Program Pilot for ICANN69, following the ICANN Board resolution in support of the pilot program. To facilitate participation during the remote Public Meeting, the pilot program offers community members who have limited Internet capacity financial assistance to increase their Internet bandwidth during ICANN69. Reimbursement amounts of up to USD 60 will be provided to eligible applicants who purchase additional Internet bandwidth (capacity or data limits) for the duration of the month or billing cycle for October 2020. The services must be rendered by a business entity or Internet service provider, specifically for Internet or cellular data service. The provider must also provide digital or paper documentation of the upgrade costs. ELIGIBILITY REQUIREMENTS To qualify for Internet service reimbursement: Applicants must be active members of an ICANN community Supporting Organization or Advisory Committee and have been an ICANN funded traveler within 18 months prior to ICANN69 or must be selected to participate in the current ICANN69 Fellowship or the NextGen programs. Applicants must be registered to attend, and participate in ICANN69. Participation will be validated by the support staff of the primary membership group of applicants. Applicants must require additional bandwidth at home to facilitate their active participation in ICANN69. Applicants must have a valid personal bank account for ICANN org to wire the reimbursement funds. Applicants must apply for this program in advance of the meeting. The deadline to apply is Friday, 2 October 2020. DNS in times of covid-19: the ccTLD experience Wednesday, 14 October 2020 | 12:00-13:30 UTC & 14:00-15:00 UTC This session will focus on the impact of the COVID-19 pandemic on the business side of ccTLDs. The main topic of part 1 will be (regional) ccTLD domain name registration trends. Presenters include Patrick Myles (CENTR), who will speak about the CENTRstats Global TLD Report 2020/2, followed by contributions from Alex Corenthin (.sn), David Curtin (.ie), Ai-Chin Lu (.tw) and Alejandra Reynoso (.gt). In March 2021, at the conclusion of ICANN70, the 3-year term of the following ccNSO Councillors ends: Africa: Abdalla Omari Asia Pacific: Young Eum Lee Europe: Katrina Sataki Latin America/Caribbean: Margarita Valdes North America: Byron Holland The ccNSO is opening a call for nominations to fill those seats as per the timeline<https://community.icann.org/download/attachments/138970351/Item%209%20-%20t…> approved by the ccNSO Council: the nomination- and secondment procedure starts Wednesday, 9 September 2020 (00:01 UTC) and closes 3 weeks later Wednesday, 30 September 2020 (23:59 UTC). Bylaw Article 10 – Section 10.4 (g) [icann.org]<https://urldefense.com/v3/__https:/www.icann.org/resources/pages/governance…> states: "(g) The ccNSO Council members selected by the ccNSO members from each Geographic Region (see Section 10.3(a)(i)) shall be selected through nomination, and if necessary, election, by the ccNSO members within that Geographic Region. At least 90 days before the end of the regular term of any ccNSO-member-selected member of the ccNSO Council, or upon the occurrence of a vacancy in the seat of such a ccNSO Council member, the ccNSO Council shall establish a nomination and election schedule, which shall be sent to all ccNSO members within the Geographic Region and posted on the Website." How to nominate and second a candidate Timeline The nomination- and secondment procedure starts Wednesday, 9 September 2020 (00:01 UTC) and closes 3 weeks later Wednesday, 30 September 2020 (23:59 UTC) Who can nominate/second? Bylaw Article 10 – Section 10.4 (h) [icann.org]<https://urldefense.com/v3/__https:/www.icann.org/resources/pages/governance…> states: "(h) Any ccNSO member may nominate an individual to serve as a ccNSO Council member representing the ccNSO member's Geographic Region. Nominations must be seconded by another ccNSO member from the same Geographic Region. By accepting their nomination, individuals nominated to the ccNSO Council agree to support the policies committed to by ccNSO members." As per the relevant ccNSO guideline [ccnso.icann.org]<https://urldefense.com/v3/__https:/ccnso.icann.org/sites/default/files/fiel…>, new ccNSO members are able to participate in the nomination process if the ccNSO membership application has been approved by the ccNSO Council one day prior the nomination process starts, i.e. latest on 8 September 2020. Self-nominations must be seconded by two ccNSO members from the region. Individuals are elected in their personal capacity and serve the ccTLD community. Councillors do not represent the views and interests of their employers. Candidates need to be neither resident in the region, nor a citizen of a country, within the region in which they stand for election. A valid candidate is one that has been nominated and seconded according to the ccNSO council Election Guideline, and that has accepted the nomination. If there is more than one valid candidate in a Geographical Region, an election shall be conducted in that region. Voting will be by secret ballot: the ballot is identified only by a code and not by a name. During a recent Council Election Webinar, the ccNSO Chair and Councillors gave an overview of the election process and address the need to replace Councillors at reasonable and regular intervals. Moreover, they provided further information about the required skill sets for Councillors, the time commitment and working methods of the ccNSO Council. Accepting nominations After closure of the nomination period, the Election Manager will ask the candidates that are nominated to accept their nomination. Self-nominations are understood to have accepted their nomination. The Election Manager will provide a list with the name(s) of the candidate(s) who have accepted their nomination. The Q&A session gives the ccNSO members and broader ccTLD community an opportunity to interact with the candidates, and to ask questions. If at the close of nominations there are no more valid candidates in a particular geographic region than there are seats on the ccNSO Council available for that geographic region, then the nominated candidates shall be selected to serve on the ccNSO Council. IANA Naming Function Review Team Community Webinar

https://www.icann.org/news/announcement-2020-09-21-en LOS ANGELES – 21 September 2020 – Today, the Internet Assigned Numbers Authority (IANA) Naming Function Review Team (IFRT) has announced that it is in the final stages of completing its Initial Report. The IFRT will be holding a webinar for the community regarding one of their proposed recommendations that would require an amendment to the IANA Naming Functions Contract<https://pti.icann.org/agreements> between the Internet Corporation for Assigned Names and Numbers (ICANN) and its affiliate Public Technical Identifiers (PTI). This amendment may be of particular interest to country code top-level domain (ccTLD) and generic top-level domain (gTLD) registry operators. Per the ICANN Bylaws<https://www.icann.org/resources/pages/governance/bylaws-en>, Article 18, Section 18.5.d.(a): "The IFRT may recommend, among other things to the extent reasonably related to the IFR responsibilities set forth in Section 18.3, amendments to the IANA Naming Function Contract, IANA Naming Function SOW and/or the CSC Charter. The IFRT shall, at a minimum, take the following steps before an amendment to either the IANA Naming Function Contract, IANA Naming Function SOW or CSC Charter is proposed:……(iii) Conduct a public input session for ccTLD and gTLD registry operators." The IFRT noted that the IANA Naming Functions Contract<https://pti.icann.org/agreements> contains a requirement relating to the formatting of IANA's monthly Root Operations Audit Reports<https://www.iana.org/performance/root-audit> and this requirement can be considered obsolete. The IFRT therefore recommends that: In Article 7 Section 7.1 (a) the IFRT recommends that this statement "The relevant policies under which the changes are made shall be noted within each monthly report" be removed from the contract, as it is a legacy statement from the NTIA contract that is no longer required. The IFRT encourages all interested parties, and in particular ccTLD and gTLD registry operators, to join the scheduled informational webinar to learn more.
