Annebeth urged everyone to pay special attention to: - Topic 21 Reserved Names (see footnote 120), page 92/93 under letter c) on reservation of two-character letter-number combination at the top-level. While 2020 has proven challenging and likely very different from what we were all expecting when we last saw each other almost a year ago in Montréal, the Board and I keep being impressed and grateful for your continued dedication to ICANN’s mission. The Board still values its dialogue with your groups and is very much looking forward to engaging with you during our 22nd and first ever virtual Annual General Meeting that will take place between 13-22 October 2020. As you keep working on the format for ICANN69, we would like to start preparing for community dialogue with the Board. As per what we did in Montréal and virtually for ICANN67, instead of sending up to three questions to the Board, we would like to offer you the alternative option of choosing a single topic and having an open discussion with the Board on that topic. We will also publish the list of questions or topics received using this digest as a successful tool for improving transparency and allowing other groups to deepen their own understanding of their peers’ point of view on different issues. As for time allocation, per what we did previously, we propose to allocate half of our time together to answer your questions or discuss your single topic and the other half to address the Board’s topic. In preparation for our meetings, the Board has chosen the following topic to have an open discussion with you: Enhancing the effectiveness of the multistakeholder model - key issues and opportunities for acceleration. Best regards, Maarten Botterman ICANN Board Chair REMINDER: ICANN69 Internet Access Reimbursement Program Pilot ICANN previously announced the Pandemic Internet Access Program Pilot for ICANN69, following the ICANN Board resolution in support of the pilot program. To facilitate participation during the remote Public Meeting, the pilot program offers community members who have limited Internet capacity financial assistance to increase their Internet bandwidth during ICANN69. Reimbursement amounts of up to USD 60 will be provided to eligible applicants who purchase additional Internet bandwidth (capacity or data limits) for the duration of the month or billing cycle for October 2020. The services must be rendered by a business entity or Internet service provider, specifically for Internet or cellular data service. The provider must also provide digital or paper documentation of the upgrade costs. ELIGIBILITY REQUIREMENTS To qualify for Internet service reimbursement: Applicants must be active members of an ICANN community Supporting Organization or Advisory Committee and have been an ICANN funded traveler within 18 months prior to ICANN69 or must be selected to participate in the current ICANN69 Fellowship or the NextGen programs. Applicants must be registered to attend, and participate in ICANN69. Participation will be validated by the support staff of the primary membership group of applicants. Applicants must require additional bandwidth at home to facilitate their active participation in ICANN69. Applicants must have a valid personal bank account for ICANN org to wire the reimbursement funds. Applicants must apply for this program in advance of the meeting. The deadline to apply is Friday, 2 October 2020. Dear Colleagues, As I mentioned during the call, here come few more documents regarding IRP SP: Updated draft Terms of Reference, incorporating input received to date (most recently from the GAC) as well as two comments from ICANN org on the GAC’s questions about the role of the Empowered Community and document disclosure – basically: while the EC may be a Claimant in an IRP, the formation and selection of the Standing Panel is not an EC action; and requests for document disclosure will be handled in accordance with ICANN org’s Documentary Information Disclosure Policy (DIDP). Notes from the 2 September call where the composition and criteria for appointment to the Community Representatives Group as well as a possible timeline were discussed. The list of criteria and requirements for IRP panelists that were published along with the call for Expressions of Interest. Please review and provide comments on: The proposal that emerged on the call, as regards the Community Representatives Group (viz. “The Community Representatives Group should be a small, lightweight, odd-numbered group of between 7-15 members, who [in the aggregate] have [the following agreed] expertise and who, as far as possible, represents a diversity of stakeholders and interests across the ICANN community. The size of the group is less important than the skillsets/expertise of the members on the group”; and The type of expertise which the Community Representatives Group should possess in the aggregate (three of which, identified on the call, have been captured in the notes). Best regards, Joke NOTES | ccNSO Council Meeting 166 17 September 2020 | 21:00 UTC 1. Welcome and roll call Welcome by Katrina. We are quorate Apologies from Byron, Bart, Souleymane. 2. Minutes & Action Items a. Minutes Meeting 165 circulated on 8 September 2020 No comments received. Minutes are approved. b. Action items and To-Do’s · Action Item 162-01: The Council requests the secretariat to publish the decision regarding the adoption of the Final Report of the cross-community Working Group on new gTLD Auction Proceeds as soon as possible on the ccNSO Website and inform the ccNSO membership accordingly. The decision becomes effective seven (7 days) after publication. Completed · Action Item 162-02: Secretariat to conduct Doodle poll for ICANN69 Council workshop. Completed · To-Do: Selecting members for the Independent Review Process (IRP) Standing Panel: The chair and the Secretariat are asked to monitor actions by ICANN Org and when needed prepare the necessary decisions by Council and ensure the call for volunteers is send out. Ongoing · To-Do: June 2020 Council Workshop: The chair is asked to prepare the decisions to implement the proposed actions, specifically with respect to the outreach and engagement activities. Ongoing · To-Do: Council to share on list suggested ideas/topics for the joint session with the ICANN Board. Ongoing 3. Intermeeting decisions (since 20 August 2020) None 4. ccPDP3 a. Part 1 Retirement – Update Informational: After reviewing the public comments, the proposed policy will not change. The WG is finalizing the documentation and agreed to request to start the formal decision-making process on the proposed policy. The main reason to combine part 1 and part 2 under one PDP was the duration. However, this is not valid anymore. Stephen: group met a few hours ago. Public comments received were reviewed. No changes expected to the language of the document. Terminology might need to be updated, since the ISO3166 MA released a new version. Jaap and Bart started working on this. Next meeting: 1 October, and at ICANN69. Carve out: WG needs to request the issue manager to have a carve out. To be sent to Council for approval. Council will need to send the Final Report to the Board for consideration. Katrina: we need to speak to GAC, before we do so. GAC webinar in being planned. Carve out. ccPDP3 consists of 2 parts, which were done consecutively. Looks like there is no need to wait for part 2 to be complete. We can carve out part 1 and end the retirement part. b. Part 2 Review Mechanism – Update Informational Correction sub-title in the agenda. Bernard prepared a table. Issue, what has happened, working through the process. Next meeting: language to discuss. The group meets every 2 weeks. The language will go out on the ccPDP3-RM mailing list prior to the WG on Wednesday. 5. IDN ccTLD related work items (ccPDP4) a. For decision: Approval additional member (replacement) Draft Resolution Background Following a call for volunteers, the ccNSO Council appointed the members to the ccPDP4 Working Group at its meeting on 20 August 2020, including Mr Sanjay Goel (.in). The current CEO of the .in ccTLD manager requested to replace Mr Sanjay Goel as ccPDP4 WG member with Anil Kumar Jain. According to the Charter members are persons directly related or supported as such to a ccTLD Manager and have to be appointed by the ccNSO Council. Decision The ccNSO Council appoints Anil Kumar Jain (.in) as member to the IDN ccPDP4 Working Group. The ccNSO Secretariat is requested to inform Anil Kumar Jain accordingly, and to take all other necessary steps to include him as a member of the ccPDP4 WG. Move? Alejandra Seconded? Council may anticipate the appointment of the ccPDP4 WG Chair and Vice-Chair shortly. Group has its next meeting on 22 September 6. Update Council Election process Informational: Update on process and webinar Nominations started on 9 September, will close on 30 September. To date, 2 candidates were nominated (AF region , and LAC region). The AF candidate was seconded as well Council Election Webinars took place on 2 and 3 September. Went well. First attempt to make people interested in becoming a member of the ccNSO Council. Requirements, time commitment etc were discussed. NEW: ICANN Extends Coronavirus-Related Travel and Meetings Guidance to 31 December From: Göran Marby, ICANN President and CEO After careful consideration and collaboration with the ICANN Board of Directors and Supporting Organization and Advisory Committee (SO/AC) leadership, we have extended the suspension of face-to-face meetings and business travel until 31 December 2020. Additionally, the org staff will continue to work from home until the end of this year. Put simply, extending this guidance is the right thing to do during this historic time. We will reassess regularly as part of our monitoring of the situation and advise if there are any changes to this guidance. Learn more. While 2020 has proven challenging and likely very different from what we were all expecting when we last saw each other almost a year ago in Montréal, the Board and I keep being impressed and grateful for your continued dedication to ICANN’s mission. The Board still values its dialogue with your groups and is very much looking forward to engaging with you during our 22nd and first ever virtual Annual General Meeting that will take place between 13-22 October 2020. As you keep working on the format for ICANN69, we would like to start preparing for community dialogue with the Board. As per what we did in Montréal and virtually for ICANN67, instead of sending up to three questions to the Board, we would like to offer you the alternative option of choosing a single topic and having an open discussion with the Board on that topic. We will also publish the list of questions or topics received using this digest as a successful tool for improving transparency and allowing other groups to deepen their own understanding of their peers’ point of view on different issues. As for time allocation, per what we did previously, we propose to allocate half of our time together to answer your questions or discuss your single topic and the other half to address the Board’s topic. In preparation for our meetings, the Board has chosen the following topic to have an open discussion with you: Enhancing the effectiveness of the multistakeholder model - key issues and opportunities for acceleration. In your preparation, you may want to consider the results of the most recent public consultation and the work that has progressed with dependencies to enhancing the effectiveness of the multistakeholder model, such as the Accountability and Transparency Review Team (ATRT3) Final Report and work on prioritization and budgeting). We would be very grateful if you could send to Board Operations, board-ops-team(a)icann.org, your single topic or list of questions, in order of priority, no later than Monday, 5 October 2020 or sooner. For your information, we are not changing the current total time allotted per group. Best regards, Maarten Botterman ICANN Board Chair REMINDER: ICANN69 Internet Access Reimbursement Program Pilot ICANN previously announced the Pandemic Internet Access Program Pilot for ICANN69, following the ICANN Board resolution in support of the pilot program. To facilitate participation during the remote Public Meeting, the pilot program offers community members who have limited Internet capacity financial assistance to increase their Internet bandwidth during ICANN69. Reimbursement amounts of up to USD 60 will be provided to eligible applicants who purchase additional Internet bandwidth (capacity or data limits) for the duration of the month or billing cycle for October 2020. The services must be rendered by a business entity or Internet service provider, specifically for Internet or cellular data service. The provider must also provide digital or paper documentation of the upgrade costs. ELIGIBILITY REQUIREMENTS To qualify for Internet service reimbursement: Applicants must be active members of an ICANN community Supporting Organization or Advisory Committee and have been an ICANN funded traveler within 18 months prior to ICANN69 or must be selected to participate in the current ICANN69 Fellowship or the NextGen programs. Applicants must be registered to attend, and participate in ICANN69. Participation will be validated by the support staff of the primary membership group of applicants. Applicants must require additional bandwidth at home to facilitate their active participation in ICANN69. Applicants must have a valid personal bank account for ICANN org to wire the reimbursement funds. Applicants must apply for this program in advance of the meeting. The deadline to apply is Friday, 2 October 2020.
