NOTES | ccNSO Council Prep Call 19 October 2021 (12:00 UTC) Welcome by Alejandra. Aim of today’s session is to prepare for the sessions at ICANN72, to determine our approach and speaking points, who to speak at or attend certain sessions, and who will take notes and report back to Council during our meeting on Thursday, as part of ICANN72. 1. Joint meeting with the GNSO Council Wednesday, 20 October 2021 (19:00 UTC) The agenda has been finalised, and is agreed upon together with GNSO leadership. First time the groups meets in a long time. a. ICANN's Prioritization framework. Alejandra suggested that Giovanni will lead this topic. Is there an SOPC member that can speak to our main messaging points, as ccNSO? Giovanni apologised for today’s meeting. Bart: Giovanni will have a prep call later today, regarding the preparation of the SOPC session at ICANN72. Message to convey to the GNSO Council is rather alerting to the session at ICANN72. The session will focus on 4 areas, as agreed by Giovanni and the ICANN org planning team: * Scope of the prioritisation * Frequency: most likely annually * Who should participate in the prioritisation? * Technique. Alejandra: test of the proposed model at icann72? Bart: no, the 4 issues will be presented again and feedback from the broader community and ccTLD community will be asked. Based on that, the ICANN planning team will update the framework. A Hands-on test run will most likely be conducted in January. Who will drive this? Just SOPC? Or rather the broader community. The scope will be important. It will determine what should be prioritized, and what should not? b. Related, how do the respective Councils prioritize their work? What method is used, and which activities are part of that prioritization effort? Jordan sent his apologies. He was available to lead the topic, sharing the evolution of the role of the Triage Committee, and the proposed prioritisation method. Marie-Noemie: wondering whether the other SO/ACs are implementing the prioritisation objectives. What is their approach, comparison with our approach? Impact: new tools to prioritise. Bart: what is the method used by each SO/AC, and in this case the GNSO. Which activities are part of it? It dovetails with topic number 1. c. As a “chartering organizations”: CSC Effectiveness Review 2.0 Review started on 1 October. Who could lead this part? Sebastien: regarding the first 2 agenda items, need to speak to GNSO Council leadership team Regarding the CSC: Donna would be the point of contact for this topic. She is also replacing Edmun Chung as chair of the ccPDP4 Bart: RT had its first meeting yesterday. From the ccNSO Maarten Simon was appointed, together with Jens (.is). Bart will check with Maarten, whether he is available to speak to this. Both Councils have this oversight role. That is why it is on the agenda. What are the expectations from the RT? d. How is the coordination between IDN ePDP & ccPDP4 (variant management sub-group) going? Any need to change the set-up of the coordination? Ai-Chin: I am familiar with ccPDP4, but not with ePDP. Sebastien: Donna will be at the meeting, and will be representing the ePDP. Bart: Kenny is the chair of the ccPDP4. Anil has a role in EPDP, and he is Vice chair of the ccPDP4. Bart will ask whether Kenny, or Anil are attending, and Ai-Chin to lead on behalf of the ccNSO Council. Defer to Kenny and Anil. 2. Sessions during ICANN72, relevant to Council Particularly relevant, since they will need to be discussed during the ccNSO Council meeting at ICANN72. Appoint a rapporteur for each of the sessions. Rapporteur to take notes. a. ccNSO governance session: introducing the new rules. Tuesday, 26 October 2021 (17.30-19.00 UTC) Sean to take notes and debrief Council. b. Plenary on Hybrid Meetings. Wednesday, 27 October 2021 (17.30 -19.00 UTC) Javier to take notes and debrief Council. c. ccNSO & DNS Abuse: the role of the ccNSO regarding DNS Abuse. Wednesday, 27 October 2021 (21.30 -23.00 UTC) and (23.30 – 00.30 UTC) Nick agreed to do a debrief to Council. 3. Joint Meeting: ccNSO and ICANN Board of Directors Thursday, 28 October 2021 (16:00-17:00 UTC) >>> >>> ccNSO Topics: · Introduce ccPDP on retirement to the Board, and ask Board to clarify next steps and timing of these steps and what is expected from the ccNSO, either the WG, the Council or membership? Stephen will speak to this · Amendment Article 10 and Annex B to enable the inclusion of IDN ccTLD Managers in the ccNSO Goal is to identify the next steps. Anyone to lead this, from a ccNSO perspective? Ai-Chin volunteered, assisted by Alejandra. Describe why we submitted the request? Bart: This will be relatively easy. Introduce it, stress why it is important. The response will be straightforward. Quick topic, just to make sure it is on everyone’s agenda. No need for an in-depth discussion. Just for the community to know what is happening, and what the community can expect. Only question to the Board is: What are the next steps? And when? · Nigel will step down from the Board at the end of the AGM. >>> >>> Board topic: "Please provide input/comments on how you think we could efficiently identify and work more closely with Governments globally, as well as educate, train and interact when it comes to geopolitical issues relating to ICANN’s mission." Jordan shared some thoughts on the Council mailing list: “We should express a view, I think, that Icann needs to be clear about its very limited role in relation to ccTLDs. It’s important that governments don’t get the idea that ‘Icann controls the DNS’ and at every chance, Icann could and I think should be clear about the distinction between cctld and gtld realities. “ Alejandra: This is a surprising topic. No ccTLD community common position on how to approach this. Marie-Noemie: understands the concern. Lots of work implied. What is geopolitically important for ICANN? What is the role/response from the SO/ACs? Javier: related question by a participant at the newcomer webinar by Pablo yesterday. These questions come up once in a while. Stress that ICANN’s remit is limited, and the ccNSO role is even more limited. Sovereigns are sovereign. Irina: icann’s policy making is different when it comes to gTLDs and ccTLDs. Surprising to some. Agree with Jordan’s points. Not sure that any government wants to be educated or trained. Be careful with wording here. Alejandra refers to ccTLD News session #2 on Internet Governance. What if we reached out to Pierre, as IGLC chair, to share his observations? Green ticks, no red ticks. Joke to reach out to Pierre. Suggestion is for Alejandra to do a brief introduction, and Pierre follows up. 4. Topics Regular Council meeting Thursday 28 October 2021, 17:30-19:00 UTC a. Follow-up Tech WG Charter b. Follow-up Triage Committee c. ccNSO Governance session d. ccNSO & DNS Abuse e. Other topics? Irina: bylaws amendment request, and the discussion regarding the term “territory”. There is a chance someone raises this. We should be prepared. Alejandra: refer to the public comment period. Correct way to express concerns. We are not defining what a territory is, just use it to be able to group ccTLDs. Important that we pass this message. Geo-political issues that some countries have are out of scope of the ccnso and icann. We are not here to say what is or what is not a country, we just refer to the standard. 5. The Board will hold a discussion with a panel of senior Internet security professionals on the topic. The session is designed to allow the ICANN Board to engage directly with various experts as it continues to formulate its views on what are the appropriate roles and responsibilities for ICANN in mitigating DNS abuse. The group was chartered to investigate potential mechanisms to strengthen collaboration and communication on the security and stability issues that impact the DNS, and to offer recommendations for how ICANN org may best serve to improve the security, stability, and resiliency of the global DNS. Read more. REMINDER: ICANN72 Board Workshop: DNS Abuse Informational Discussion The ICANN Board of Directors holds a regular workshop prior to each ICANN meeting. ccNSO Council Elections: Candidate List

Dear All, This is to inform you about the list of candidates and next steps for the 2022 ccNSO Council elections. In accordance with the approved timeline, the nomination period for the ccNSO Council closed on Wednesday, 6 October 2021 (23:59 UTC). The nomination archives can be found here<https://mm.icann.org/pipermail/ccnso-nominations/>. The following candidates were nominated, seconded and have accepted their nomination for the ccNSO council election, as per the applicable rules: Africa: Biyi Oladipo Asia-Pacific: Anil Kumar Jain Jordan Carter Europe: Nick Wenban-Smith Latin America – Caribbean: Demi Getschko North America: Pablo Rodriguez A Question and Answer session with the candidates will be held at ICANN72, on Tuesday, 26 October 2021 (16:00-17:00 UTC). The ICANN72 ccNSO Members Meeting schedule is published here: https://community.icann.org/x/hAEuCg Next steps: Africa, Europe, Latin America/Caribbean, North America As only one candidate was nominated and seconded within the nomination period for the African, European, Latin American-Caribbean and North American regions, no elections need to be held in those regions. Since at the close of nominations there are no more valid candidates in the aforementioned geographic regions than there are seats on the ccNSO Council available for those regions, the nominated candidates shall be selected to serve on the ccNSO Council. Next steps: Asia-Pacific region For the Asia-Pacific region, in accordance with the applicable rules, two (2) candidates were nominated, seconded and have accepted their nomination. Consequently, an election will be held – according to the timeline previously agreed upon by the ccNSO Council – among the ccNSO members from the Asia-Pacific region. Election opening and closing As per the timeline<https://ccnso.icann.org/en/workinggroups/timeline-nomination-election-2022-…> approved by the ccNSO Council: Election Start: Wednesday, 10 November 2021 (00:01 UTC) Election End: Wednesday, 24 November 2021 (23:59 UTC) Election procedure The vote will be by confidential email. Voting ballots will be sent by tally(a)icann.org<mailto:tally@icann.org> to the e-mail address of the primary contact of each ccNSO Member from the Asia-Pacific region, as listed in the ccNSO Members database. As per the relevant guideline, a majority of all ccNSO members in the Geographic Region entitled to vote shall constitute a quorum, and the selected candidate must receive the votes of a majority of those cast by ccNSO members within the Geographic Region. Dear All. The draft PTI and IANA FY23 Operating Plan and Budgets are out for public comments. The IANA OP&B includes the PTI OP&B, activities related to the contract oversight, and activities incurred by ICANN. Once the PTI OP&B is adopted by the PTI Board, it is then incorporated into the broader IANA OP&B, which is considered by the ICANN Board to support the operations of the IANA Functions. This session will be held on Friday 22 October, from 16:00 - 19:30 UTC. It will be open to the community to attend, although, as is customary with other open Board sessions, attendees will not be able to interact directly with the speakers. NEW: ICANN 2021 Nominating Committee Publishes Summary Report The Internet Corporation for Assigned Names and Numbers (ICANN) 2021 Nominating Committee (NomCom) has published its summary report, which reviews its progress since convening at the conclusion of the ICANN69 Annual General Meeting (AGM). The report outlines the criteria that the NomCom was given when searching for potential candidates, and recaps its outreach activities and pre-selection process. It also provides a list of the final selections and a message from the 2021 NomCom Chair. Read more. The TSG was established by the CEO in May 2020 to investigate mechanisms to strengthen collaboration and communication on security and stability issues related to the Domain Name System (DNS). Dear all, To ensure the coordination between the ccNSO ccPDP4 work and GNSO IDN EPDP effort you are asked to appoint Anil Kumar Jain (NIXI) as alternate ccNSO appointed liaison to GNSO EPDP effort. The alternate will provide the necessary update to and from the ccPDP4 group from a ccNSO perspective only when the appointed liaison is not able to attend and when needed suggest additional actions to coordinate the two PDPs Both Alireza and Anil have agreed to this arrangement. ccNSO: what to expect at ICANN72?

This report also reviews additional activities, looks ahead, and provides resources to enable sustained engagement on highlighted issues. ccNSO: what to expect at ICANN72? The Country Code Names Supporting Organization (ccNSO) program begins on Monday, 25 October with Tech Day<https://community.icann.org/x/zgJyCg>, a workshop open to all community members with an interest in technical, operational, and security topics. The ccNSO Members Meeting<https://community.icann.org/x/hAEuCg> starts on Tuesday, 26 October with an opportunity for members to participate in a question and answer session with candidates for the ccNSO Council, followed by a session with focus on governance of the ccNSO. ICANN72 marks the fourth ccNSO Governance Session, building on the previous discussions between the ccNSO Council and Members to update internal rules<https://ccnso.icann.org/about/ccnso-rules-dec04-en.pdf> of the ccNSO. On Tuesday, 26 October there will be a meeting of the Strategic and Operational Planning Committee (SOPC<https://ccnso.icann.org/en/workinggroups/sopiwg.htm>) on the use of the ICANN Prioritization Framework. The program will continue on Wednesday, 27 October, with a ccNSO session on DNS Abuse. The goal of the session is to understand what the ccNSO should do with respect to DNS abuse, in addition to what is already happening at the local and regional ccTLD level. Based on the guidance of the ccTLD community, the ccNSO Council will plan the ccNSO involvement in the discussions pertaining to DNS abuse and related activities that could assist ccTLDs. While virtual participation has long been a necessary and useful way for our global stakeholders to take part in the ICANN multistakeholder processes, the transition to a solely virtual environment has been an adjustment for many. Some of the virtual participation tools we use are a good proxy for in-person interaction, yet some interactions do not translate as easily online. Read more. NEW: ICANN's Contractual Compliance Monthly Reports Are Now Available to the Public ICANN announced that the Contractual Compliance team is now publishing its monthly reports online, as part of its mission is to preserve the security, stability, and resiliency of the Domain Name System (DNS) and to promote consumer trust. These reports summarize the function's activities during the month. Read more. NEW: ICANN President and CEO Goals for Fiscal Year 2022 We live in a time of change, and the speed of change is accelerating. From my perspective, some aspects of this change have a greater impact on ICANN organization (org) than on others. To fulfill our mission, we must continue to evolve and develop innovative approaches to handle the challenges that come our way. Each year, I work with the Board and the org's Executive team to develop goals for the coming fiscal year. I develop the first seven goals, and the Board develops additional goals. They reflect the challenges we face and what we have learned about what the ICANN ecosystem needs to continue to fulfill our mission. In response to your email from 15 September, regarding the topics of the Board-ccNSO joint meeting, we would like to propose the following topics: - On 28 September the ccNSO submitted the ccNSO recommended policy on the retirement of ccTLDs. As we do not have a tradition on submitting recommended policies (this is only the 3rd time, since 2003), we propose to use this joint meeting to introduce the policy to you, including its scope, and why we believe it is needed. We expect that some Board members may have some questions already, so this is a first opportunity for you to ask questions, if any. Relatedly, we would appreciate learning from the Board what would be their next steps, and if feasible a roadmap. This would allow us to prepare to assist in the implementation process, if needed. - Recently we also requested a change of Article 10 and Annex B to allow the inclusion of IDNccTLD in the ccNSO if they would choose to become a member (currently 62 IDNccTLD strings have been delegated since 2009 and even if the IDNccTLD Manager wants to become member, formally it would not be possible). We would like to understand the next steps of the process. - Finally, as Nigel Roberts will be stepping down as member of the ICANN BOARD at the end of ICANN72, we would like to use this opportunity to ask Nigel to share his views on his years on the Board, and the relation between ICANN and the ccTLD community in general and the ICANN Board and ccNSO specifically. We have received the ICANN Board topic on "how we think you could efficiently identify and work more closely with Governments globally, as well as educate, train and interact when it comes to geopolitical issues relating to ICANN’s mission" and will prepare to try to provide you the ccNSO’s views. The ICANN Bylaws, Article 10 – Section 10.4 (h)<https://www.icann.org/resources/pages/governance/bylaws-en/#article10> state: "(h) Any ccNSO member may nominate an individual to serve as a ccNSO Council member representing the ccNSO member's Geographic Region. Nominations must be seconded by another ccNSO member from the same Geographic Region. By accepting their nomination, individuals nominated to the ccNSO Council agree to support the policies committed to by ccNSO members." Individuals are elected in their personal capacity and serve the ccTLD community. Councillors do not represent the views and interests of their employers. Candidates need to be neither resident in the region, nor a citizen of a country, within the region in which they stand for election. A valid candidate is one that has been nominated and seconded according to the ccNSO council Election Guideline, and that has accepted the nomination. If there is more than one valid candidate in a Geographical Region, an election shall be conducted in that region. Voting will be by secret ballot: the ballot is identified only by a code and not by a name. During a Council Election Webinar (16 September 2021, noon UTC), the ccNSO Chair and other Councillors give an overview of the election process and address the need to replace Councillors at reasonable and regular intervals.
