The malicious use or registration of domain names, often referred to as DNS abuse, has been a topic of significant interest for many stakeholders for many years. The ICANN Board will hold a discussion with a panel of senior Internet security professionals on the topic. The session is designed to allow the ICANN Board to engage directly with various experts as it continues to formulate its views on what are the appropriate roles and responsibilities for ICANN in mitigating DNS abuse. The panel discussion will be held virtually via Zoom on Friday, 22 October 2021, from 16:00-20:00 UTC. Please register in advance to receive details on how to join the webinar. Information Sharing NEW: Preview of ICANN72 and the October ICANN Board Workshop ICANN is moving at full speed, with several important projects underway or nearing launch. But first, the upcoming ICANN Board workshop will be dedicated to planning for the ICANN72 Annual General Meeting (AGM). The primary goal is to ensure that we are fully prepared to engage effectively with the community and organization (org) during ICANN72 and further the work to which we are all committed. Read more. NOTES | Joint meeting with the GNSO Council Wednesday, 20 October 2021 (19:00 UTC) 1. Welcome Welcome by Alejandra Reynoso and Philip Fouquart 2. ICANN's Prioritization framework Giovanni gives an overview, in his capacity as chair of the ccNSO SOPC and member of the ccNSO Council. SOPC has been working with ICANN CFO during the past months regarding the prioritization framework. Next Tuesday, the SOPC will meet at ICANN72, scheduled for Tuesday, 26 October 2021 | 19:30-21:00 UTC https://72.schedule.icann.org/meetings/aHmtDhSJo65jpBzGY#/ 4 elements of the prioritisation framework will be discussed next week: * Scope * Frequency * Participants * Technique(s) Moreover, another element came to our attention: conflicting views by various groups regarding priority topics are possible. We already saw this before (SOPC and its GNSO counterpart, the SCBO, which is under the GNSO Council, and has a limited remit) Philip: SCBO does not speak on behalf of the GNSO. SCBO has a different remit compared to the SOPC. Hard to reflect a common view on behalf of the GNSO. Up to the various constituencies within the GNSO. John McElwaine: chair of the SCBO. echoes what Philippe says. Useful to see where we aligned. It was a good exercise. Also to understand terminology used by icann org. We look forward to working with you all. Stephen: Question missing from notes John: too early to determine. Our comments are typically focused not on what the priorities ought to be, but we focus our comments on making sure that there is adequate funding for policy development. Jordan: prioritisation will show whether the strategy of the organisation is coherent If you do not have a strategic outlook, strategising is tricky. Is that something you considered so far. Giovanni: adds an extra layer of complexity. Extra step. Input sought on frequency, among others Philip: Indeed a test for the community. Challenge is 2-fold: * Resources and the ability to provide input in a reasonable amount of time * Balance activities that are not policy development related. That remains the priority in the GNSO. Jeff: comment on possible options for prioritisation Giovanni: prioritisation work by icann org. Done in silos by constituencies? Or a joint effort? Would prefer a group from various constituencies 3. Prioritization by ccNSO and GNSO Councils respectively Jordan: briefing approach by ccNSO in his capacity as Triage Committee chair. Triage committee dealt with incoming requests to date. Aim is to expand the scope of the committee: work plan, developed with staff. Council will discuss this next week. What would be the method? Suggestion is to use PACE. ccNSO needs to set more strategic goals for the ccNSO. Our rules and icann’s bylaws require work on us. Should we prioritise that? Or should we prioritise the work that advances the ccNSO? Philip: process-side of things. Ensure PDPs and WGs are efficient. That led to PDP 3.0. Regarding sorting out the items under our remit Berry: Portfolio Management Suite: https://community.icann.org/display/gnsocouncilmeetings/Portfolio+Managemen… Portfolio Management Suite: https://community.icann.org/display/gnsocouncilmeetings/Portfolio+Managemen… These tools are more for "planning" than "prioritization", but we are working to enhance these to include resource/capacity management. Some likeness to PACE. Once we mature to that level, then we will be in a better position to prioritize current and future work. Philip: basic exercise 2 years ago. List of items that needed to be done in a certain timeframe. Reach out to sub-committees and asked to identify their priorities. The difficulty was: Membership came up with various views on what should come first. Hard to decide for council in the end. Alejandra: Which tools do you use? Philip: none, yet. To be explored. Jordan: even a more extensive exchange of views would be helpful. Perhaps before Christmas, after ICANN72 We are starting to explore an online tool but it is a workflow tool (click up) - we still need to actually decide on the approach to prioritisation underlying it Cheryl: explored 4 different types of tools. Will look for the link to the paper 4. CSC Effectiveness Review 2.0 Maarten: We had our first meeting this week. Agreed on working method, interviews. Can re-use elements from the previous review. Philip: dry topic. Thank you for accommodating the comments we provided on the template. Glad to hear the 2nd review is going well. Hopefully we can do the interviews face-to-face. 5. Coordination between IDN ePDP & ccPDP4 Anil was appointed as alternate ccNSO appointed liaison to the GNSO EPDP effort. Ai-Chin: The goal of the ccPDP4-WG is to report on and recommend a policy for the (de-) selection of Internationalised Domain Name country code Top Level Domain strings (IDN ccTLDS) associated with the country codes assigned to countries, territories or other areas of geopolitical interest listed in the ISO 3166-1 standard and within the framework of the ccNSO Policy Development Process. ccPDP4 WG consists of the full Working Group and 2 sub-groups. The work by the sub-groups will feed into the full Working Group. 1. Subgroup 1: On Variant Management. There are areas of potential overlap between the work by the ccPDP4-VM subgroup - which is reviewing IDN Variant TLD Recommendations and the ICANN org staff paper - and the work by the full group that need to be clarified. The ccPDP4-VM group will soon prepare a recommendation to the full group for its consideration. 2. Subgroup 2: on the de-selection of IDN ccTLD strings (ccPDP4-DS), tasked to define the trigger event(s) that will cause the start of the (IDN) ccTLD retirement process. The retirement process itself is out of scope of ccPDP4 and defined as part of ccPDP3. 3. Future: potential additional sub-group on confusing similarity foreseen. Donna: chair of GNSO IDN EPDP. recently replaced Edmun Chung, who is stepping up to the Board next week. Variant management of gTLDs is the core. Lots of work done by RZ-LGR groups. This is important to our work. Formal liaison: Anil, and Dennis Tang from GNSO side. Particular elements where we should coordinate on? Request by ICANN Board. Tatiana: both groups have members in IDN EPDP and ccPDP4, who interact with both groups. More granular level of detail in EPDP compared to ccPDP4. Outcomes should be consistent, also in line with the ICANn Board of Directors. Anil: thank you for nominating me as liaison. Thanks to Ai-Chin and Donna. Alejandra: It is our understanding that GNSO requested possible deferral of the IDN Guidelines v.04. Is that correct? Why is there a need to defer? Tatiana: lack of coordination. We should have discussed this with you. Contractual requirements for contracted parties in GNSO. We operate in a different environment. What are your thoughts on the current version? Any concerns on having them deferred, while the work of the EPDP and ccPDP4 continue? Concerns: * RYSG expressed concerns that contradicting results might come out * Operational aspects, better to be discussed in a policy development * Security and stability impact Jeff: I think the main issue with the IDN Guidelines was that they rely on certain policy decisions which are being worked through in the IDN ePDP. And therefore it made sense that we finish the policy first before finalizing the Guidelines. Alejandra: just curiosity. Why this happened. Jeff: If there are any negative impacts, please do let us know. Alejandra: the ccNSO will soon provide a response to the GNSO EPDP questionnaire, shortly after 16 November. The questionnaire has been referred to the ccNSO ccPDP4 WG, to the Variant Management sub-group specifically. 6. AOB none 7. Closure Thank you all. NOTES | ccNSO Council Prep Call 19 October 2021 (12:00 UTC) Welcome by Alejandra. Aim of today’s session is to prepare for the sessions at ICANN72, to determine our approach and speaking points, who to speak at or attend certain sessions, and who will take notes and report back to Council during our meeting on Thursday, as part of ICANN72. 1. Joint meeting with the GNSO Council Wednesday, 20 October 2021 (19:00 UTC) The agenda has been finalised, and is agreed upon together with GNSO leadership. First time the groups meets in a long time. a. ICANN's Prioritization framework. Alejandra suggested that Giovanni will lead this topic. Is there an SOPC member that can speak to our main messaging points, as ccNSO? Giovanni apologised for today’s meeting. Bart: Giovanni will have a prep call later today, regarding the preparation of the SOPC session at ICANN72. Message to convey to the GNSO Council is rather alerting to the session at ICANN72. The session will focus on 4 areas, as agreed by Giovanni and the ICANN org planning team: * Scope of the prioritisation * Frequency: most likely annually * Who should participate in the prioritisation? * Technique. Alejandra: test of the proposed model at icann72? Bart: no, the 4 issues will be presented again and feedback from the broader community and ccTLD community will be asked. Based on that, the ICANN planning team will update the framework. A Hands-on test run will most likely be conducted in January. Who will drive this? Just SOPC? Or rather the broader community. The scope will be important. It will determine what should be prioritized, and what should not? b. Related, how do the respective Councils prioritize their work? What method is used, and which activities are part of that prioritization effort? Jordan sent his apologies. He was available to lead the topic, sharing the evolution of the role of the Triage Committee, and the proposed prioritisation method. Marie-Noemie: wondering whether the other SO/ACs are implementing the prioritisation objectives. What is their approach, comparison with our approach? Impact: new tools to prioritise. Bart: what is the method used by each SO/AC, and in this case the GNSO. Which activities are part of it? It dovetails with topic number 1. c. As a “chartering organizations”: CSC Effectiveness Review 2.0 Review started on 1 October. Who could lead this part? Sebastien: regarding the first 2 agenda items, need to speak to GNSO Council leadership team Regarding the CSC: Donna would be the point of contact for this topic. She is also replacing Edmun Chung as chair of the ccPDP4 Bart: RT had its first meeting yesterday. From the ccNSO Maarten Simon was appointed, together with Jens (.is). Bart will check with Maarten, whether he is available to speak to this. Both Councils have this oversight role. That is why it is on the agenda. What are the expectations from the RT? d. How is the coordination between IDN ePDP & ccPDP4 (variant management sub-group) going? Any need to change the set-up of the coordination? Ai-Chin: I am familiar with ccPDP4, but not with ePDP. Sebastien: Donna will be at the meeting, and will be representing the ePDP. Bart: Kenny is the chair of the ccPDP4. Anil has a role in EPDP, and he is Vice chair of the ccPDP4. Bart will ask whether Kenny, or Anil are attending, and Ai-Chin to lead on behalf of the ccNSO Council. Defer to Kenny and Anil. 2. Sessions during ICANN72, relevant to Council Particularly relevant, since they will need to be discussed during the ccNSO Council meeting at ICANN72. Appoint a rapporteur for each of the sessions. Rapporteur to take notes. a. ccNSO governance session: introducing the new rules. Tuesday, 26 October 2021 (17.30-19.00 UTC) Sean to take notes and debrief Council. b. Plenary on Hybrid Meetings. Wednesday, 27 October 2021 (17.30 -19.00 UTC) Javier to take notes and debrief Council. c. ccNSO & DNS Abuse: the role of the ccNSO regarding DNS Abuse. Wednesday, 27 October 2021 (21.30 -23.00 UTC) and (23.30 – 00.30 UTC) Nick agreed to do a debrief to Council. 3. Joint Meeting: ccNSO and ICANN Board of Directors Thursday, 28 October 2021 (16:00-17:00 UTC) >>> >>> ccNSO Topics: · Introduce ccPDP on retirement to the Board, and ask Board to clarify next steps and timing of these steps and what is expected from the ccNSO, either the WG, the Council or membership? Stephen will speak to this · Amendment Article 10 and Annex B to enable the inclusion of IDN ccTLD Managers in the ccNSO Goal is to identify the next steps. Anyone to lead this, from a ccNSO perspective? Ai-Chin volunteered, assisted by Alejandra. Describe why we submitted the request? Bart: This will be relatively easy. Introduce it, stress why it is important. The response will be straightforward. Quick topic, just to make sure it is on everyone’s agenda. No need for an in-depth discussion. Just for the community to know what is happening, and what the community can expect. Only question to the Board is: What are the next steps? And when? · Nigel will step down from the Board at the end of the AGM. >>> >>> Board topic: "Please provide input/comments on how you think we could efficiently identify and work more closely with Governments globally, as well as educate, train and interact when it comes to geopolitical issues relating to ICANN’s mission." Jordan shared some thoughts on the Council mailing list: “We should express a view, I think, that Icann needs to be clear about its very limited role in relation to ccTLDs. It’s important that governments don’t get the idea that ‘Icann controls the DNS’ and at every chance, Icann could and I think should be clear about the distinction between cctld and gtld realities. “ Alejandra: This is a surprising topic. No ccTLD community common position on how to approach this. Marie-Noemie: understands the concern. Lots of work implied. What is geopolitically important for ICANN? What is the role/response from the SO/ACs? Javier: related question by a participant at the newcomer webinar by Pablo yesterday. These questions come up once in a while. Stress that ICANN’s remit is limited, and the ccNSO role is even more limited. Sovereigns are sovereign. Irina: icann’s policy making is different when it comes to gTLDs and ccTLDs. Surprising to some. Agree with Jordan’s points. Not sure that any government wants to be educated or trained. Be careful with wording here. Alejandra refers to ccTLD News session #2 on Internet Governance. What if we reached out to Pierre, as IGLC chair, to share his observations? Green ticks, no red ticks. Joke to reach out to Pierre. Suggestion is for Alejandra to do a brief introduction, and Pierre follows up. 4. Topics Regular Council meeting Thursday 28 October 2021, 17:30-19:00 UTC a. Follow-up Tech WG Charter b. Follow-up Triage Committee c. ccNSO Governance session d. ccNSO & DNS Abuse e. Other topics? Irina: bylaws amendment request, and the discussion regarding the term “territory”. There is a chance someone raises this. We should be prepared. Alejandra: refer to the public comment period. Correct way to express concerns. We are not defining what a territory is, just use it to be able to group ccTLDs. Important that we pass this message. Geo-political issues that some countries have are out of scope of the ccnso and icann. We are not here to say what is or what is not a country, we just refer to the standard. 5. AOB Board will be discussing DNS Abuse. The malicious use or registration of domain names, often referred to as DNS abuse, within the ICANN community has been a topic of significant interest for many stakeholders for many years. The Board will hold a discussion with a panel of senior Internet security professionals on the topic. The session is designed to allow the ICANN Board to engage directly with various experts as it continues to formulate its views on what are the appropriate roles and responsibilities for ICANN in mitigating DNS abuse. What are our respective views on the framework? * Proposed lead for the topic: Giovanni. * What are the ccNSO main messaging points? 1. Related, how do the respective Councils prioritize their work? What method is used, and which activities are part of that prioritization effort? * Proposed lead for the topic: Jordan. * Sharing with GNSO the evolution of the role and responsibilities of the Triage Committee and the proposed method for prioritization and how it will be used. 1. As a “chartering organizations”: CSC Effectiveness Review 2.O * Who will lead this part? * What are the main messages/ expectations? 1. How is the coordination between IDN ePDP & ccPDP4 (variant management sub-group) going? Introduce ccPDP on retirement to the Board, and ask Board to clarify next steps and timing of these steps and what is expected from the ccNSO, either the WG, the Council or membership? * The suggestion is that Stephen will provide the introduction and we open the floor to the board for Q&A on the proposals, and then discuss next steps. 1. Information Sharing NEW: Hats off to the DNS Security Facilitation Initiative TSG for Exceptional Report Göran Marby, President and Chief Executive Officer (CEO) In May 2020, I established the Domain Name System Security Facilitation Initiative Technical Study Group (DSFI-TSG) in response to significant attacks on the Domain Name System (DNS), such as the Sea Turtle hijacking and the DNSpionage. The group was chartered to investigate potential mechanisms to strengthen collaboration and communication on the security and stability issues that impact the DNS, and to offer recommendations for how ICANN org may best serve to improve the security, stability, and resiliency of the global DNS. Read more. REMINDER: ICANN72 Board Workshop: DNS Abuse Informational Discussion The ICANN Board of Directors holds a regular workshop prior to each ICANN meeting. For ICANN72 the Board workshop program will include a Board discussion with a panel of security professionals and experts, to enhance the Board’s understanding of what constitutes DNS abuse and how various organizations are approaching its mitigation. This session will be held on Friday 22 October, from 16:00 - 19:30 UTC. It will be open to the community to attend, although, as is customary with other open Board sessions, attendees will not be able to interact directly with the speakers.
