The MPC has now issued a call for presentations and is seeking speakers on a variety of ccTLD-related topics. REMINDER: Register for Webinar on Prioritization of ICANN Work and Supplemental Fund for Implementation of Community Recommendations The ICANN org Planning and Finance teams will host a webinar on Tuesday, 27 April 2021 at 15:00 UTC to discuss prioritizing ICANN work and the proposed supplemental fund for implementation of community recommendations. Please register in advance to receive details to join this webinar. In this webinar, the Planning team will provide an overview of the "Prioritization of ICANN Work" project, including its purpose and scope, work plan, and community engagement. Prioritization of ICANN work is a targeted outcome of the Planning at ICANN operating initiative in the ICANN FY21-25 Operating Plan. It includes the design and implementation of a prioritization framework in collaboration with the ICANN community, Board and org. The Issue Manager will soon send a final report, on which the ccNSO membership is expected to vote. Regarding the substance of the comments: no changes to the policy are needed. The comments were previously addressed. b. Part 2 Review Mechanism –Update Stephen Deerhake (ccPDP3 Chair) : Webinar with GAC took place last week. Was well attended. Last ccPDP3-RM meeting took place yesterday. 3 meetings left between now and ICANN71. 5. IDN ccPDP4: Update Ai-Chin: Very good webinar last week. Continued discussion regarding the IDN cctld string (de)selection. Discussions regarding the general string requirements and terminology (such as designated language) as well as technical requirements (incl concepts such as IDNA2008, unicode etc). Bart: The Variant Management sub-group started its work as well. The sub-group started to review what variant management means. 6. Appointment Chair OISC Appointment Pablo as OISC Chair. Move? About 9 letters per year. It has been a privilege, good luck to Alejandra. Seen the last minute changes to both overviews: decision will be taken online. Councilors agreed. 8. ccNSO Council Workshop 16 March 2021 a. Results Workshop Effectiveness and Efficiency Council Jam Board is being shared in the Zoom room. Summary of the 8 elements that were proposed to enhance effectiveness and efficiency of the Council. This was based on the finding that many respondents indicated more could be done to enhance the orientation and onboarding of new and newer (< 2 years) ccNSO members as well as newly elected leaders. Update regarding the work of the ccNSO Meeting Programme Committee and the ICANN71 Policy Forum (agenda item 12. Council Meeting #172)

Dear Councillors, This is a written update, regarding agenda item 12 (ccNSO Working Group and Committee Updates) on today’s Council agenda. The Council meeting will be held on Thursday, 22 April 2021 at 12 UTC. MPC Update Strategy development Following a call for volunteers at the start of 2021, new members joined the ccNSO Meetings Programme Committee (MPC) and the Committee decided to evaluate its effectiveness and efficiency. The evaluation occurred in various steps, including a SWOT analysis, a game plan, and an impact-effort analysis which is expected to be further addressed and finalised at its next meeting. The MPC identified actions, which should be undertaken to strengthen the purpose and value of the MPC, either by increasing the value of the ccNSO sessions for ccTLD Managers, or by increasing the involvement of the MPC members in the Committee’s activities. The Committee currently meets on a bi-weekly basis. Meeting planning The MPC has finalised the ICANN70 Feedback-on-Feedback (see enclosed). This document aims to evaluate the community feedback received regarding the Virtual ccNSO Members meeting at the ICANN70 Community Forum, and provides the feedback from the ccNSO Meetings Programme Committee (MPC) in response. The MPC also kicked off its planning for the sessions related to the upcoming ICANN71 Policy Forum. Prior to ICANN71, the following ccNSO sessions will be organised: * ccTLD News Sessions There are 2 options to participate: Tuesday, 1 June 2021 | 05:00-06:30 UTC & Wednesday, 2 June 2021 | 14:00-15:30 UTC. Each of the sessions have a separate agenda. The MPC currently seeks presenters. The deadline for submitting a proposal is 28 April 2021 (23:59 UTC). During this 1-hour webinar, the ccNSO Council Chair will help you to gain an understanding of the work of the ccNSO, what to expect from the ccNSO at the Virtual ICANN70 community Forum, as well as how ccTLD community representatives can participate in the important work that affects you and your region. Some highlights of the ccNSO-relevant topics and sessions at ICANN71: The DNSSEC Workshop and Tech Day are tentatively scheduled for Monday, 14 June. Moreover, 4 sessions are expected to be held as part of the upcoming ccNSO Members Meeting: 1. ccNSO Governance Session (regarding the ccNSO internal rules), 2. Question and Answer session with ccTLD-related ICANN Board members and others, 3. A session on the external security-related factors that impact ccTLDs, 4. Policy Session (with community awareness raising and consultation regarding ccPDP3 and ccPDP4. Voting regarding ccPDP3-RET is expected to start around ICANN70). The ccNSO Council will most likely meet on Thursday, 17 June. Finally, a CSC/PTI update to the community is expected to be held as well. OISC Update The Outreach and Involvement Committee (OISC) will have its second meeting on 22 April, when it will discuss the approach regarding the development of an outreach and involvement strategy, as well as administrative matters, including the chair appointment and the terms of service of its members. Moreover, the Committee will discuss two potential additional annexes to its Terms of Reference, currently covered by the ccNSO Travel Fund Guideline and the ccNSO Community Onboarding Programme arrangements. At the start of 2021, the ccNSO Council decided to integrate the activities of the ccNSO COP into the newly created Outreach and Involvement Committee (OISC), and the additional annexes only relate to the integration of those aspects into the OISC: No further substantial edits are expected. Further information will be shared with the Guideline Review Committee and eventually Council, as soon as it becomes available. IGLC Update The ccNSO Internet Governance Liaison Committee (IGLC) met on 21 April, for an extended meeting with a 90 minute duration. The IGLC evaluated the lessons learned from the IGLC session at ICANN70, and agreed not to organize a session as part of the ICANN71 Policy Forum public schedule in June. Via a forward-looking SOAR-analyses, which focused on the committee’s aspirations and results, the IGLC started a review of its value and purpose, how this fits into the overall ccNSO value and purpose, and how to best meet expectations of all stakeholders. The input collected via the SOAR analysis will be integrated into a game plan, which the IGLC will discuss at its next meeting.
