Dear ccNSO members, The vote to determine whether the ccNSO membership adopts the proposed new ccNSO internal rules<https://ccnso.icann.org/en/about/ccnso-membership-proposed-version-03-18aug…> is now closed. Voting closed Tuesday, 18 October 2022 (23:59 UTC). Upon closure of the vote, 83 ccNSO members (48% of the membership) and at least three (3) members per ICANN Region have cast their vote. In accordance with section 2.2 and 4.1 of the April 2022 Rules<https://ccnso.icann.org/about/ccnso-rules-apr22-en.pdf>, this vote is valid and quorate. Out of the 83 ccNSO members who voted, 81 members (98 % of the votes cast) approved the new Internal Rules of the ccNSO. Two (2) members did not support the new Internal Rules of the ccNSO. Therefore, and in accordance with section 4.1 of the April 2022 Internal Rules, the change of the Rules is valid and the ccNSO members have adopted the new internal rules. A voting report will now be submitted to Council. The October 2022 ccNSO Internal Rules will become effective after adoption of the voting report and upon publication of the adopted October 2022 ccNSO Internal Rules on the ccNSO website. You will be informed accordingly, once this has been completed. Dear all, Please find included draft ccNSO Guidelines for your comment. The guidelines were developed/updated by the GRC and are now ready for your review and comment. After you have reviewed them the GRC will update them , if so needed and then circulate them to the ccNSO membership to seek their comment and feed-back. When that is done, the GRC will again update them if necessary and submit the Guidelines to Council for adoption. The various (changes to the ) Guidelines will be introduced at the upcoming meeting. Adoption Voting Report amendment ccNSO Internal Rules For decision Background. The changes of Article 10 and Annex B of the Bylaws have become effective. As a result the recently adopted Rules need to be updated. The GRC presented the proposed changes to the community at ICANN74. As next step the 2022 Internal Rules need to be adopted by both Council and Membership. The change mechanism is described in section 4.1 of the Rules. “First, and after consultation of the ccNSO Membership, at least 14 members of the ccNSO Council must vote in favor to adopt the proposed amendment of the Rules. Following the adoption by the ccNSO Council, the proposed amendments to the Rules must be circulated to all Members and the Members vote shall start no sooner than twenty‐one (21) calendar days and no later than twenty-eight (28) calendar days after the date the proposed amendments have been circulated to the Members.” The ccNSO Council has requested the secretariat to call for a membership vote. This vote closed 18 October 2022, 23.59 UTC. To formally close the process, the Council will be requested to adopt the voting report. 1. Review and update NomCom Job description & ccNSO skillset criteria The secretariat was approached to initiate the review process of the job-description and ccNSO requirements. If updates are required, they are expected to be provided by 15 December 2022, before the application period starts. For discussion 1. This ongoing ccNSO vote is to determine whether the ccNSO membership supports the adoption of the proposed new ccNSO internal rules<https://ccnso.icann.org/sites/default/files/field-attached/ccnso-membership…>. Voting ends Tuesday, 18 October 2022 (23:59 UTC). Vote status Total Ballots Cast (including duplicates): 87 Ballots Counted (excluding duplicates): 76 Voters Who Haven't Voted: 97 At least three (3) members per ICANN Region voted. About the vote On 2 June 2022, the most recent version of the ICANN Bylaws was published. The Bylaw change impacts on ccNSO existing rules and operating procedures, since IDN ccTLD managers are now eligible to become members of the ccNSO.
