The ccNSO appointed Liaison to the ALAC shall represent ccNSO values in these efforts, shall pursue specific direction from the ccNSO Council as and when given, and shall seek ccNSO Council advice as and when needed. Furthermore, the ccNSO Liaison to the ALAC is committed to: * Participate diligently and actively in the meetings and activities of the ALAC on an ongoing and long-term basis * Communicate and advocate the positions of the ccNSO to the ALAC; * Report to the ccNSO on current and upcoming activities of the ALAC that may be of relevance to the ccNSO and broader ccTLD community. * If feasible and considered relevant ask to the ccNSO for advance guidance, if any, on matters that are going to be discussed by the ALAC. * Participate in ALAC-ccNSO Council meetings agenda committee to prepare the f-2-f meetings, if any. The ccNSO liaison to the ALAC shall not be a member of or entitled to vote on the ccNSO council or the Councils of other organizations, but otherwise shall be entitled to participate in the respective Council meetings. Next Steps Timeline * Call for volunteers: Wednesday, 11 September 2024 until Friday, 27 September 2024 * Evaluation of the candidates and selection by the council: Monday, 30 September 2024 until Monday, 07 October 2024 * Appointment selected candidate: approval election report by the ccNSO Council during its meeting on 17 October 2024. * The candidate will assume its role at the end of ICANN81 in Istanbul. In the event only one person has volunteered, this person shall be appointed by the ccNSO Council at the first council meeting following the call for volunteers. In the event two or more persons have volunteered for the same position, the ccNSO Council will conduct an email vote for the appointment. The Secretariat will then act as Selection manager. Dear All, This is to inform you that the ccNSO Strategic and Operational Planning Committee (SOPC) has responded to the ICANN Board and org’s request for input<https://www.icann.org/en/public-comment/proceeding/draft-icann-strategic-pl…> on the draft ICANN Strategic Plan for fiscal years 2026–2030 and a five-year Operating Plan Framework. Input from the ICANN80 ccNSO membership meeting<https://icann80.sched.com/event/1dr2g/ccnso-what-are-cctld-relevant-aspects…> session in Kigali guided the SOPC in preparing its submission. In accordance with the SOPC Charter, the Committee may, as part of its activities, take a position on its own behalf and/or provide input to the requests for comments and subsequently report back to ICANN or other supporting organisations and advisory committees. Therefore, the views expressed in this submission are those of the SOPC only. They are not necessarily those of the ccNSO (Council and/or its members), nor of the ccTLD community at large, nor of individual ccTLD managers. ABOUT THE DRAFT STRATEGIC PLAN AND OPERATING PLAN FRAMEWORK | The draft ICANN Strategic Plan outlines the specific strategic objectives, goals, and strategies for fiscal years 2026–2030, and it informs the draft Operating Plan Framework. The draft Strategic Plan contains four strategic objectives, each accompanied by strategic goals to further these objectives. It then outlines specific strategies to achieve these goals. Additionally, the plan features progress indicators to define what will enable the ICANN community to assess the success in achieving those strategies, as well as strategic risks. The five-year Operating Plan Framework is designed to outline the high-level activities necessary to effectively execute the five-year Strategic Plan. It details the key actions and initiatives that ICANN will undertake over the next five years to achieve its strategic objectives. The specific details of prioritization and resource allocation will be defined during the annual Operating Plan and Budget process. ICANN org will publish a detailed draft FY26–30 Operating and Financial Plan and an FY26 Operating Plan and Budget for Public Comment in December 2024. BACKGROUND | Following the resignation of Katrina Sataki from the ICANN Board effective 23 August 2024, the Empowered Community and ccNSO Council has been formally invited to fill the vacancy: 1. For the remainder of Katrina's term until the 2024 ICANN Annual General Meeting (AGM) in November. 2. For a 3-year term beginning at the 2024 ICANN AGM and ending at the 2027 AGM. The ccNSO Council is required to select a candidate in accordance with the relevant ICANN Bylaws and internal rules of the ccNSO applicable at the time of the call for nominations. Still, if there is an employment or other relationship, the candidate should disclose it as part of their Candidate Statement." Accepting nominations and due diligence verifications After closure of the nomination period, the Nomination Process Manager will ascertain whether the nominee(s) formally accept their nomination(s), and ask them to complete a nomination form. The deadline to accept nominations is Friday, 4 October 2024 (23:59 UTC). Latest by Tuesday, 8 October 2024 (23:59 UTC), the Nomination Process Manager shall provide a list with the name(s) of the candidate(s) who have accepted their nomination. Also, a record of who has nominated and seconded the candidate(s)<https://lists.icann.org/hyperkitty/list/ccnso-boardnominations@icann.org/> is publicly available. By acceptance of the nomination, a nominee warrants, is aware of, and consents to: * The Country of Citizenship or Domicile included in the nomination form; * The additional qualifications as per ICANN Bylaws Section 7.4(a), 7.4(b), 7.4(c), 7.4(d) * Fully cooperate to undergo a due diligence screening by an external provider, which includes providing necessary consent to ICANN to transmit personal data to the due diligence provider. Candidates need to be aware that they will be approached by the external due diligence provider to sign a consent form before the actual due diligence will begin. In the event a candidate does not provide consent or rescinds the consent to undergo the due diligence process, the Council will be informed, and the candidacy of that person will be ended. After completion of the due diligence process, the Chair of the ccNSO Council will be informed of the outcome and inform the Council (with the exception of potential candidate(s) who are Councillor), i.e., only whether concerns have surfaced, which warrant further consideration and decisions. Candidate Statements The Nomination Process Manager will ask candidate(s) to provide a written candidate statement. A Q&A session with the candidate(s) will be held late January. The Q&A session gives the ccNSO members and broader ccTLD community an opportunity to interact with the candidates. In preparation of the Q&A session, the written candidate statements will be posted on the ccNSO website. Elections Bylaw Article 10 – Section 10.3 (i)<https://www.icann.org/resources/pages/governance/bylaws-en/#article10> states: "(i) The ccNSO Council shall nominate individuals to fill Seats 11 and 12 on the Board by written ballot or by action at a meeting; any such nomination must have affirmative votes of a majority of all the members of the ccNSO Council then in office. Notification of the ccNSO Council's nominations shall be given by the ccNSO Council Chair in writing to the EC Administration, with a copy to the Secretary, and the EC shall promptly act on it as provided in Section 7.25." Even if there is only one candidate that accepted nomination for ICANN Board seat number 12, an election will be held, to allow the ccNSO members to either cast their vote for the candidate, or to select the option "none of the above". The ccNSO Council and ccNSO members have agreed that the ccNSO members shall propose and elect candidates for the two ICANN Board seats allocated to the ccNSO, and that the winner of said election - i.e. the candidate that receives the majority of the votes cast - shall in turn be nominated to the ICANN Board seat by a majority vote of the ccNSO Council. Council now seeks your feedback regarding the proposed draft guideline. The deadline for comments or suggestions is Monday, 16 September – end of day. Unless there are fundamental comments or concerns, the adoption of the revised ccNSO Travel Support Guideline will be an item on the agenda of the 19 September Council meeting. Highlights of the proposed changes: * Removed all references to the former OISC * Changed “funding” to “support”, in line with ICANN terminology * Added reference to ICANN requirements for funded travelers and reference to the ICANN travel support guideline, which prevails * Updated criteria for the selection of supported travelers, separated from requirements * Removed references to internal working methods by the committee and the application template * Overall, tried to be short and concise and improve readability. Dear All, The ccNSO launches a call for a limited number of volunteers for the new ccNSO Onboarding and Mentoring Committee (OMC). This call for volunteers closes Tuesday, 17 September 2024 at 23:59 UTC. ABOUT OMC | Following a review of the former ccNSO Outreach & Involvement Standing Committee (OISC) in 2023, the ccNSO Council agreed to establish the ccNSO Onboarding and Mentoring Committee (OMC), with a narrow focus on processes and procedures related to the onboarding and mentoring of newcomers to the ccNSO. OBJECTVE | The objective of the OMC is to: * Develop an ongoing program for on-boarding and mentoring of (potential) newcomers to the ccNSO. * Oversee and execute the on-boarding and mentoring programs * Increase awareness of the ccNSO with other programs for newcomers, for example the ICANN’s fellowship program and coordinate on-boarding and mentoring efforts with other Supporting Organizations and Advisory Committees. * Maintain and when deemed necessary develop additional ccNSO learning material COMPOSITION | The OMC charter mentions the following: “The OMC shall have minimum four (4) and maximum eight (8) members. Membership of the OMC is open to representatives of ccTLD managers (members and non-members of the ccNSO alike). At least three (3) of the members on the Committee should be members of the ccNSO Council, including one NomCom appointed Councillor. The ccNSO Council will appoint the members of the committee. In appointing members, the Council should consider the need for a diverse Committee membership, including regional diversity.” TERM | The term for the members is for two years, or in the case of Councillors, for the remainder of their term on the Council. Proposed ccNSO response to Board Caucus on ccPDP3-RM

Dear Councillors, Please find enclosed the proposed ccNSO response to the Board Caucus regarding their questions about the draft ccPDP3-RM policy, and a proposed cover note. A group of members of the ccPDP3-RM Working Group and Councillors prepared a draft response. The goal is to approve the responses and the cover note at the upcoming Council meeting. The cover note addresses the following: * Intro on how structure of responses * Invite the Caucus and staff to meet to discuss the requests and responses. This was suggested to avoid losing time sending letters back and forth. * A response on the foundational assumption made in the cover note which paraphrased asks to confirm that the CCRM Policy is limited to a procedural review. So, the substantive material review of an IFO Decision is not subject to a CCRM review. * Request for a formal clarification of scope of section 15 a of Annex B, what can the ccNSO expect to be included in Procedures for Board consideration. * Alert - Companionship of the implementation process - Link Guideline. Respondents included both bigger and smaller organisations, both in terms of domain names under management and staff. It is worth noting that most respondents reported less than 0.1% of their names under management being affected by DNS Abuse. Finally, the survey results revealed that even ccTLDs with limited resources - including funding and staff – can effectively mitigate DNS abuse, with the help of DNS abuse policies and procedures and monitoring tools. The DASC survey provided rich results, and key findings were shared at ICANN76, ICANN77 and finally during a webinar in September 2023. DASC shared insights into what respondents consider to be actionable types of DNS Abuse, and which type of mitigation methods respondents use. Overall, the DASC survey provided valuable insights into the current state of DNS abuse mitigation among ccTLD registries, and identified several areas for improvement, including collaboration, effective use of DNS reporting tools, resource allocation, and education to effective DNS abuse mitigation. According to the applicable Guideline the ccNSO Council also has to appoint a Nomination Process Manager, whose responsibilities are detailed in the aforementioned Guideline. The Council is suggested to appoint Joke Braeken, member of the secretariat as the Nomination Process Manager. Decision The ccNSO Council adopts the proposed timeline for the 2024 Board Seat 12 Nomination Process, and requests the secretariat to publish the Timeline as soon as possible to inform the community accordingly of the upcoming Board Seat 12 Nomination process. The ccNSO Council appoints Joke Braeken, ccNSO Secretariat, as the Nomination Process Manager. The Chair of the ccNSO is requested to inform John Jeffrey, ICANN General Counsel and Secretary, of this Resolution, after it is has become effective. That is the key job of a member of the NomCom and frankly, whilst other experience is of course relevant and important, if one has not got experience in understanding job descriptions and interviewing candidates one is possibly ill equipped to undertake the role.
