Best regards, Bart Boswinkel ccNSO secretariat, on behalf of the FIN2 Working Group BACKGROUND The ccNSO Financial Contributions Guideline, adopted in November 2013, is expected to be reviewed every five years. The first review in 2018 led to invoicing process improvements. The second review, which began at ICANN81, is now concluding. The FIN2 WG was tasked with reviewing and improving the existing financial contribution model to ensure it is fair, equitable and encourages voluntary contributions at a reasonable level. The group focused on * Reviewing the ccTLD Shared Cost model * Assessing the current banded contribution system * Proposing ways to close the gap between actual and reasonable contributions The Shared Cost model—also known as the value exchange model—was originally developed in 2013 as a joint effort by the ccNSO and ICANN org. It outlines how ICANN and ccTLD each bring value to each other , and how costs incurred are allocated. The WG recommends that ICANN receives a fair compensation to ICANN for services that benefit the ccTLD community. Recently, the FIN2 WG and ICANN org revisited the 2013 calculation methodology. The model has now been updated using ICANN’s FY26 Budget data. Call for nominations Board Seat 11: decision regarding election According to the Guideline (https://ccnso.icann.org/workinggroups/ccnso-nominations-icann-board-guideli…) section 3.7, the members have an opportunity to vote even if there is only one (1) candidate. This was introduced at request of some form the community to allow them to express that they would not support the candidate by checking the option “None of the Above”. For this election and going forward, it is proposed that in case of only one candidate no voting will be required and if two or more candidates the option “None of the above” is struck from the ballot. The reasons to suggest this decision is that it has become more difficult over time to explain the background and rationale of the option. In addition, and related, having to vote with only one (1) candidate on the ballot is unnecessarily cumbersome, both for the emissaries and staff. 14. Approval of 2nd IANA Function Review Team recommendations Background material - ccNSO Council is required to support recommendations from the 2nd IFRT to make it to a Bylaw change: Section 18.6 (b) of the Bylaws<https://www.icann.org/en/governance/bylaws#article18> reads that any recommendations by the IFR that would amend the IANA Naming Function Contract shall only become effective if: (i) The IFR Recommendation has been approved by the vote of (A) a supermajority of the ccNSO Council (pursuant to the ccNSO's procedures or, if such procedures do not define a supermajority, two-thirds (2/3) of the ccNSO Council's members) and (B) a GNSO Supermajority;” The IFR2 will make the following recommendations that meet the above criteria (note: the IFR2 draft report<https://www.icann.org/ar/public-comment/proceeding/second-iana-naming-funct…> that was published for public comment in March-April 2025 also included these two recommendations and received no objections. The final report is now moving through the final consensus steps with the IFR2). ● Recommendation 1: The IFRT2 recommends removing the policy details from the IANA Naming Function Contract (see Annex A, 4 (i) (1)). ● Recommendation 2: The IFRT2 recommends identifying and pointing to the appropriate policy authority for DNSSEC in the IANA Naming Function Contract (see Annex A, 4 (i) (1)). 15. Greetings, First, I want to thank everyone for participating, and that we were quorate. Second, I want to emphasize the importance of what we did; we did not just act as the ccNSO Council today; we acted as an Empowered Community member under the ICANN Bylaws, as we are entitled to. That is an important distinction. Although we ended up not agreeing with our colleagues from the At Large Community regarding their issue with the Board, we did engage in the process afforded to us under the ICANN Bylaws. Best regards, Bart Boswinkel ccNSO secretariat, on behalf of the FIN2 Working Group BACKGROUND The ccNSO Financial Contributions Guideline, adopted in November 2013, is expected to be reviewed every five years. The first review in 2018 led to invoicing process improvements. The second review, which began at ICANN81, is now concluding. The FIN2 WG was tasked with reviewing and improving the existing financial contribution model to ensure it is fair, equitable and encourages voluntary contributions at a reasonable level. The group focused on * Reviewing the ccTLD Shared Cost model * Assessing the current banded contribution system * Proposing ways to close the gap between actual and reasonable contributions The Shared Cost model—also known as the value exchange model—was originally developed in 2013 as a joint effort by the ccNSO and ICANN org. It outlines how ICANN and ccTLD each bring value to each other , and how costs incurred are allocated. The WG recommends that ICANN receives a fair compensation to ICANN for services that benefit the ccTLD community. Recently, the FIN2 WG and ICANN org revisited the 2013 calculation methodology. The model has now been updated using ICANN’s FY26 Budget data. Closure Note & draft decision ---- ------- Proposed ccNSO Council Decision on whether to support ALAC Community Reconsideration Request Introduction On 19 June 2025, the Council was approached with the question of whether the ccNSO supports the ALAC Community Reconsideration Petition that they initiated. The Petition can be found at: https://www.icann.org/en/system/files/correspondence/alac-to-eca-19jun25-en…. The petition seeks reconsideration of the ICANN Board Resolutions of 19 May 2025 published at: https://www.icann.org/en/board-activities-and-meetings/materials/approved-r…. Among others, ALAC suggests the Board decision to defer the fourth accountability and transparency review (ATR4) should be subject to Community Reconsideration. With respect to the deferral of ATR 4, in April 2025 the ccNSO Council has expressed strong support for what has come to be known as the “Review of Reviews”. This process is intended to explore the purpose and need for the ICANN Bylaw-mandated reviews, including the ATR, and this review should be conducted before launching ATR4 (see: https://ccnso.icann.org/sites/default/files/field-attached/reynoso-to-sinha… [ccnso.icann.org]<https://urldefense.com/v3/__https:/ccnso.icann.org/sites/default/files/fiel…> Per Section 4.2 (Reconsideration) and Annex D section 4.3 (Community Reconsideration Request) the ccNSO, as one of the Decisional Participants of ICANN’s Empowered Community, has to determine within 21 days after receiving the request whether it supports the Community Reconsideration Request. This date is 10 July 2026. The details on the request for support are available in Annex D: https://www.icann.org/en/governance/bylaws#annexD. Further, the Council agreed to following procedure was adopted by Council on 25 June: * Community Reconsideration Petition Support Period - The period to seek support ends at twenty-one (21) days after receiving the note from ALAC seeking support. The note was formally received on 19 June. The Community Reconsideration Petition Support Period ends 10 July 2025. * Date Council decision whether to support Petition - The Council is expected to meet no later than 20 days after receiving the request for support to discuss whether to support the Community Reconsideration Request, taking into account the ccTLD community comments and other factors. The secretariat will schedule a call for 8 July 2025. * Posting of Request - The ALAC request will be posted on the website/wiki. * Solicitation community input - starting Wednesday 25 June, until 1 July. Inform the community of the request and invite comments, if any (the Process Manager, will inform the community). Comments, if any, to be taken into account by Council at its meeting on 8 July * Administrative Decision Council - Due to the tight timelines the Council decisions are administrative i.e not subject to the members call for a vote. They are effective immediately upon publication. * If no support for Request Community Reconsideration, no action is needed (maybe out of courtesy inform others). If supported, ECA, other DP’s and ICANN secretariat need to be informed. The community solicitation started as agreed on Wednesday 25 June 2025, and resulted in one comment: What are the cost implications of either option (Reconsideration and ATR4, or doing a whole load of nothing)? Decision The ccNSO Council, after consulting the ccTLD community, and taking into account the support for a “review of reviews” process to be completed prior to ATR4 and any other ICANN Bylaw mandated specific review, decides NOT to support the Community Reconsideration Process.
