The ccNSO Secretariat now launches this call for volunteers. Who can join? Representatives from ccTLD Managers who are ccNSO members. Membership in the ccNSO is open to entities and organisations responsible for managing an ISO 3166 country-code top-level domain. To ensure timely participation and start of this effort, the volunteers may participate in the proceedings of the sub-group of the GRC on equal footing as the GRC members, from the moment onwards the ccNSO Secretariat receives your expression of interest. Participation in the sub-group ends, once the sub-group closes. Working method The committee meets regularly through telephone conferences. The working language of the committee is English. The ccPDP3 Review Mechanism Working Group focuses on the development of a review mechanism that pertains to decisions regarding the delegation, transfer, revocation, and retirement of country code top-level domains. The working group has identified the decisions that should be subject to a review mechanism and is currently exploring the requirements for the review mechanism itself. The ccPDP4 on IDN ccTLD Working Group aims to develop policy recommendations for the ICANN Board. The results of this ccPDP will eventually replace the IDN ccTLD Fast Track Process, which currently guides the selection process of IDN ccTLD strings. REMINDER: GNSO PDP to Review the Transfer Policy The Generic Names Supporting Organization (GNSO) Council recently initiated a two-phased policy development process (PDP) to review the Transfer Policy, which will determine if changes to the policy are needed to improve the ease, security, and efficacy of inter-registrar and inter-registrant transfers. Expressions of Interest: Chair of the GNSO PDP Working Group to Review the Transfer Policy Expressions of Interest are now being accepted for the chair of the GNSO PDP working group to review the Transfer Policy. All are encouraged to review and share this information about the chair role. The deadline to submit Expressions of Interest is Friday, 16 April 2021. Call for Volunteers: GNSO PDP Working Group to Review the Transfer Policy Supporting Organization, Advisory Committee, Stakeholder Group, and Constituency chairs received a letter inviting them to appoint a limited number of members and alternates to the GNSO PDP working group to review the Transfer Policy. The deadline for appointments is Monday, 26 April 2021. ICANN org Provides Feedback on the Proposed DSA Regulation

Dear All, ICANN org announced on 1 April that on 31 March 2021, the ICANN org submitted feedback on the proposed Digital Services Act (DSA<https://ec.europa.eu/info/sites/info/files/proposal_for_a_regulation_on_a_s…>) regulation. The DSA is a legislative initiative launched in response to growing concern over the roles and responsibilities of online platforms. Once adopted, it will introduce obligations concerning illegal content that will apply to digital services providers that offer services in Europe, regardless of whether they are established in Europe. The proposal also attempts to clarify the rules for the conditional exemption from liability. Domain Name System (DNS) service providers are in scope. ICANN org responded to the online consultation, which remained open until 31 March 2021. The comment submitted<https://www.icann.org/en/system/files/files/icann-org-comments-proposed-dsa…> highlights that the proposed DSA, in its current form, is not sufficiently specific with regard to the scope of applicability to DNS services. It is unclear which DNS services are targeted and whether they would fall under the general scope of application of the DSA, because DNS services are not clearly within one of the three intermediary services categories of the DSA (namely, "mere conduit," "caching," and "hosting" services). In turn, concerns arise as to the liability exemption for third-party content foreseen in the DSA when it comes to DNS services.
