ICANN org will replace some content types on the current https://icann.org with the new ITI search experience and launch a new content subscription feature. This means that you can begin to access the work of ITI, even as we continue to replace content over the coming months. Read more. NEW: Information Transparency Initiative Update: Launching New Content Subscription Feature From: Sally Newell Cohen, Senior Vice President, Global Communications and Language Services Currently, the only https://icann.org content available via an email subscription feature is Announcements. We are replacing this existing feature with a new, robust news subscription service. ICANN News Subscriptions will allow you to receive newly published https://icann.org content that you are interested in directly to your email inbox. To start, it will be available for the content types we are releasing in March, and eventually expand to include all topics and content types. Read more. NEW: An Update on Work Stream 2 Implementation From: Xavier Calvez, Senior Vice President, Planning and Chief Financial Officer Since the last update, ICANN org has taken several important steps toward implementing the recommendations outlined in the Final Report of the Cross-Community Working Group on Enhancing ICANN Accountability, Work Stream 2 (WS2). I would like to take this opportunity to outline the progress we have made thus far, as well as the steps we will be taking over the coming months. Read more. REMINDER: FY23 Strategic Outlook Program: Trend Identification Sessions From: Xavier Calvez, Senior Vice President, Planning and Chief Financial Officer ICANN is kicking off the FY23 Strategic Outlook trend identification process. ICANN community members will have the opportunity to participate in trend identification sessions via their Supporting Organization (SO) or Advisory Committee (AC). ICANN org will collaborate with SO and AC chairs and support teams to schedule their sessions over the next few weeks. We are targeting to complete the trend sessions by the end of March. All strategic outlook sessions will be conducted virtually. ICANN community members are encouraged to join this important discussion. Once complete, ICANN org will conduct a trend analysis and impact assessment. The Strategic Outlook Program is a joint effort of ICANN org, community, and Board to identify and track trends that are related to ICANN. This ensures that these opportunities and challenges are incorporated into current and future planning. Every year, new trends or shifts in existing trends impacting the operating plans (five-year or annual) and/or budget are factored into the annual iteration of those plans as appropriate. Significant shifts could also result in adjustments to the strategic plan. We look forward to your participation in this dialogue about ICANN planning and strategy. REMINDER: ICANN Nominating Committee Application Period Now Open The ICANN Nominating Committee invites interested individuals to submit applications for key leadership positions. Selected individuals will have a unique opportunity to work with accomplished colleagues from around the globe to help shape the Internet's technical coordination and policy development. Now, participants will need only one digital device operating Zoom to access this new feature. Previously, participants had to operate two devices to access simultaneous interpretation services. It offers financial assistance to ICANN community members who have limited Internet capacity to increase their Internet bandwidth. ICANN community members interested in the Pandemic Internet Access Reimbursement Program must apply in advance of ICANN70. Those who meet the eligibility requirements will be selected to participate. Nominations ICANN community leaders will have the opportunity to nominate recipients. This includes up to five nominees from each of the three Supporting Organizations, four Advisory Committees, four GNSO Stakeholder Groups and five GNSO Constituencies, and five RALOs from At-Large. In order to be reimbursed, all applicants must: Require additional bandwidth at home to facilitate their active participation during ICANN70. Have a valid personal bank account for ICANN org to wire the reimbursement funds. Register for ICANN70. Attend a minimum of four official ICANN70 sessions. Once ICANN community leaders have established their nominees, they can inform their nominees to apply for the program here beginning Monday, 8 February 2021. To expedite the Country Code Names Supporting Organization (ccNSO) decision-making on the proposed recommended policy for the Retirement of country code Top-Level Domains (ccTLDs), it is proposed to separate Part 1 (on the Retirement of ccTLDs) from Part 2 (on Review Mechanism). Current Status In February 2021 the ccNSO Working Group on the Retirement of country code Top-Level Domains (ccTLDs) concluded its work by unanimously supporting the policy recommendations pertaining to the retirement of ccTLDs. This policy development effort is part of the third ccNSO Policy Development Process, which was initiated in 2017 to develop policy recommendations on the Retirement of ccTLDs (Part 1) and to develop policy recommendations for a Review Mechanism for decisions pertaining to the delegation, transfer, revocation and retirement of ccTLDs (Part 2). Next Steps If there are no major concerns, neither regarding the separation of Part 1 and Part 2 nor regarding the recommended Retirement Policy itself, the policy recommendations contained in this report will be taken to the ccNSO Council and ccNSO Membership for their consideration. Section I: Description and Explanation In February 2021 the ccNSO Working Group on the Retirement of country code Top-Level Domains (ccTLDs) concluded its work by unanimously supporting the policy recommendations pertaining to the retirement of ccTLDs. This policy development effort is part of the third ccNSO Policy Development Process, which was initiated in 2017 to develop policy recommendations on the Retirement of ccTLDs (Part 1) and to develop policy recommendations for a Review Mechanism for decisions pertaining to the delegation, transfer, revocation and retirement of ccTLDs (Part 2). Now (March 2021), four (4) years after the ccNSO Policy Development Process 3 was initiated, the envisioned advantages of combining the two topics into one (1) ccNSO Policy Development Process have become obsolete. In the view of both the Retirement and Review Working Groups, the dependency between the retirement process as developed and a Review Mechanism is limited; the only dependency – decisions in the retirement process that should be subject to the Review Mechanism once this becomes effective – has been identified and addressed. In addition, given the expected duration of the process to develop the Review Mechanism (at least until November 2021) the anticipated decrease in the duration of the overall process, has been overtaken and will not be achieved anymore. The efforts and decision-making procedures to develop the Review Mechanism are not dependent anymore on the efforts and decision-making relating to the policy recommendations for the Retirement of ccTLDs, which was originally thought to be the case. Effectively, deferring the ccNSO Council and membership decision-making on the proposed retirement policy, may have an adverse effect. Waiting on completion of the proposals of the review mechanism may risk that both ccNSO Council and membership lose track of the proposals. In addition, some members may lose interest in the effort, with the risk of losing the required engagement in the decision-making process. The purpose of this Initial Report is to seek community response and input on the following two (2) questions: 1. To expedite the ccNSO decision-making on the proposed recommended policy for the Retirement of ccTLDs, it is proposed to separate Part 1 (on the Retirement of ccTLDs) from Part 2 (on Review Mechanism). Are there any concerns separating the two policy development efforts: Retirement of ccTLDs (Part 1) and Review Mechanism (Part 2)? 2. Related, are there any major concerns with respect to the proposed recommendation for the retirement policy, which have not been raised before or are inadequately addressed in the final paper? Section II: Background In December 2015, the ccNSO Council discussed the launch of a formal ccNSO Policy Development Processes to address the lack of policy with respect to retirement of ccTLDs and to introduce a Review Mechanism on issues pertaining to the delegation, transfer, revocation and retirement of ccTLDs. This discussion was grounded in the need to ensure the predictability and legitimacy of decisions with respect to the delegation, transfer, revocation and retirement of ccTLDs. In March 2017, and in accordance with Annex B section 3 and 4 of the ICANN Bylaws, the ccNSO Council decided – among others – to initiate ccNSO Policy Development Process 3 with the initial focus on developing a policy for Retirement of ccTLDs (Part 1), and only after the substantive work on that topic would have been concluded, focus on the development of policy recommendations for a Review Mechanism pertaining to decisions on delegation, transfer, revocation and retirement of ccTLDs (Part 2). In accordance with its 2017 Charter, the Chair of the WG conveyed the Final Paper of the Working Group to the Issue Manager of the ccPDP to be included in the Initial Report of the ccPDP. As required under section 8.d of Annex B of the ICANN Bylaws, the Issue Manager is tasked to publish the Initial Report to seek comments from ccTLD managers, other Supporting Organizations, Advisory Committees, and from the public. According to the ccPDP3 Issue Report, in which the scope of the third ccNSO Policy Development Process is defined, the Initial Report should be published when both Part 1 and Part 2 are completed. However, as stated above, both the Retirement and Review Working Groups believe the two efforts could follow their own course.
