I had a concern that the there might have been an active ICANN Ombudsman complaint, but I have today, finally, confirmed that there is not such complaint before the ombudsman. It was my impression that such matters rarely come to my office, but are typically dealt with either at the council level or by way of a complaint to the ICANN Ombudsman. I do appreciate that this relates to the selection of a Board Member. Accordingly, after reviewing the information publicly available to me and sent to me by you. I do not, at this time, have sufficient information to make a determination on a conflict. Without any additional information made available, there is not an indication of anything out of the ordinary in a councilor nominating a fellow councilor. I note that changes have been made to the process over time that might be tied together, with the assertion of conflict. I am available and would be willing to seek additional information from Nigel (or anyone else raising the issue) to better understand the issue raised, or to understand whether it is tied to other matters simultaneously raised causing concerns, that are not apparent in the facts provided. Dear ccNSO Members, In March 2021, at the conclusion of ICANN70, the 3-year term of the following ccNSO Councillors ends: Africa: Abdalla Omari Asia Pacific: Young Eum Lee Europe: Katrina Sataki Latin America/Caribbean: Margarita Valdes North America: Byron Holland The ccNSO is opening a call for nominations to fill those seats as per the timeline<https://community.icann.org/download/attachments/138970351/Item%209%20-%20t…> approved by the ccNSO Council: the nomination- and secondment procedure starts Wednesday, 9 September 2020 (00:01 UTC) and closes 3 weeks later Wednesday, 30 September 2020 (23:59 UTC). Bylaw Article 10 – Section 10.4 (g)<https://www.icann.org/resources/pages/governance/bylaws-en/#article10> states: "(g) The ccNSO Council members selected by the ccNSO members from each Geographic Region (see Section 10.3(a)(i)) shall be selected through nomination, and if necessary, election, by the ccNSO members within that Geographic Region. At least 90 days before the end of the regular term of any ccNSO-member-selected member of the ccNSO Council, or upon the occurrence of a vacancy in the seat of such a ccNSO Council member, the ccNSO Council shall establish a nomination and election schedule, which shall be sent to all ccNSO members within the Geographic Region and posted on the Website." How to nominate and second a candidate Timeline The nomination- and secondment procedure starts Wednesday, 9 September 2020 (00:01 UTC) and closes 3 weeks later Wednesday, 30 September 2020 (23:59 UTC) Who can nominate/second? Bylaw Article 10 – Section 10.4 (h)<https://www.icann.org/resources/pages/governance/bylaws-en/#article10> states: "(h) Any ccNSO member may nominate an individual to serve as a ccNSO Council member representing the ccNSO member's Geographic Region. Nominations must be seconded by another ccNSO member from the same Geographic Region. By accepting their nomination, individuals nominated to the ccNSO Council agree to support the policies committed to by ccNSO members." As per the relevant ccNSO guideline<https://ccnso.icann.org/sites/default/files/field-attached/guideline-ccnso-…>, new ccNSO members are able to participate in the nomination process if the ccNSO membership application has been approved by the ccNSO Council one day prior the nomination process starts, i.e. latest on 8 September 2020. Individuals are elected in their personal capacity and serve the ccTLD community. Councillors do not represent the views and interests of their employers. Candidates need to be neither resident in the region, nor a citizen of a country, within the region in which they stand for election. A valid candidate is one that has been nominated and seconded according to the ccNSO council Election Guideline, and that has accepted the nomination. If there is more than one valid candidate in a Geographical Region, an election shall be conducted in that region. Voting will be by secret ballot: the ballot is identified only by a code and not by a name. During a recent Council Election Webinar, the ccNSO Chair and Councillors gave an overview of the election process and address the need to replace Councillors at reasonable and regular intervals. Accepting nominations After closure of the nomination period, the Election Manager will ask the candidates that are nominated to accept their nomination. REMINDER: Webinar on the Draft Final Report of the GNSO New gTLD Subsequent Procedures PDP Working Group From: Cheryl Langdon-Orr and Jeffrey Neuman, Co-Chairs The Generic Names Supporting Organization (GNSO) New gTLD Subsequent Procedures Policy Development Process Working Group published its draft Final Report for Public Comment on 20 August 2020. This draft Final Report is the culmination of several years of deliberations and numerous public consultations, in support of the large number of topics captured in the working group charter. The working group has worked extremely hard to reach this point and is looking forward to considering feedback received as it seeks to complete its Final Report and deliver it to the GNSO Council. To aid in your review and understanding of the draft Final Report, we have scheduled a webinar on Monday, 14 September 2020 at 20:00 UTC to present on a selection of the topics within the draft Final Report, answer questions you may have, and provide context where it may be needed. There are three objectives for this webinar: Review the purposes and practical examples of the PDP 3.0 work products that have been applied in ongoing GNSO working groups Begin the preliminary assessment of PDP 3.0 impact Help other Supporting Organizations and Advisory Committees evaluate the applicability of PDP 3.0 improvements in their internal processes. In addition, the webinar will also include an introduction of the Consensus Playbook to start the initial community discussion of its contents and practical utility. PDP 3.0 is a GNSO Council initiative designed to enhance the efficiency and effectiveness of the GNSO policy development process. The GNSO Council adopted the PDP 3.0 Final Report in February 2020; many work products related to the 14 PDP 3.0 improvements have been deployed in GNSO working groups or used by the GNSO Council. There is a maximum of two design iterations per publication. Please provide everything by Friday, 11 September 2020. Please keep in mind that all materials, new or updated, must be evergreen. Translation-only Deadline For translation, please provide the final material(s) by Monday, 21 September 2020. This ensures that there is enough time to translate the publication. If the publication requires design assistance, please note that the final materials will have to be complete, including the edit/approval process, by this deadline in order to be translated. At-Large Advisory Committee member Holly Raiche will review what the terms mean, how the two technologies work, and the debates about both the benefits and drawbacks of the technologies. REMINDER: Webinar on the Draft Final Report of the GNSO New gTLD Subsequent Procedures PDP Working Group From: Cheryl Langdon-Orr and Jeffrey Neuman, Co-Chairs The Generic Names Supporting Organization (GNSO) New gTLD Subsequent Procedures Policy Development Process Working Group published its draft Final Report for Public Comment on 20 August 2020. This draft Final Report is the culmination of several years of deliberations and numerous public consultations, in support of the large number of topics captured in the working group charter. The working group has worked extremely hard to reach this point and is looking forward to considering feedback received as it seeks to complete its Final Report and deliver it to the GNSO Council. To aid in your review and understanding of the draft Final Report, we have scheduled a webinar on Monday, 14 September 2020 at 20:00 UTC to present on a selection of the topics within the draft Final Report, answer questions you may have, and provide context where it may be needed.
