Update on the Final Report of the CCWG new gTLD Auction Proceeds Working Group

Greetings fellow Council Members, I am pleased to be able to report to you that the Final Report of the new gTLD Auction Proceeds Cross Community Working Group has just been circulated to the WG for a final “eyeball” review by the WG. It has taken 3.5 years, but it is here at last. A brief summary for you: There are 12 recommendations in the report. I will highlight just a few of them in this correspondence to you, loosely quoting from the report. Recommendation #1: The CCWG recommends that the Board select either mechanism A or mechanism B for the allocation of auction proceeds, taking into account the preference expressed by CCWG members for mechanism A. (As a reminder, Mechanism A: An internal department dedicated to the allocation of auction proceeds is created within the ICANN organization Mechanism B: An internal department dedicated to the allocation of auction proceeds is created within the ICANN organization which collaborates with an existing non-profit.) Recommendation #2: The CCWG recommends that an Independent Project Applications Evaluation Panel will be established. The Panel’s responsibility is to evaluate and select project applications. Neither the Board nor staff will be taking decisions on individual applications… Recommendation #7: Existing ICANN accountability mechanisms such as IRP or other appeal mechanisms cannot be used to challenge a decision from the Independent Project Applications Evaluation Panel to approve or not approve an application. Recommendation #8: The CCWG did not reach consensus to provide any specific recommendation on whether or not ICANN org or its constituent parts could be a beneficiary of auction proceeds… It is likely that there will be some minority statements submitted before the deadline (28 May, presumably 23:59 UTC, but I am not certain of the actual cutoff time). Under discussion is whether to include them into the final document as an Appendix or post them on the CW’s wiki with references to them included in the final report (likely via an Appendix of URLs). The next steps are the formal adoption of the final report by the WG, and then its submission to the SO/AC’s for their consideration (and hopefully) adoption. We hope for the webinar to be a platform for developing a better understanding of end user interests as represented in ICANN multistakeholder processes and how those fit in with global multilateral discussion in UN and beyond. Additionally, we will also try to explore whether the recent pandemic has impacted multistakeholder policy development, with particular emphasis on end user interests. During this webinar we would like to address the following questions: * What are the recent developments in international relations and policy making which might have a direct impact on ICANN, its community and its functions (with emphasis on UN OEWG and UN GGE)? The webinar will be an interactive exercise that welcomes questions and discussion from all community members. Heads up: Call for Nominations for one Director to the ICANN Board Seat 12 starting soon

Dear ccNSO members, This is a heads-up, about the upcoming call for nominations to fill ICANN Board Seat 12. The term of Nigel Roberts, the ccNSO nominated Director fulfilling ICANN Board Seat 12, will expire at the ICANN72 Annual General Meeting held in October 2021 in Seattle. By October 2021, Nigel will have served 1 term on the Board: he is eligible for reappointment. Directors to the ICANN Board may serve maximum three consecutive terms. The ccNSO Council is required to select a candidate in accordance with the relevant ICANN Bylaws and internal rules of the ccNSO applicable at the time of the call for nominations. To meet the ICANN Bylaws requirement of appointing a Director by 28 April 2021, the ccNSO Council will open a call for nominations to fill ICANN Board Seat number 12, starting Tuesday, 9 June 2020 (00:01 UTC) and closing 3 weeks later, on Tuesday, 30 June 2020 (23:59 UTC). Elections will be held in November 2020, after completion of due diligence verifications by a professional firm on the nominee(s). A Q&A session with the candidate(s) will be held at ICANN69, scheduled to be held in Hamburg in October 2020. Call for volunteers: ccNSO appointed delegate to ICANN's NomCom

In accordance with the ccNSO Guideline: Appointment of delegate to the Nominating Committee<https://ccnso.icann.org/sites/default/files/filefield_10978/appointment-nom…>, the ccNSO Council is now looking for a volunteer to serve on the FY2021 ICANN Nominating Committee (NomCom) on behalf of the ccNSO. Candidates may self-nominate. This call for volunteers opens Tuesday, 26 May 2020 (23:59 UTC) and closes Tuesday, 9 June 2020 (23:59 UTC). How to apply? You are required to be associated with a ccTLD manager. If you are interested in serving in this position, please, send an email to the ccNSO Secretariat (ccnsosecretariat(a)icann.org<mailto:ccnsosecretariat@icann.org>), and include a short motivation letter why you wish to serve on the NomCom and explain briefly how you meet the selection criteria listed below. This call for volunteers opens Tuesday, 26 May 2020 (23:59 UTC) and closes Tuesday, 9 June 2020 (23:59 UTC). Criteria for the ccNSO appointed delegate to the NomCom: * you are required to be associated with a ccTLD manager. * NomCom delegates should have a high-level network of contacts essential to candidate recruitment. * Eligibility Exception - Current ICANN employees or paid ICANN consultants (including Ombudsman) are excluded from consideration for eligibility as described in Article 8, Section 8.2 of ICANN’s Bylaws<https://www.icann.org/resources/pages/governance/bylaws-en/#article8>. Persons who are neutral and objective, without any fixed personal commitments to particular individuals, organizations, or commercial objectives in carrying out their Nominating Committee responsibilities; e. Persons with an understanding of ICANN's mission and the potential impact of ICANN's activities on the broader Internet community who are willing to serve as volunteers, without compensation other than the reimbursement of certain expenses; and f. Persons who are able to work and communicate in written and spoken English. Working Methods The delegate should be able to join monthly teleconferences. Note that the NomCom's workload will increase significantly during the candidate assessment process. Conference calls are held more frequently during this time as well (typically weekly and the duration of the calls may last up to three hours). All NomCom members should have the ability to travel to and participate in ICANN Public meetings and NomCom meetings when requested (travel and hotel accommodations will be provided for all meetings). Next steps Once the call for volunteers closes, the list of candidates will be presented to all ccNSO Councillors eligible to vote, who will then make a decision regarding the appointment of the ccNSO delegate to the NomCom by email vote. In case you are being selected, you will need to consent to ICANN processing your personal data for the purpose of serving on the NomCom under ICANN’s data protection policy (Terms of Service<https://www.icann.org/privacy/tos>) About the ICANN NomCom Under the 1 October 2016 Bylaws the NomCom is an independent committee tasked with nominating eight members of the Board of Directors and other key positions within ICANN's structure. The ICANN community is diverse and the composition of the NomCom should reflect this in order to fulfill its mission. The NomCom has a procedures<https://www.icann.org/nomcom2020/#documents> document that provides additional information about the work of the NomCom. More information on the criteria for serving as an appointee on the NomCom can be found here<https://www.icann.org/resources/pages/nomcom-2013-12-13-en>. Specific criteria and requirements regarding the NomCom composition and NomCom delegates are outlined in the ICANN Bylaws in Article 8, Sections 8.2 and 8.4<https://www.icann.org/resources/pages/governance/bylaws-en/#article8> According to the ICANN Bylaws, Section 8.3. TERMS<https://www.icann.org/resources/pages/governance/bylaws-en/#article8>: (a) Each voting delegate shall serve a one-year term. A delegate may serve at most two successive one-year terms, after which at least two years must elapse before the individual is eligible to serve another term. (b) The regular term of each voting delegate shall begin at the conclusion of an ICANN annual meeting and shall end at the conclusion of the immediately following ICANN annual meeting.
