Dear All, Report on Public Comments on Draft FY17 Operating Plan and Budget and Five-Year Operating Plan Update Now Available ICANN has published its report on public comments<https://www.icann.org/en/system/files/files/report-comments-op-budget-fy17-…> [PDF, 1.83 MB] for the draft plans for FY17, including an update to its Five-Year Operating Plan. The development process has included a 57-day public comment period<https://www.icann.org/public-comments/op-budget-fy17-five-year-2016-03-05-en>, 35 days of response drafting, and several public calls held to review the comments received in-depth. ICANN has published a detailed report to respond to over 150 separate comments from 12 community groups and people. This is an increase of over 80% on the number of comments received for the draft FY16 plans. The publication date for the report was changed from 31 May 2016 to 6 June 2016 so that ICANN was able to develop full responses to the comments provided. The report has been structured thematically and is accompanied by a sortable spreadsheet, to help readers find the comments and responses they are most interested in. The budget is scheduled for adoption when the ICANN Board meets during ICANN56<https://meetings.icann.org/en/helsinki56> in Helsinki. The policy development process (http://ccnso.icann.org/policy/development) is managed by the ccNSO Council<http://ccnso.icann.org/about/council.htm>, which consists of 18 Councillors (15 elected by ccNSO members, three appointed by the ICANN Nominating Committee). The Councillors are actively involved in determining the work and direction of the ccNSO: they lead and participate in various ccNSO-working groups; they engage the community in topical issues and they develop positions based on community feedback. The ccNSO Council meets regularly at ICANN’s international meetings, and at (monthly) scheduled telephone conferences. Topic: 22-2016 - Request for Appointment of Candidates to Participate on the Customer Standing Committee (CSC) Originator: ICANN Summary of request: ICANN sent a letter<https://www.icann.org/iana_imp_docs/51-csc-request-for-appointment-v-v1> [PDF, 217 KB] to the ICANN Supporting Organizations, Advisory Committees, and the Registry Stakeholder Group to request that these organizations initiate their internal processes to appoint candidates to serve as members and liaisons on the Customer Standing Committee (CSC). The CSC will provide operational oversight of the performance of the IANA naming function, a role currently performed by NTIA. In its oversight role, the CSC will monitor the performance of the IANA naming function against agreed service level targets. Since April 2016 the ccNSO is working on a new guideline with respect to the selection and appointment of the ccTLD members on the CSC and related aspects. It is expected that the ccNSO Council will adopt the guideline at its meeting on 16 June. During the ccNSO meeting in Helsinki more detailed information on the entire process will be presented to the community and the formal call for expressions of interest will be issued on or around 30 June. This will, unfortunately, provide a very limited application window (two weeks) to meet the deadline of 22 July 2016. Recommended action, if any: no action needed at the moment. Katrina Sataki, chair to the ccNSO, circulated in the meanwhile on the ccNSO Council list a draft of the message to be circulated soon to the community, which will adequately inform the ccTLD community, and cover everything from a ccNSO perspective.
