GNSO Liaison Volunteers - your vote needed

Dear Councillors, As you may remember, we recently launched a call for volunteers for the GNSO Liaison position. We received four applications for this role: Henry Chan, .hk Devon Gayle, Information & Communication Technology, National Water Commission Patrick Myles, CENTR Chris Tshimanga, .cd As there are several candidates, the Council members need to vote. Please, find a short application and background description of each candidate below. I would be grateful if you could let me know who your preferred candidate is by Friday, 16 August. Kind regards, Gabi == Henry Chan, .hk I write to volunteer myself for the position of ccNSO liaison to the GNSO. I am currently an active member of the ccNSO Finance Working Group and Study Group on Use of Names for Countries and Territories. I aspire to serve the ccTLD community and ccNSO further by serving as the liaison to GNSO. I also hope to strengthen the communications between the two SOs and promote the multi-stakeholder model of the ICANN community through taking up this role. Currently, I am representing HKIRC's client as a member of the New TLD Applicant Group (NTAG) and observer of the Registry Stakeholder Group (RySG) under the GNSO. I expect that I would be picking up the liaison work smoothly and swiftly as the following of the GSNO issues would only be incremental to my existing activities. I am committed to attend the monthly ccNSO and GNSO Councils meetings and present the ccNSO Council with quality written reports on the happenings and discussions from GSNO. I hope the Council of ccNSO would kindly consider my volunteering. I am happy to provide further information and meet with the Council to discuss further. I look forward to hearing from you soon. === Devon Gayle, Information & Communication Technology, National Water Commission I am a strong advocate for the advancement of technology for humanity. Therefore, I would take great pride in serving as the ccNSO liaison and bring passionate support and dedication in assisting with ensuring that the internet continues to grow and develop for the benefit of humanity globally. This I would be able to achieve while providing visibility and bringing focus to the Caribbean Region as a valuable member of the Global Internet Community. Despite the fact that I have not operated in the capacity of a member of a ccTLD organisation; I am sufficiently seized of the possible issues emanating from this community. As Vice President, Information & Communication Technology I have responsibilities for the achievement of the National Water Commission, Information & Communication Technology support objectives in order that the Commission achieves its Mission and Vision. Areas of responsibility includes:- Systems Development, Technical & Network Services, User Support and Geographic Information System functions. The Provision of these services in a significant way requires the use of Internet Name and Number Resources. Therefore, it is very vital for me and the National Water Commission at large to keep abreast of the policies and protocols governing the use of these vital resources. Therefore, I have to keep abreast of new developments relating to the use and security of internet resources and how these might impact the National Water Commission in how we conduct our business in the internet sphere. In addition, I am member if the IEEE Standards Association and I have been actively participating in the development of most of the recent IEEE 802.xx standards as a voting member. Therefore, I have been actively contributing to the development of the physical infrastructure which is critical and essential in the provision of access the internet resources. In my previous role as Manager, Technical & Network Services I had direct responsibility for supporting the National Water Commission Computer Systems including the implementation of internet based system (web server, e-mail server, DNS, etc) and the security of these systems. My professional experience spans close to twenty (20) years as an Information and Communication Technology practitioner. I have successfully transitioned through various specialist areas, and in each instance my performance has been exemplary. I am currently the Vice President, Information & Communication Technology (NWC) and I am the Chairman of the Institute of Electrical and Electronics Engineers (IEEE, Inc), Communication Society (Jamaica Chapter). My exposure through the involvement with the IEEE, along with my professional experiences and formal training specifically, qualifies me for this role and I know I will be able to make a meaningful contribution to fulfilment of the ICANN mission. Over the years of providing ICT services I have had to work with support partners around the globe and in various time Zones and has been able to build consensus with our various partners. === Patrick Myles, CENTR Motivations The knowledge and activities of the gNSO can be of high value to the ccNSO and its members firstly because much of the policy developed in the gNSO has potential to impact ccTLDs and secondly because of ccNSO/gNSO cross over work such as input to working groups. Ensuring each body understands the activities of the other is very important if a relationship is to be maintained and mutual benefits achieved. I¹m motivated to engage in the Liaison role as I believe in the values of the ccTLD community and feel the consistent feed of reliable information from the gTLD world is important for them to track and understand. Background With a background in banking and finance and graduate of Deakin University in Melbourne, I have spent more than 3 years working at CENTR (the European Regional Organisation for ccTLDs) providing services for the membership principally relating to knowledge management, news and reporting. I have attended 6 ICANN meetings to date each time with the primary purpose of following the gNSO activities and reporting back to CENTR members. For the past 7.5 years I have lived, worked and studied in Europe and more recently re-located back to my home country Australia where I continue to provide services to CENTR as well as new projects with LACTLD. === Chris Tshimanga, .cd Chris Tshimanga holds a Bachelor Degree in Telecommunication. He is reliable, conscientious, honest, and courteous. He also has an excellent communication skill. In addition, he is a hard-working, and ensures that any task if given to him, he makes sure that he delivers within the expected time. He is organized and can work independently to ensure that the job gets done as expected. He is flexible and willing to work on any project that has been assigned to me. Chris is the dot CD Administrator Contact and since 2009, he has join the ICANN community and has successfully ensure relegation of his country TLD and since, strives to provide the best service and access to the CD domain so that it become well marketable in the domain space. With Chris ¹experience of working on a largest telecommunication company in his region, he has acquired skills that enable him to volunteer for the ccNSO liaison position to the GNSO. Chris is part of Regional Organization (AfTLD) where he continues to provide his contribution on strategy plan and Research through the established Working Group. He also aims in future contribute to different constituencies (Security & DNSSEC) while at ICANN meeting. ===

Dear all, Last week, ICANN published a Dotless Domain Name Security and Stability Study Report: http://www.icann.org/en/groups/ssac/documents/dotless-domain-study-29jul13- en.pdf Dotless domain names are those that consist of a single label (e.g., http://example, or mail@example). In February 2012, the ICANN Security and Stability Advisory Committee (SSAC) published a report, stating that dotless domains would not be universally reachable and recommended strongly against their use. Following a Community consultation, the ICANN Board commissioned a study on the stability and security implications of dotless domain name functionality. Results of members vote on IDN ccPDP Council Recommendation

Dear all, Yesterday, 13 August at 23.59 UTC the voting on the ccNSO Council Recommendation closed. At closure 71 votes were received out of 138 eligible votes (51%). Out of these 71 votes, 65 votes were in favor of the Council Recommendation ( 91 %), 2 against, and 4 abstention votes. As a result, and in accordance with section 13 of the ccPDP rules ( Annex B of the ICANN Bylaws), the Recommendation has been adopted by the members and will be conveyed to the Board as as the ccNSO Recommendation. The results of the voting itself are available at https://tally.icann.org/cgi/results?e=dd3fa9d5ae8 (this provides you the opportunity to check that your ballot number was received and correctly counted). Please, note, that due to technical reasons one vote has not been registered in this system. It was submitted and counted by email vote. Two votes cast were duplicates. Second and Final ccNSO members vote IDN ccTLD policy development process

Dear all, The ccNSO members have the opportunity to vote on the ccNSO Council Recommendation as part of the ccNSO policy development process. As the first round of voting did not meet the required quorum for the first round ( at least 50 % of the membership needed to cast a vote), a second and final round of voting starts on Wednesday, 24 July 2013 00:00 UTC and ends on Tuesday, 13 August 2013 23:59 UTC. The vote will be carried out electronically. Only the ccNSO primary contact of each member ccTLD will receive an electronic ballot at the email address listed with the ccNSO secretariat. Please note this ballot is send by tally(a)tally.icann.org and will be send out shortly. If the primary contact for your ccTLD has not received the ballot by tomorrow this time, one of the following issues may be at hand: * The primary contact as listed with the ccNSO secretariat is no longer the primary contact with your ccTLD. * The email address as listed with the secretariat is no longer valid as the email address of the ccNSO representative for your ccTLD. Please, check with the ccNSO Secretariat who your primary contact is, and this persons contact details! Please, do so as soon as possible! A second issue, which has arisen in the past, is that the ballot email from tally(a)tally.icann.org is caught as "spam" by some spam filters. If you are sure the contact details etc. are correct, please check your spam filter. In any case, if you or any other person in your registry has not received the ballot email by tomorrow, please do not hesitate to contact the ccNSO secretariat. Background/ What is the ccNSO Council Recommendation? At its meeting in Beijing, the ccNSO Council adopted all the proposals of the working groups relating to the selection of an IDN ccTLD string and inclusion of IDN ccTLDs in the ccNSO under the Internationalised Domain Names country code Policy Development Process (IDN ccPDP). As a result, they are now a ccNSO Council Recommendation and this is presented as such to the ccNSO Membership in the Members Report of the IDN ccPDP. The report has been published at http://ccnso.icann.org/node/38473. For those of you who feel that you know too little about the issues and full set of proposals and would like to learn more before voting, the IDN ccPDP Webinar of 15 May at 08.00 and 19.00 UTC has been posted on the ccNSO website. You may be aware that voting in a Policy Development Process rarely happens within the ccNSO. In fact, this has only happened once before (on the ccNSO Bylaws changes in 2005). We would therefore be really grateful if as many members as possible would use the opportunity to vote on this very important topic. Over the next weeks, leading up to 13 August, we will keep you abreast of the progress on the voting. Request for input to Geographic Regions Final Report

As only two persons currently are serving on that group and one of them was on holiday, only one has agreed to the recommendation. Unless anyone objects by Thursday, 18 July, we will move forward with the recommendation (Re-establish Drafting Team that commented on previous Geographic Regions Report, let the team draft input on ICANN Geographic Regions Working Group Report).
