Dear Councillors, Please find enclosed the proposed ccNSO response to the Board Caucus regarding their questions about the draft ccPDP3-RM policy, and a proposed cover note. A group of members of the ccPDP3-RM Working Group and Councillors prepared a draft response. The goal is to approve the responses and the cover note at the upcoming Council meeting. The cover note addresses the following: * Intro on how structure of responses * Invite the Caucus and staff to meet to discuss the requests and responses. This was suggested to avoid losing time sending letters back and forth. * A response on the foundational assumption made in the cover note which paraphrased asks to confirm that the CCRM Policy is limited to a procedural review. So, the substantive material review of an IFO Decision is not subject to a CCRM review. * Request for a formal clarification of scope of section 15 a of Annex B, what can the ccNSO expect to be included in Procedures for Board consideration. * Alert - Companionship of the implementation process - Link Guideline. Your action is required Please review the proposed guideline by Thursday, 5 September – end of day. Timeline * Deadline for comments by Council is Thursday, 5 September – end of day * Unless there are comments or concerns by Council, the guideline will be sent to the ccNSO members for their review. The overarching purpose is to raise understanding and awareness of the issues pertaining to DNS Abuse, promote open and constructive dialogue, and ultimately to assist ccTLD Managers in their efforts to mitigate the impact of DNS Abuse. DASC LIBRARY | The DASC has created a library to share DNS Abuse-relevant information. The DNS abuse library<https://community.icann.org/x/Ege7Cg> includes links to tools, articles, reports and more. You can do both searches and suggestions for content in the library. We invite you to have a look. DASC EMAIL LIST | Committee has launched a DNS abuse discussion email list<https://community.icann.org/x/BJJME>, open to all persons associated with a ccTLD with an interest in DNS abuse. The list will be used to regularly inform you about new additions to the library, discussions, and relevant upcoming events for ccTLDs. DASC SURVEY | The DASC launched the first edition of the survey at the end of 2022, when ccTLDs from different regions, with different registration and governance models, responded to the survey. Respondents included both bigger and smaller organisations, both in terms of domain names under management and staff. It is worth noting that most respondents reported less than 0.1% of their names under management being affected by DNS Abuse. Finally, the survey results revealed that even ccTLDs with limited resources - including funding and staff – can effectively mitigate DNS abuse, with the help of DNS abuse policies and procedures and monitoring tools. The DASC survey provided rich results, and key findings were shared at ICANN76, ICANN77 and finally during a webinar in September 2023. DASC shared insights into what respondents consider to be actionable types of DNS Abuse, and which type of mitigation methods respondents use. Overall, the DASC survey provided valuable insights into the current state of DNS abuse mitigation among ccTLD registries, and identified several areas for improvement, including collaboration, effective use of DNS reporting tools, resource allocation, and education to effective DNS abuse mitigation. Following the resignation of Katrina Sataki from the ICANN Board effective 23 August 2024, the Empowered Community and ccNSO Council have been formally invited to fill the vacancy: 1. For the remainder of Katrina's term until the 2024 ICANN Annual General Meeting (AGM) in November. 2. For a 3-year term beginning at the 2024 ICANN AGM and ending at the 2027 AGM. The ccNSO Council has appointed a Nomination Process Manager and adopted a timeline for this process, which follows the requirements of Section 10.3 (i) of the ICANN Bylaws<https://www.icann.org/resources/pages/governance/bylaws-en/#article10>, the ccNSO Internal Rules<https://ccnso.icann.org/sites/default/files/field-attached/internal-members…>, and the applicable ccNSO Guideline<https://ccnso.icann.org/sites/default/files/field-attached/ccnso-nomination…>. The election will take place in February 2025, following the completion of due diligence on the nominee(s) by a professional firm. Draft Resolution Nomination Timeline Board 12 and appointment Joke Braeken Nomination Process Manager

Dear all, As follow-up from my email from 27 August, please find included the draft resolution on adoption of the timeline for the nomination of an individual to fill Board Seat 12, following the resignation of the Katrina Sataki as Board member. In addition and in accordance with relevant Guideline, the Board is requested to appoint Joke Braeken (ccNSO secretariat) as Nomination Process Manager. The voting is open until Tuesday 3 September 2024. Please be so kind to vote using the Council email list. If you any questions, want to raise a concern or object please use the email list as well. Thank and kind regards, Bart Draft Resolution Background Following the resignation of Katrina SAtaki as Board member per 23 August 2024, the ccNSO was formally requested to initiate the process to fill the vacancy of Board Seat 12: 1. For the remainder of Katrina’s term until the 2024 AGM (November 2024) 2. For the 3-year term starting at ICANN’s AGM in November 2024 up and until the AGM in 2027. According to the applicable Guideline the ccNSO Council also has to appoint a Nomination Process Manager, whose responsibilities are detailed in the aforementioned Guideline. The Council is suggested to appoint Joke Braeken, member of the secretariat as the Nomination Process Manager. Decision The ccNSO Council adopts the proposed timeline for the 2024 Board Seat 12 Nomination Process, and requests the secretariat to publish the Timeline as soon as possible to inform the community accordingly of the upcoming Board Seat 12 Nomination process. The ccNSO Council appoints Joke Braeken, ccNSO Secretariat, as the Nomination Process Manager. The Chair of the ccNSO is requested to inform John Jeffrey, ICANN General Counsel and Secretary, of this Resolution, after it is has become effective. This resolution becomes effective upon publication.

Cheers, Mary _____________________________ *WSIS+20 Discussion Group * *Purpose* The WSIS+20 Discussion Group will serve as a conduit for the ICANN organization and the ICANN community to discuss and coordinate approaches to explain, promote, and defend the multistakeholder model of Internet governance in the context of the WSIS+20 review process. The discussion group will provide a platform for information exchange and shared understanding between the ICANN organization and ICANN community on matters related to the WSIS+20 review process. This may include the development of consistent messaging for use with stakeholders of the WSIS+20 review process to bolster the credibility of the technical community and ensure its successful, continued engagement in the evolving global Internet governance landscape. *Scope* The discussion group is not a policy development or advisory group within the ICANN community or a chartered cross-community working group. The discussion group will not define the strategy of the ICANN Board or ICANN organization. The discussion group will not develop deliverables such as recommendations, though its members are encouraged to share suggestions, best practices, and other informational resources to their appointing ICANN community groups. The discussion group is separate from the WSIS+20 Outreach Network, which is a broader effort (as outlined in its goals <https://www.icann.org/en/government-engagement/wsis20-outreach-network>) beyond the ICANN community that the ICANN organization currently facilitates. *Membership* ICANN community participation in the discussion group is optional. Each Supporting Organization and Advisory Committee may designate up to two participants. Discussion group participants should be willing to participate and contribute their knowledge about the WSIS+20 review process. Discussion group participants will be members in their individual capacity and not representatives of their appointing ICANN community group. *ICANN’s Role* The ICANN organization will convene the discussion group and will invite participation from the ICANN community. In addition to facilitating the discussion group, the ICANN organization will have a distinct role in that it will share its thinking and analysis to inform the approaches that the ICANN community and the technical community may consider in the context of the WSIS+20 review process. *Support* In addition to its distinct role as a participant, the ICANN organization will provide subject matter experts and operational support to the discussion group. Operational support may include a mailing list, virtual meetings, and a workspace (e.g., GoogleDrive or Atlassian Confluence wiki), as determined by the participants. The survey closes Wednesday, 4 September 2024 (23:59 UTC). Following the withdrawal of one candidate last Friday, 4 applicants remain.
