Hi Joke, hi all, I noticed that the doodle poll for the 22/7 call mentions 14h as starting hour? Should that not be 11h -> see Bart’s earlier mail In the second poll I see a similar problem -> 9h and 13h should probably be 13h & 21h. I would also advise to keep the doodle poll in UTC time so that people don’t get confused. Also a bit of a warning for the Doodle users -> it has a tendency to convert timings to the settings of your PC/Mac. Any questions regarding the agenda? Things we need to do on Thursday: 1. PDP. Appointed issue manager. oversight committee from councillors. Becky mentioned it is a good idea to have the oversight committee. Demi will be on it as vice-chair for policy matters. timeline: issue report ready by October. To be presented and discussed in Hyderabad. 2. letter from co-chairs CCWG-accountability. Agreement asked on draft budget. Session on Wednesday with Mathieu, facilitated by Byron 3. Member to RZERC to be appointed. Charter being finalised. GRC realised that neither in proposal, nor in the charter, there are member requirements. Martin and Katrina tried to reach out to Lise & Jonathan. No clear vision yet. Guideline will simplified version of the CSC Guideline. In case we do not find suitable candidate, the council may appoint one. (will be included in the guideline) Comment by Bart Boswinkel. same procedure as the one for CSC (selection member). Deadline is 15 August. 4. ccNSO council survey 46 respondents not bad, but would like to see more responses from Africa and Asia-Pacific. Reach out to RO's to facilitate more responses from their communities. Should we re-open the survey after Helsinki? is this enough to draw conclusions? Peter: what are the lessons learned from the current responses? Council's main role: coordination role, said Nigel. Q11. internal rule to the ccNSO. is not in the ICANN bylaws. Barrack: significant number of ccTLDs are francophone. Language is a major issue, influencing the response rate. Christelle offers help with the translation into french. Sometimes mails end up in spam filters. This survey is a basis for discussion on Wednesday session too. 5. CSC EoI. 15 july: deadline submission EoI. Secretariat sends all applications to all those councillors who did not submit their applications. Councillors have x number of days to check whether all criteria are fullfilled, and rank the candidates, in order of priority. Results to be sent to separate email address, created to deal with the rankings. Secretariat comes up with the total ranking. Discussion with RySG. Selection Committee, is actually a coordination committee. 6 people from the council will have a call with RySG and inform them about our members. Then we will need to approve these 2 selected members. Either we have a call around - and we must be quorate - or we say the Selection Committee has the authority to appoint the 2 members. By 22 July all other SOs will have their candidates for liaisons and members submitted. We need to coordinate with GNSO to ensure the final slate is diverse. As diverse as possible. Send all names to all councillors, should there be concerns? Ching Chao: if we rank the top5, then we talk to GNSO. if selection committee has multiple scenarios: - top 2 must be there. no negotiation possible - top 2 to be revised after consultation with GNSO. Is this up to the Selection Committee, or up to the full council to decide? Katrina added that the top 2 candidates as selected by ccNSO, will remain the same. We only play around liaisons. Debbie added that the Right skills are far more important than diversity. GRC agreed as well to this principle. "to the extent possible". Skill set and experience are priority. CSC Members vote, but liaisons do not have voting rights. All regions are represented in this council. We are a diverse group of people. We come up with 2 names, we believe are the best. Full slate needs to be adopted. probably no time to vote via email. We must be quorate when we have a call. Or we allow the Selection Committee, to take a decision. 2 members of ccNSO will not be touched: we are talking about the full slate. Dates for having council call, to choose the members. We could send out a doodle poll later today, to be answered by wednesday. Inform council on thirsday what the result. Stephen: will doodle poll cover both calls? Yes, we will do so. 6. AOB Meeting B format. Cross-community sessions. in the afternoon. Sessions of interest to the council Reports received last time: 2 or 3. Generally, councillors are not very active in sending reports. Either we stop assigning persons to sessions, or we give the Secretariat a stick to chase the persons assigned. Reports have never been submitted. Prep. meetings have been organized to prepare for joint meetings. Other sessions as add-on. Session overview is helpful. Secreteriat keeps preparing it. No reporting back by individual councillors. Overview is self-explanatory. Tuesday afternoon session at 5. CC-session on operational planning, goals, KPI's etc. Pre-empting future discussions on direction of ICANN's operations. Becky : whois issues are becoming increasingly complicated and complex. gTLDs that are located in countries with developed data protetion regimes. ccTLDs could share their knowledge and experience. Idea from Prep. meeting in Marrakech. to make the ccNSO more obvious. Will be in package for tomorrow. Currently no liaison with ccNSO-ALAC present, hopefully Ron will be back in Hyderabad. The CCWG-Accountability FY17 budget was presented at its plenary meeting of June 21st and approved for transmission to the Chartering Organizations for validation as per the process agreed with the PCST (see attached document). Upon validation by the Chartering Organizations these should forward it to the Board for Approval.
