Hiro also indicated that he would submit the final paper to chair once adopted by SSAC. I am pleased to inform you that Hiro has formally sent me the paper after he and I were informed that SSAC has adopted the document (included) “as is”. So now it is up to us. According to our internal rules (https://ccnso.icann.org/about/guidelines-council-practices-09feb17-en.pdf) and as agreed at our last call on 24 August we will take an email decision. I therefore propose the following resolution: Proposed Resolution Background In its letter dated 24 April 2017, the ICANN Board of Directors noted divergent views of the SSAC and ccNSO with respect to the following topics: Interpretation of RFC 6912; On similarity findings, and On mitigation measures. The Board suggested the ccNSO and SSAC collaboratively arrive at conclusions on these 3 issues and requested a joint briefing to further the Board’s understanding of the topic. The ccNSO and SSAC agreed to set up a working party with two members from each group tasked to develop a common position on the 3 topics, if feasible. Both the ccNSO Council and SSAC would approve the document according to their own rules and procedures and then would send and present it to the Board. The Chair of the ccNSO and ccNSO members on the working party were informed that SSAC has adopted the Joint ccNSO SSAC Response to ICANN Board on EPSRP as proposed by the working party. Decision. The ccNSO Council suports the observations and recommendations of the working party and adopts the Joint ccNSO-SSAC Response to ICANN Board on EPSRP as proposed by the working party. Call for volunteers : drafting team Terms of Reference, review ccNSO Meeting Strategy

Dear all, The ccNSO seeks three (3) volunteers for a drafting team, that will prepare the Terms of Reference for the review of the ccNSO Meeting Strategy. This call for volunteers was discussed during the last council meeting, on 24 August 2017, and refers back to a council decision from January 2016, which is copied below for your convenience. If you are interested, kindly send an e-mail to joke.braeken(a)icann.org<mailto:joke.braeken@icann.org> Closing date of this call for volunteers is Friday 15 September 2017, 23:59 UTC.  The ccNSO Council will appoint the drafting team at its next meeting, which will be shortly after closure of this call for volunteers.  This announcement will also be published here: https://ccnso.icann.org/announcements To prepare for the review, a drafting team will propose the terms of reference for such a review. These terms will then be presented to the community and the ccNSO Council at the Abu Dhabi meeting (ICANN60). The session at ICANN60 is tentatively scheduled for day 1 of the ccNSO Members Meeting, on Tuesday, 31 October (18:00 • 18:30). BACKGROUND: Council Decision January 2016 21 January 2016 Approval of Program Work Group Recommendation 114-02 THE COUNCIL RESOLVED TO welcome the advice of the Program WG. Based on the advice the ccNSO Council decides to continue with three (3) meetings a year, at least until the end of the year 2017. The ccNSO Council will revisit the topic by August 2017 to organize the community assessment of the new format as advised. The Council itself will revisit the topic at the end of 2017. Intercultural Awareness Program announced

Dear all, The ICANN Academy Working Group announced a new ICANN Academy, the Intercultural Awareness Program (https://community.icann.org/display/LTP/ICANN+Academy+Intercultural+Awarene…) The first face-to-face meeting is scheduled for 3 November 2017, 06:00-12:00 UTC (10:00 – 16:00 GST), during ICANN60 in Abu Dhabi. The program will begin with a webinar prior to the meeting on 3 November in Abu Dhabi. There will be follow-up phone calls to address related topics that come up during the meeting. ICANN is rich in its cultural diversity and global reach. Developing cultural intelligence at ICANN is a learning experience focused on improving cultural knowledge and awareness. We will examine our behaviors and beliefs and how they impact our awareness and interaction when working with people from different cultures. This program will explore the dual dimensions of culture. The Intercultural Awareness program will include interaction, discussion, and activity about similarities and difference around the world and around the room. Additionally, we will consider specific cultural challenges ICANN faces and how to best overcome them. Why Participate The topic of culture has come up repeatedly during the ICANN Academy Leadership Program. The request was made to address this in a separate program. Who Should Attend Ideally participants will have attended the ICANN Academy Leadership Program. However, any interested community members are welcome to participate. Who is Designing the Intercultural Awareness Program Like ICANN's Academy Learning Program, developing cultural intelligence will be designed by the ICANN Academy Working Group members in partnership with Incite Learning, Inc., a professional development firm. Incite Learning, Inc. has been working with ICANN for several years. A team will be created to solicit and provide input on program content and structure. Number of Participants 15-30 people. Registration Data Access Protocol (RDAP) pilot program launches

Dear all, ICANN announced a voluntary Registration Data Access Protocol (RDAP) pilot program, which will begin on 5 September 2017 and conclude on 31 July 2018. RDAP enables users to access current registration data and was created as a replacement for the WHOIS protocol. The goal of the pilot program is to develop a baseline profile (or profiles) to guide implementation, establish an implementation target date, and develop a plan for the implementation of an RDAP-based solution. Proceeding with a pilot program will provide an opportunity for Registration Data Services (RDS) operators to gain operational experience and for producers and consumers of RDS data to participate and provide valuable feedback. The voluntary RDAP pilot program was initiated at the request (https://www.icann.org/en/system/files/correspondence/diaz-to-atallah-01aug1… ) of the gTLD Registries Stakeholder Group, with the support of the Registrar Stakeholder Group. Interested parties can participate in the pilot as described in the community wiki workspace: https://community.icann.org/display/RP/RDAP+Pilot About RDAP Some of RDAP advantages over WHOIS protocol include: * Standardized query, response and error messages. * Secure access to data (i.e., over HTTPS). * Extensibility (e.g., makes it easy to add output elements). * A bootstrapping mechanism that makes it easy to find the authoritative server for a given query. * Redirection/reference mechanism (e.g., from a thin registry to a registrar). * Builds on top of the well-known web protocol HTTP. * Internationalization support for registration data. * Provides the option to enable differentiated access (e.g., limited access for anonymous users and full access for authenticated users).
