Public comment on Initial Report 2nd CSC Effectivenes Review

Dear All, Recently the 2nd Customer Standing Committee (CSC) review team posted its Initial Report to seek public comment and feed-back (see: https://www.icann.org/en/public-comment/proceeding/initial-report-on-the-se…) Due to the importance of the CSC in monitoring the performance of the IANA Naming Services for the benefit of all direct customers – which includes all ccTLDs - the ccNSO Council decided to submit a ccNSO response. This is a submission that is supported by both Council and ccNSO members. The Council tasked a small team ( Irina Danelia and Molehe Wesi) to draft a response. Included is a draft that has already bene reviewed by the ccNSO Council and the team is now seeking your comments and support. Main points of the draft submission: * The ccNSO supports the view of the review team that the CSC is effective and limited role should NOT be expanded * The ccNSO also supports the view that the CSC is best positioned to review regularly the IANA Naming Service Level Agreements. These SLAs should remain to be relevant, up-to date and adequate for the benefit of all ccTLDs and be used as a mechanism to avoid the emergence of issues, which could have been avoided if the SLAs were up-to-date reviewed. Draft response ccNSO Initial Report second CSC effectiveness review: Deadline 27 October 2022. This was item 18 on the agenda. After your review it will be circulated to members to seek their input and support. 2. Review Guideline: ccNSO Statement of Interest procedure and Conflict of Interest Procedure: Closing date Friday 28 October This is a new guideline. After your review and comments, if any the GRC will update the document and circulate it to the members for comments. 3. Review NomCom ccNSO Criteria for Ineligibility. This reflects the ccNSO statement in a less legalistic manner: Deadline 25 October 2022. 4. Guideline: Board Seat 11 and 12 Nomination Procedure (REDLINE and CLEAN version). Deadline 2 November 2022. This is an existing guideline. The changes are necessary to align with the amendments of Article 10 of the Bylaws and the updated Rules of the ccNSO. In addition, some editorial clarifications are included. For your reference we have included a REDLINE and CLEAN version. After your review the GRC will update the document if necessary and circulate to members to seek their input. 5. Guideline: ccNSO Council Elections Procedure October 2022. Deadline 2 November 2022. This is an existing guideline. The changes are necessary to align with the amendments of Article 10 of the Bylaws and the updated Rules of the ccNSO. Adoption: New ccNSO Internal Rules

Dear All, This is to inform you that the vote on the new ccNSO internal rules is now formally concluded. Council adopted the vote report at its meeting held on Thursday, 20 October 2022 (noon UTC). The amended Rules became effective upon publication on the ccNSO Website: https://ccnso.icann.org/en/about/guidelines.htm Read this announcement here: https://ccnso.icann.org/en/announcements/announcement-25oct22-en.htm About the ccNSO Members vote on the ccNSO Internal Rules In October 2022, the ccNSO members voted on the adoption of the proposed new ccNSO internal rules. The timeline of the vote was defined as per the April 2022 Rules and adopted by the ccNSO Council. Joke Braeken was appointed Voting Process Manager. After the successful conclusion of the vote, the Voting Process Manager prepared a report for consideration by the Council to announce vote results, report incidents (if any) and formally conclude the voting. The vote was valid, and no incidents occurred. Here is the vote result: At the closure of the vote, 83 ccNSO members out of 173 (48 %) casted their votes. Total number of Ballots Cast (including duplicates): 95 Ballots Counted (excluding duplicates): 83 Number of Voters Who Did Not Vote: 90 Number of ballots counted (excluding duplicates): per region AF: 15 , AP: 21 , EU: 27 , LAC: 13 , NA: 5 81 voters supported the ccNSO Council's recommendation to adopt the proposed new rules, and 2 voters did not support the recommendation.
