REMINDER: Kick-off of FY25 Planning Process These are requests for Strategic Outlook trend identification session participation and upcoming nominations for Planning Prioritization Group Members ICANN is kicking off the FY25 Planning Cycle, beginning with the strategic outlook trend program. Community members can participate in trend identification sessions through their Supporting Organization (SO) or Advisory Committee (AC). ICANN will collaborate with SO and AC chairs and support teams to schedule sessions in March and April 2023. This program is a joint effort of ICANN org, community, and Board to identify and track trends that are related to ICANN. This ensures that these opportunities and challenges are incorporated into current and future planning. Every year, new trends or shifts in existing trends impacting the operating plans (five-year or annual) and/or budget are factored into the annual iteration of those plans as appropriate. Significant shifts could also result in adjustments to the strategic plan. Once complete, ICANN org will conduct a trend analysis and impact assessment. All strategic outlook sessions will be conducted virtually, and community members are encouraged to join this important discussion. We look forward to your participation in this dialogue about ICANN planning and strategy. Additionally, we will begin the FY25 Planning Prioritization Process in April. The Planning Prioritization Group will comprise members from the ICANN stakeholder groups as listed below. The stakeholder group leadership will be asked to nominate one primary member and one secondary member to participate in the prioritization process. Implementation of policies developed by the ccNSO

Dear Theresa Hope this email finds you well. As you will recall the ccNSO policy on retirement of ccTLDs was recently - September 2022 - adopted by the Board and the CEO or his designee was directed to implement the recommended policy. Following the adoption, the ccNSO is exploring how to structure the interaction between the ccNSO & ICANN (org and the Board) to ensure predictability and clarity of roles with respect to the implementation of policies developed by the ccNSO. It is our expectation that clarity around this topic will become more important in 2023, as the ccNSO is likely to conclude both the second part of the third ccNSO PDP on review mechanisms and the PDP on the (de-)selection of IDNccTLD strings during this period. It is our understanding that with respect to implementation of GNSO consensus policies, the GNSO has developed a set of principles and guidelines that define the interaction between the GNSO and ICANN. We also understand that ICANN’s GDS/GDD has developed a Consensus Policy Implementation Framework (CPIF), which is designed to support predictability, accountability, transparency, and efficiency in the Consensus Policy implementation process. The ccNSO Council believes that the ccNSO would benefit from developing an equivalent set of principles, guidelines and, if applicable, a framework to cover its interaction with ICANN org and the Board with respect to the implementation of policies developed by the ccNSO. This topic will be introduced to the broader ccTLD community at the ccNSO Governance session [Tuesday 14 March 2023, block 4]. We kindly invite you, or someone you designate, to attend this session. Dear Councillors, Following the discussions during the February 2023 Council meeting, and in light of the upcoming ICANN76 ccNSO & UA Roadmap session, please find enclosed the first written report by Qing Cai (.cn), ccNSO appointed liaison to the UASG. Qing Cai committed to provide monthly updates moving forward. Find more information below, about: * the relevant element as part of the proposed roadmap * the ICANN76 ccNSO & UA session NEW: ICANN’s IDN & UA Program Team will share an overview of the ICANN-wide activities in the area of UA and share results of a recent ccTLD UA survey ICANN76 ccNSO & UA session WHEN. The ICANN76 ccNSO & UA session will be held Wednesday, 15 March 2023 | 14:00-15:00 UTC (09:00-10:00 local), Room: Auditorio (ccNSO). Universal Acceptance is cornerstone to a digitally inclusive and multilingual Internet, ensuring all domain names and email addresses – in any language, script, or using any new or long TLD – are accepted equally by all Internet-enabled applications, devices, and systems. The ccNSO previously explored its potential role in Universal Acceptance. To that end, it organized a session during ICANN75 where both ccTLDs and other stakeholders suggested activities the ccNSO could undertake to complement existing work by the Internet community. In December 2022 and January 2023, ccTLD representatives participated in two workshops to further explore their expectations regarding potential ccNSO action and how to organize next efforts. After the conclusion of the workshops, the ccNSO Council developed a plan which will be presented during this session at ICANN76. Moreover, during this session ICANN’s IDN & UA Program Team will share an overview of the activities in the area of UA, by the ICANN Board, staff and other SOs or ACs. Moreover, the team will share the results of a recent survey on ccTLD UA readiness. ICANN org recently reached out to the country code TLD managers to understand the progress and the challenges faced in becoming UA-ready, and how ICANN org can help support ccTLD managers by developing training and materials. Background: activation ccNSO appointee to UASG One of the core elements of the proposed roadmap for the ccNSO & UA was to activate the ccNSO appointee to the UASG. Following a call for volunteers, the ccNSO appointed a liaison to the UASG. The proposal is for the appointee to act as a true link between the ccNSO and the Universal Acceptance Steering Group, to share the ccNSO's plans for UA and to discuss how UASG can help provide materials and other support. UASG leadership and the ccNSO Council consider that a more regular communication through the liaison will help with the coordination and progress of UA. The UASG was founded in February 2015 and tasked with undertaking activities that will effectively promote the Universal Acceptance of all valid domain names and email addresses. The group is made up of representatives from more than 120 companies (including Afilias, Apple, CNNIC, Eco, i2 Coalition, ICANN, Google, Microsoft, NIXI, THNIC and Yandex), governments and community groups. Best regards, Alejandra --- *WHEN*: Wednesday, 15 March 2023 (21:30-22:30 UTC, 16:30-17:30 local) *SESSION*: ICANN76 ccNSO session: Q&A with ccTLD-related ICANN Board members https://sched.co/1J2Mo *Proposed topics* 1. *What are the board's goals for 2023? Are there any of them highly related to ccNSO affairs?* 2. *Progress on improving ICANN’s work prioritization *(10 min.) - *Context*: Setting ICANN’s priorities has been a recurring topic in the discussions to date, and the ccNSO through its SOPC and other commentaries have always urged ICANN to set priorities. Last year the Prioritization framework was introduced to improve ICANN’s priority setting process. Can the community expect additional improvements, will the priority framework be re-used for the next FY five-year plan and annual operating plan and budget? Has the prioritization process improved in your opinion? 3. *Progress and thinking on the holistic review pilot proposal, given the ccNSO’s feedback* - *Related question from the Board members*: how does ccNSO envisions and takes care of its “continuous improvement”? (20 min.) - *Context*: The ccNSO Council provided feed-back as did other community groups. What will be the next steps, and how is ccNSO feed-back taken into consideration? 4. *Update and discussion: Implementation & review of ccNSO developed policies* - *For discussion*: What are the roles and responsibilities of the Board, ICANN org and ccNSO with respect to a policy developed by the ccNSO and after the Board has approved the recommended policy? - *Context*: The ccNSO is likely to conclude both the second part of the third ccNSO PDP on review mechanisms and the PDP on the (de-)selection of IDNccTLD strings by the end of 2023. Following the adoption of the ccTLD retirement policy the ccNSO is exploring how to structure the interaction between the ccNSO & ICANN (org and the Board) to ensure predictability and clarity of roles with respect to the implementation of policies developed by the ccNSO and even beyond implementation. Some of the questions are, who determines when the implementation is completed and is available to be used i.e operational? What is the expected role of the ccNSO with respect to implementation, if any? The report provides an overview of the status of IDNs at the top and second levels of the Domain Name System (DNS), as well as the IDN-related work being done by the ICANN organization (ICANN org) and community.
