Forwarded on behalf of the GAC: ICANN79 GAC ‘Open Mic’ Session To leverage the “Community Forum” format of the ICANN79 Public Meeting, GAC Members have created the opportunity for the ICANN community to gather in the GAC meeting room on Tuesday 5 March at 13:00 UTC (09:00 San Juan time) to share their news and views with committee delegates in-person and online during the meeting. The GAC will be in "listening" mode during this session and may then reflect on any points raised in a subsequent session at ICANN79 or at a future ICANN Public Meeting. For more information or to sign up for a speaking slot, please visit: https://go.icann.org/GACOpenMic Slots will be allocated to speakers in a first come/first-served order. Highlights - changes: Roles and Responsibility Guideline Following the ccNSO Council workshop in June 2023, the roles and responsibilities of Councillors in a specific year have been put into a succession planning process. According to this iterative process, the following steps must be considered: * Identify key areas and positions. Identify roles that are necessary to be filled with a view on the governance and functioning * Of the ccNSO Council and/or ccNSO * Other non-ccNSO groups * Identify capabilities for key areas and positions * Identify interested persons and assess against capabilities * Develop and implement succession and knowledge transfer plans * Evaluate effectiveness What are the next steps? Following closure of the comment deadline, GRC will evaluate all input received, and will propose updates – if needed – for Council’s consideration. If no substantial changes are needed, the revised Guidelines will be sent to ccNSO Council for adoption. Background The governance of the ccNSO is based on three different sources. In the event of conflict, they are ranked in order of precedence: * First: The ICANN Bylaws. * Second: The Rules for the ccNSO Membership. * Third: Operating Procedures (also referred to as “ccNSO Guidelines”). The purpose of the Operating Procedures is to set forth a detailed course of action for operational or administrative activities. These are developed at the initiative of the ccNSO Council. The Rules and Operating Procedures are in accordance with ICANN Bylaws, Article 10, Section 10.3(k): “The ccNSO Council, subject to direction by the ccNSO members, shall adopt such rules and procedures for the ccNSO as it deems necessary, provided they are consistent with these Bylaws. Final Report ccPDP4 WG on (de-selection) of IDNccTLDs

Dear Alejandra, I am writing you in my capacity as Issue Manager of the ccPDP on the (de-)selection of IDNccTLD strings to submit the Working Groups Final Report as required under Annex B section 9.c of the ICANN Bylaws. After 67 meetings the Working Group has concluded its work last Tuesday 20 February 2024: the working group members present on the call supported the Report unanimously. The Final Report as included will also be posted on the ccPDP4 Webpage and announced to the community. As you will note: * The Council and Membership will be asked to vote on the recommendations in Part A of the Report * The Council will be asked to adopt the advice to the ccTLD Managers in part B of the Report Finally, I am pleased to inform you that all issues identified in issue Report have bene addressed, as well as the request by the Board to coordinate the development efforts with the GNSO EPDP working group and the Council’s request includes recommendations with respect to the relevancy of the ccTLD review mechanism and the exclusion of claims etc. relating to the selection of IDNccTLDs strings from ICANN’s IRP and Reconsideration processes.
