Dear All, This is to inform you about the list of candidates and next steps for the 2023 ccNSO Council elections. In accordance with the approved timeline, the nomination period for the ccNSO Council closed on Wednesday, 5 October 2022, 23.59 UTC. The nomination archives can be found here<https://mm.icann.org/pipermail/ccnso-nominations/>. The following candidates were nominated, seconded, and have accepted their nomination for the ccNSO council election, as per the applicable rules and timeline: Africa: Molehe Wesi Asia-Pacific: Ai-Chin Lu Europe: Chris Disspain Latin America – Caribbean: Alejandra Reynoso North America: Stephen Deerhake In preparation of the Q&A sessions, the written candidate statements and possible other material shared by the candidates are enclosed. Since at the close of nominations there are no more valid candidates in the aforementioned geographic regions than there are seats on the ccNSO Council available for those regions, the nominated candidates shall be selected to serve on the ccNSO Council. Conclusion The Election Manager will prepare the Election Report for the 2023 ccNSO council elections for consideration by the ccNSO Council. The Council Election process 2023 will formally close 7 days after adoption and publication of the Election Report. The terms of the appointed Council members will start at the end of ICANN76, in March 2023. Dear Councillors, I have previously contacted you individually regarding the ccNSO Travel funding for ICANN76, held 11-16 March 2023 in Cancùn. This is a reminder that to determine the distribution of the ccNSO slots, your action is required by Friday, 21 October 2022 (23:59 UTC). Thanks to those that already responded. Instructions For the three (3) Councillors of each region, in total one (1) slot with full funding is available. Please discuss the distribution of the slot for your region with the two other Councillors from your region. Please send your answer to the two questions below to joke.braeken(a)icann.org. The deadline is Friday, 21 October 2022, 23:59 UTC. 1. Which Councillor(s) from your region will receive funding? (*see note below) 1. Please choose: Option 1: full funding, Option 2: partial funding – flight, Option 3: partial funding - hotel & per diem * Note Will a Councilor receive full funding? ==> Kindly include 1 name per region maximum. Will the full funding be split (option 2, option 3)? ==> Kindly include 2 names per region maximum, and who will receive which option. What is included? ccNSO travel funding covers an economy class ticket to the travel destination, the hotel costs for the time of the meeting and a per diem. (Either full or partial funding). For ICANN76, the approved date of arrival is: 10 March 2023, the approved date of departure: 17 March 2023. Background The ccNSO has 17 full travel slots for ICANN76, and 8 slots are available to Council: As per the applicable guideline (section 5.1)<https://ccnso.icann.org/sites/default/files/field-attached/ccnso-draft-oisc…>: three (3) ccNSO full travel funding slots will be available for the NomCom appointed ccNSO Councillors, and at least one (1) Councillor from every ICANN geographic region is eligible to receive travel support for an ICANN meeting. The Councillors representing the region are to decide among themselves who will receive funding to attend a meeting, and they inform the secretariat accordingly. Out of the total 17 slots, 9 full slots are allocated to the “Broader ccTLD community” category. Eligible recipients for ccNSO travel funding from the broader ccTLD community may include for instance ccNSO session presenters, session chairs, moderators, ccNSO working group or committee chairs, liaisons, observers or councilors with an active role at the ICANN meeting. Members from the ccTLD community (including Councillors not funded via the mechanism above) can apply for travel funding via an application form on the ccNSO website. Instructions will be circulated on the ccNSO mailing lists and published on the ccNSO website. If all 3 Councillors from a specific region decline the travel funding, that slot is allocated to the “Broader ccTLD community” category (bringing the total to 9 full slots, plus 1). The same applies to the 3 slots for NomCom appointed Councillors: if one or more NomCom appointed Councillor declines the funding, the slot goes to the “Broader ccTLD community” category. A sub-committee of the ccNSO Outreach and Involvement Committee (OISC) will meet shortly after closure of the application window. The OISC subcommittee will need to evaluate all applications received via the online form - excluding the 5+3 Council slots - and make an informed decision on the distribution of the slots. The ccNSO Secretariat will submit the ccNSO travel fund database to ICANN Travel support by the deadline given to us by ICANN org. All applicants will be informed accordingly, and the list of ccNSO funded travelers will be posted on the ccNSO website. Dear All, ccNSO travel support is available for a limited set of travelers for ICANN76, held 11-16 March 2023 in Cancùn (MX). The ccNSO accepts applications for ccNSO travel support as of Wednesday, 12 October (noon UTC), until Wednesday, 26 October 2022 (noon UTC). Early or late submissions will not be evaluated. What are the requirements for ccNSO applicants? The applicant actively participates in the work of the ccNSO and contributes to its projects and meetings. Examples of contributions to the work of the ccNSO: an active engagement in a ccNSO working group, a role as presenter/session chair/moderator during ccNSO sessions at the public meeting, or other engagements that strengthen the activities of the ccNSO. Important: Applications which do not clearly state an active contribution, are not eligible and will not be taken into consideration. What is included? The ccNSO travel funding covers an economy class ticket to the travel destination, the hotel costs for the time of the meeting and a per diem (either full funding, or partial funding). Vote status Status of the vote as of 10 October 2022, 09:30 UTC Title: --October 2022 vote internal rules-- Start: 2022-10-04 (00:01 UTC) End: 2022-10-18 (23:59 UTC) Total Ballots Cast (including duplicates): 58 Ballots Counted (excluding duplicates): 50 Voters Who Haven't Voted: 123 Number of ballots counted (excluding duplicates): per region AF: 11 AP: 17 EU: 14 LAC: 7 NA: 1 About the vote On 2 June 2022, the most recent version of the ICANN Bylaws was published. The Bylaw change impacts on ccNSO existing rules and operating procedures, since IDN ccTLD managers are now eligible to become members of the ccNSO. Dear all, Yesterday, during its first meeting the council drafting team that is preparing the ccNSO Council submission on the Draft ToR for the Holistic review agreed that an extension of the public comment period for the important effort is needed to ensure an adequate response on such an important topic (draft letter included).
