Dear ccNSO members, This is to inform you that the call for nominations for the ccNSO Council closed on Wednesday, 5 October 2022, 23.59 UTC. The candidates that were validly nominated and seconded as per the applicable guideline, now have an opportunity to confirm whether they accept their nominations. Join the 19 October Q&A session with Council candidates Two sets of Question & Answer sessions will be held virtually. You are warmly invited to participate in the Q&A sessions, as it will provide the ccNSO members and broader ccTLD community an opportunity to interact with the candidates from their respective regions. Three additional Councillors are appointed by the ICANN Nominating Committee. If at the close of nominations there are no more valid candidates in the aforementioned geographic region than there are seats on the ccNSO Council available for this region, the nominated candidate shall be selected to serve on the ccNSO Council. About the request for public comments The CSC Effectiveness Team is seeking input on its findings and recommendations, at sections 4 and 5 of the Initial Report [itp.cdn.icann.org]<https://urldefense.com/v3/__https:/itp.cdn.icann.org/en/files/charter-revie…>. Section 4 contains the findings and recommendations pertaining to the effectiveness of the CSC in performing its tasks as listed in the CSC charter and whether the CSC has implemented the recommendations of the first CSC Effectiveness Review. In Section 5 of the report, the Team presents its findings and recommendations on seven additional topics which were identified and which could impact the future effectiveness of the CSC. Among others, the CSC Review Team recommends that CSC - in close cooperation with PTI - develop a framework for regular reviews of the IANA Service Level Agreements. The Customer Standing Committee (CSC) ensures the satisfactory performance of the Internet Assigned Numbers Authority (IANA) naming function. The CSC is responsible for monitoring Public Technical Identifier’s (PTI) performance of the IANA naming function against the service level expectations in the IANA Naming Function Contract. The CSC analyzes performance reports provided by PTI and publishes its findings. The CSC is authorized to undertake remedial action to address poor performance of the IANA naming function, and if performance issues are not remedied, may escalate the issues to the ccNSO and GNSO. The program is scheduled for 9–10 March in Cancún, Mexico, just prior to the ICANN76 Public Meeting. The Leadership Program helps current and incoming leaders better understand the complexities of ICANN, while also helping to develop the facilitation skills of participants. Understanding ICANN as an organization, the topics discussed within ICANN, and the interaction within other stakeholder groups can be challenging for incoming leaders, but sometimes also for experienced leaders. ICANN and the community are making considerable efforts to help incoming leaders have a good start to their terms and to provide current leaders the opportunity to strengthen their leadership and facilitation skills. Opportunities for Leadership Program participants include the following: • Meet leaders from the other SOs/ACs and get an insight of the functionality and issues in other groups • Discuss current ICANN topics in an in-depth manner • Deepen the understanding of key ICANN processes • Develop facilitation and leadership skills, focused personal effectiveness to run meetings and foster processes Interested individuals need to be endorsed by their Supporting Organization, Advisory Committee, or stakeholder group. Election notice: proposed new ccNSO internal rules

Dear All, This is to inform you about a ccNSO vote, to determine whether the ccNSO membership supports the adoption of the proposed new ccNSO internal rules<https://ccnso.icann.org/en/about/ccnso-membership-proposed-version-03-18aug…>. Voting starts Tuesday, 4 October 2022 (00:01 UTC) and ends Tuesday, 18 October 2022 (23:59 UTC). This announcement will also be published on the ccNSO website. ccNSO Members: Your participation in this vote is important! As per the current rules (See Section 2.2 and 4.1 of the April 2022 Rules<https://ccnso.icann.org/about/ccnso-rules-apr22-en.pdf>), at least 57 ccNSO members (33% of the current membership) and at least three (3) members per ICANN Region need to cast their votes to pass the quorum threshold. If the vote is quorate, at least 66% of the votes cast need to be in favour of the proposed new ccNSO internal rules<https://ccnso.icann.org/en/about/ccnso-membership-proposed-version-03-18aug…>. What is this about? On 2 June 2022, the most recent version of the ICANN Bylaws was published. Consequently, amendments to Article 10<https://www.icann.org/resources/pages/bylaws-2022-06-02-en#article10>, on the Country Code Names Supporting Organization (ccNSO), and Annex B<https://www.icann.org/resources/pages/bylaws-2022-06-02-en#annexB>, on the ccNSO Policy Development Process, became effective. The Bylaw change impacts on ccNSO existing rules and operating procedures, since IDN ccTLD managers are now eligible to become members of the ccNSO. A GRC subgroup<https://community.icann.org/x/VQDECQ> held various consultations with the ccNSO membership to identify issues, find solutions and to update about progress on the proposed changes to the Rules. Based on the feedback, the Group finalised its draft. The ccNSO Council adopted the proposed new Rules (in accordance with section 10.3(k) of the ICANN Bylaws) at its meeting on 18 August 2022. The CSC is responsible for monitoring Public Technical Identifier’s (PTI) performance of the IANA naming function against the service level expectations in the IANA Naming Function Contract. The CSC analyzes performance reports provided by PTI and publishes its findings. The CSC is authorized to undertake remedial action to address poor performance of the IANA naming function, and if performance issues are not remedied, may escalate the issues to the ccNSO and GNSO. The proposed ccNSO submission will then be sent to ccNSO Council for its review and adoption. Following adoption by the ccNSO Council, the draft ccNSO submission will be sent to the ccNSO members and broader ccTLD community for final comments. The request for public comments by the CSC Review Team closes 08 November 2022 | 23:59 UTC. Following closure of the request for public comments, the CSC Review team will review all input and finalize its report.
