Dear All, The ccNSO Council seeks volunteers for a small team, tasked with proposing a draft ccNSO submission in response to a request for comments on the Second CSC Effectiveness Review Initial Report. If interested, please read the materials below and respond by Wednesday, 5 October 2022 (23:59 UTC). About the request for public comments The CSC Effectiveness Team is seeking input on its findings and recommendations, at sections 4 and 5 of the Initial Report<https://itp.cdn.icann.org/en/files/charter-review/initial-report-second-cus…>. Section 4 contains the findings and recommendations pertaining to the effectiveness of the CSC in performing its tasks as listed in the CSC charter and whether the CSC has implemented the recommendations of the first CSC Effectiveness Review. In Section 5 of the report, the Team presents its findings and recommendations on seven additional topics which were identified and which could impact the future effectiveness of the CSC. Among others, the CSC Review Team recommends that CSC - in close cooperation with PTI - develop a framework for regular reviews of the IANA Service Level Agreements. The Customer Standing Committee (CSC) ensures the satisfactory performance of the Internet Assigned Numbers Authority (IANA) naming function. The CSC is responsible for monitoring Public Technical Identifier’s (PTI) performance of the IANA naming function against the service level expectations in the IANA Naming Function Contract. The CSC analyzes performance reports provided by PTI and publishes its findings. The CSC is authorized to undertake remedial action to address poor performance of the IANA naming function, and if performance issues are not remedied, may escalate the issues to the ccNSO and GNSO. The draft submission will follow the ccNSO statement procedure<https://ccnso.icann.org/about/guidelines-statements-30mar16-en.pdf>. The proposed ccNSO submission will then be sent to ccNSO Council for its review and adoption. Following adoption by the ccNSO Council, the draft ccNSO submission will be sent to the ccNSO members and broader ccTLD community for final comments. The request for public comments by the CSC Review Team closes 08 November 2022 | 23:59 UTC. Following closure of the request for public comments, the CSC Review team will review all input and finalize its report. Read more. NEW: The ICANN Academy Leadership Program is back! From 6 October – 10 November 2022, ICANN will be issuing a call for nominations for the 2023 Leadership Program. The program is scheduled for 9–10 March in Cancún, Mexico, just prior to the ICANN76 Public Meeting. The Leadership Program helps current and incoming leaders better understand the complexities of ICANN, while also helping to develop the facilitation skills of participants. Understanding ICANN as an organization, the topics discussed within ICANN, and the interaction within other stakeholder groups can be challenging for incoming leaders, but sometimes also for experienced leaders. ICANN and the community are making considerable efforts to help incoming leaders have a good start to their terms and to provide current leaders the opportunity to strengthen their leadership and facilitation skills. Opportunities for Leadership Program participants include the following: • Meet leaders from the other SOs/ACs and get an insight of the functionality and issues in other groups • Discuss current ICANN topics in an in-depth manner • Deepen the understanding of key ICANN processes • Develop facilitation and leadership skills, focused personal effectiveness to run meetings and foster processes Interested individuals need to be endorsed by their Supporting Organization, Advisory Committee, or stakeholder group. The Leadership Program does not provide financial support for travel to Cancún but does cover accommodations and offer a stipend for the days a participant is involved in the program. Update by ICANN’s Government Engagement team (Mandy Carver ICANN SVP, Government & IGO Engagement; Rebecca McGilley ICANN Organization Director Government and IGO Engagement, Alexey Trepykhalin, IGO engagement at ICANN; Nora Mari, Government & IGO Engagement; Elena Plexida, Vice President, Government & IGO Engagement) regarding Internet related public policy issues, including international / intergovernmental and national (municipal) normative, legislative and regulatory proposals that may impact ICANN’s technical mission, policies and processes. Session had a section focused on legal/regulatory developments in the Asia-Pacific region. Mandy Carver- general intro statements about relevant challenges / perceptions out there like potential capture of MSM model, activities by governments and IGOs like ITU in DNS space, among others Alexey Trepykhalin- IGO Activities: cybersecurity deliberations at UN; ITU Plenipotentiary 26 September will be most important. Election of SG will be significant. Also ITU-Plenipotenciary (ITU PP-22) to discuss several Resolutions (#101, 102, 130, 133, 180) that affect IP/DNS, IDNs, and the MSM model, therefore also ICANN’s Mission of security and interoperability of Internet. Nora Mari- Legislation update: EU: 1) Digital Services Act to come into force in 1/2024; 2)The Network and Information Security 2 (NIS2) Directive to achieve a high common level of cybersecurity across EU Member States to move forward in October. Elena Plexida: EU proposals on Geographical Indicators; AI Regulations; EU digital identity framework; Discussions about future legislation on “fair share” - “Fair share' is a proposal to make the most traffic-intensive platforms pay the cost of connectivity. The platforms call it an 'internet traffic tax'. BEREC (Body of European Regulators of Electronic Comms) discussing. Mandy Carver- APAC Developments: 1) China’s PIPL (Personal Information Protection Law) took effect Nov 2021 - similar to GDPR. 2) Several Indian developments (IT Act 2000, as amended & regs; 3) Personal Data Protection laws in Thailand, Japan, Sri Lanka, Vietnam, Bangladesh. Other: Vietnam & Cambodian acts/decrees on Internet use, management. -Queue opens- -All in person commenters were thankful and recognized good work of ICANN Orgs IGO engagement team to keep Community updated. -Online commenter from Russia criticized ICANNs characterization of ITU and Russian activities as negative and spoke at length about jurisdictional issues and supposed jurisdictional / extraterritorial ICANN overreach. Mandy Carver replied and defended that they are not interpreting anything; they are restating what is expressed in specific statements and resolutions. -African online commenter focused on alleged impacts of ICANN on digital sovereignty. -Discussions on need for Community to participate in IGF and other events, to be aware and impact “Internet fragmentation” and other relevant discussions. -EU Commission Rep to GAC: trying to address issues where we see them.
