At its meeting on 17 June 2021 the ccNSO Council adopted all recommendations contained in the Final Report of the Issue Manager as submitted to the Chair of the ccNSO Council on 08 June 2021. The adopted recommendations were conveyed to the Members of the ccNSO as the Council Recommendation to vote upon. The ccNSO members voted in July 2021 to determine whether the ccNSO membership supported the ccNSO Council's recommendation to adopt the proposed policy on the retirement of ccTLDs. The ccNSO Membership supported the Council Recommendation. The Issue Manager submitted the Board Report to the ccNSO Council chair on 30 August. Decision The ccNSO Council approves the Board Report on the Proposed Policy for the Retirement of ccTLDs as part of ccNSO Policy Development Process 3. The Board report contains per requirements of Annex B of the ICANN Bylaws: ● The result of the members vote ● The ccNSO recommendation, following the vote by the members of the ccNSO ● The Final Report, which contains the proposed policy process for the retirement of ccTLDs The Council requests the secretariat to publish this decision as soon as possible on the ccNSO website and inform the ccNSO membership accordingly. The decision becomes effective upon publication. The Council requests its Chair to submit the Board Report to the Chair of the ICANN Board of Directors as soon as possible after publication of the resolution. The Council expresses its appreciation and congratulates the WG and specifically the co-chairs of the ccPDP3-RET - Stephen Deerhake and Eberhard Lisse – for completion of the process. 1. Dear All, The 3-year term for five members of the ccNSO Council will end in March 2022, at the conclusion of the ICANN73 Community Forum: * Africa: Biyi Oladipo * Asia Pacific: Jordan Carter * Europe: Nick-Wenban Smith * Latin America/Caribbean: Demi Getschko * North America: Pablo Rodriguez The ccNSO is opening a call for nominations to fill those seats: the nomination and secondment procedure starts Wednesday, 15 September 2021 (00:01 UTC) and closes 3 weeks later Wednesday, 6 October 2021 (23:59 UTC). All materials related to this Council Election will be posted here: https://ccnso.icann.org/en/about/elections/council.htm The ICANN Bylaws, Article 10 – Section 10.4 (g)<https://www.icann.org/resources/pages/governance/bylaws-en/#article10> state: "(g) The ccNSO Council members selected by the ccNSO members from each Geographic Region (see Section 10.3(a)(i)) shall be selected through nomination, and if necessary, election, by the ccNSO members within that Geographic Region. If there is more than one valid candidate in a Geographical Region, an election shall be conducted in that region. Voting will be by secret ballot: the ballot is identified only by a code and not by a name. During a Council Election Webinar (16 September 2021, noon UTC), the ccNSO Chair and other Councillors give an overview of the election process and address the need to replace Councillors at reasonable and regular intervals. Accepting nominations After closure of the nomination period, the Election Manager will ask the candidates that are nominated to accept their nomination. A record of who has nominated and seconded the candidate(s) is publicly available: http://forum.icann.org/lists/ccnso-nominations Next steps The Election Manager will ask the candidates to provide a written candidate statement. A Question and Answer session with the candidate(s) will be held at ICANN72 in October. The session is tentatively scheduled for Tuesday, 26 October 2021 (16:00-17:00 UTC). The ccNSO Onboarding Course (ICANN Learn identifier 150.1) was created a few years ago, as part of the efforts by the ccNSO to inform the broader community about its role in supporting ccTLDs and its place within the ICANN ecosystem. The course is available on ICANN Learn, an online learning platform requested by and built for the global ICANN community. Courses cover the basics of what ICANN and the various Supporting Organisations and Advisory Committees do, how to get involved, and more. The Council then requested the OISC to take all steps necessary to start and complete the review as soon as possible, including but not limited to seeking volunteers to assist in the review, and developing a work plan and report to the Council on a regularly basis. A small team of ccTLD representatives – under the auspices of the OISC - is now expected to review the course and to recommend improvements. The team will perform an extensive revision of the current course, addressing both content, accessibility, and other aspects. How to apply?
