BACKGROUND As you will recall from the ccNSO governance sessions at ICANNs 69 and 70, the ccNSO Guidelines Review Committee (GRC) has asked members to consider updating the Rules of the ccNSO<https://ccnso.icann.org/en/about/rules.htm>, created in 2004 and currently in effect. This effort is about considering updates where current practices and circumstances have evolved over time and may warrant clarification and/or amendment. This effort also seeks to update and correct mis-references in the current rules resulting from interim changes to the ICANN Bylaws, including the Bylaws section number that addresses ccNSO. (The Rules refer to Bylaw Article IX, whereas the Bylaws article addressing ccNSO is now Article 10<https://www.icann.org/resources/pages/governance/bylaws-en/#article10>.) No change will be made to the current Rules, of course, without the required support of you, members of the ccNSO as per the current 2004 Rules – see Rules Section 8 – ‘Changes to the Rules’ (reproduced below). Working methodology – GRC Rules Subgroup At the ICANN70 ccNSO governance session the attendees agreed that GRC should establish a subgroup to work on moving this matter forward. The GRC formed such a group and I agreed to serve as the Subgroup Chair. The members of the Rules Subgroup are listed below. Since ICANN70, we as subgroup, have identified areas we believe should be the core of the new membership Rules based on your feedback in the previous sessions. The areas are detailed in the Preparatory document<https://community.icann.org/display/ccnsowkspc/ICANN71+Virtual+Policy+Forum…> for the Governance session. We ask that you consider these and come prepared to add your insight into whether and how the Rules might change. In addition is a set of slides that we intend to present at the upcoming session next week. Between January and April 2021, the ICANN org Meetings and Policy Development Support teams worked with the Supporting Organization (SO and Advisory Committee (AC) chairs to develop and finalize the guidelines. In the event that more than 66% of the votes received at the end of the voting period shall be in favor of the Council Recommendation, then the recommendation shall be conveyed to the Board in accordance with Item 14 below as the ccNSO Recommendation.” About ccPDP3-Retirement In February 2021 the ccNSO Working Group on the Retirement of country code Top-Level Domains (ccPDP3-RET [ccnso.icann.org]<https://urldefense.com/v3/__https:/ccnso.icann.org/en/workinggroups/pdp-ret…>) concluded its work by unanimously supporting the policy recommendations pertaining to the retirement of ccTLDs. This policy development effort was originally part of the third ccNSO Policy Development Process, which was initiated in 2017 to develop policy recommendations on the Retirement of ccTLDs (Part 1) and to develop policy recommendations for a Review Mechanism for decisions pertaining to the delegation, transfer, revocation and retirement of ccTLDs (Part 2). To expedite the ccNSO decision-making on the proposed recommended policy for the Retirement of ccTLDs, the ccNSO Council is expected to decide by 4 June 2021 (noon UTC) to separate Part 1 (on the Retirement of ccTLDs) and Part 2 (on Review Mechanism). This decision is taken after an extensive community consultation. During ICANN71, at the 17 June Council meeting, the ccNSO Council is expected to discuss and vote upon the proposed policy on the retirement of ccTLDs, as developed by the ccPDP3 Retirement WG. If approved, the recommendation will be put forth to the ccNSO members to vote on. The voting by the ccNSO members is expected to start on Wednesday, 7 July 2021 (00:01 UTC) and closes on Wednesday, 28 July 2021 (23:59 UTC). More details will be shared on the ccNSO members mailing list, and on the ccNSO website on 24 June. Only if the proposed Retirement Policy gets approved by the ccNSO members, the policy recommendations will be submitted to the ICANN Board of Directors for their consideration. Dear Councillors, The ccNSO secretariat is now initiating the selection process whereby the ccNSO Councillors are required to select a candidate who will serve on the 2022 ICANN Nominating Committee (NomCom) on behalf of the ccNSO. You are now expected to review the applications and rank the candidates, based on how well the candidates meet the set of requirements as listed in the call for expression of interest. The call for volunteers closed Wednesday, 9 June 2021 (23:59 UTC). Your most preferred candidate should receive four (4) points, the next candidate three (3) points, the second candidate two (2) points, and the third and least preferred candidate one (1) point. If you believe a candidate does not meet the criteria: please assign zero (0) points. !!! A kind reminder that the ccNSO Secretariat will track and publish for each council member its participation in the selection process. Selection Process After closure of the call for volunteers, the materials submitted will be sent to the ccNSO Councillors eligible to select the members for the roles of ccNSO appointed delegate to the NomCom. Based on each of the individual Councillor’s rankings, the Secretariat will prepare the overall ranking of all candidates and report the ranking to the ccNSO Council on Friday, 18 June 2021. Candidate qualification requirements ccNSO candidates are expected to have the support of a ccTLD manager (whether members or non-member of the ccNSO).
