Dear Councillors, If you have any questions or comments regarding the draft resolution below, please send an email to the ccNSO Council mailing list by Friday, 11 June 2021 (23:59 UTC). Unless there are concerns or objections by the aforementioned deadline, the resolution included below is considered to be accepted. Draft Resolution Decision The ccNSO Council adopts the revised Terms of Reference of the ccNSO Outreach and Involvement Standing Committee (OISC ToR version 2). The Council requests the secretariat to publish OISC ToR version 2 and to archive the previous version of the OISC ToR on the relevant section on the ccNSO website. Adoption by Council of OISC ToR version 2, effectively closes the ccNSO Guideline: ccNSO Travel Support and replaces the OISC ToR from December 2018. The adopted OISC ToR version 2 becomes effective seven (7) days after publication. Background The OISC Terms of Reference (ToR) documents processes and procedures pertaining to the ccNSO OISC and defines roles and responsibilities of those involved in the communication, application, assessment and decision-making processes regarding the ccNSO OISC. Following the creation of the OISC and Council’s request to integrate the activities of the ccNSO Community Onboarding Project (COP) and the ccNSO Travel Funding Committee into the OISC, the OISC revised its Terms of Reference and added the COP and Travel Fund related aspects as additional annexes to the OISC ToR (Annex B and C respectively). No further substantial edits were made. Please find the proposed revised version of the OISC ToR, as submitted by the OISC, attached (PDF). Triage recommendation 16-2021 (re GNSO IDN-EPDP)

Dear All, Item 16-2021 is the latest recommendations by the ccNSO Triage Committee, which is now being presented to Council for review and consideration. If you do not agree with the recommendation, kindly let me know at your earliest convenience, latest by 9 June 2021 (23:59 UTC). What is this about? The GNSO Council sent a Call for Volunteers concerning the Expedited Policy Development Process (EPDP) on Internationalized Domain Names (IDNs) to the ccNSO Council Chair. The ccNSO Council is requested to appoint up to 3 members to the GNSO IDN EPDP. This EPDP is expected to provide the GNSO Council with policy recommendations on: i) the definition of all gTLDs and the management of variant labels to facilitate the delegation of variant gTLDs in the root zone while achieving the security and usability goal of variant labels in a stable manner; and ii) how the IDN Implementation Guidelines, which Contracted Parties are required to comply with, should be updated in the future. You might notice that the pool of potential candidates from the ccTLD community is rather limited. Membership to this IDN EPDP requires a lot of effort, and the impact on ccTLD managers is limited. Also note that the GNSO EPDP (see enclosed) is about the current gTLDs, and domain names at the second level. Hence the limited impact on ccTLD managers. SubPro on the other hand is about future gTLDs. Liaisons from the ccNSO to the GNSO and vice versa are indeed in place, to track what is happening, inform about outcomes and flag potential concerns. About the Triage Committee * The Triage Committee is dedicated to quickly review incoming requests for input and make a suggestion to the Council on how to react on the requests. Dear Councillors, The ccNSO secretariat is now initiating the selection process whereby the ccNSO Councillors are required to select a candidate to become a member of the Customer Standing Committee (CSC), which ensures the satisfactory performance of the Internet Assigned Numbers Authority (IANA) naming function. You are now expected to review the applications and rank the candidates, based on how well the candidates meet the set of requirements as listed in the call for expression of interest. CSC members will be selected based on how well they meet the following set of skills and experience: * Direct experience and knowledge of the IANA naming function * Analytical skills, ability to interpret quantitative and qualitative evidence, and capacity to draw conclusions purely based on evidence. * Experience in managing and/or participating in committees (e.g. meeting coordination, reporting, and escalation) in order to contribute meaningfully to CSC processes * Demonstrated ability in relationship management to support diplomatic discussion, consensus driven decision making, and productive negotiation * Excellent communication skills in order to represent ccTLD interests and to keep the ccNSO and broader ccTLD community informed on progress * Ability to work and communicate in written and spoken English. Further a candidate: * Should commit to actively participate in the activities of the CSC on an on-going basis * Should be employed or have active backing by a ccTLD manager and should demonstrate the support by the ccTLD manager in respect to the required time commitment to participate actively in the CSC. Announcement: ccNSO Council has adopted the resolution to split the third ccNSO Policy Development Process

Today, 4 June 2021, the ccNSO Council has adopted the resolution to split the third ccNSO Policy Development Process, each following its own timeline independently of the other. After this resolution becomes effective ( 11 June 2021), the ccPDP on the Retirement of ccTLD will enter its final decision- making phase: First the ccNSO Council will have to adopt the proposed retirement policy, and after adoption, the ccNSO members will have to adopt it. The other part - on a review mechanism for decisions pertaining to the delegation, transfer, revocation and retirement of ccTLDs – is still at its development phase and the Review Mechanism Working Group continues its work. Voting Resolution on separation of ccPDP3 Part 1 and Part 2

Dear all, Per last Council meeting ( 20 May 2021) the Note on separation of part 1 and part 2 of ccPDP3 was circulated to you on 25 May 2021. To date no questions or comments were received. As said, after closure of the comment period the secretariat will start the Council email voting on the separation. As discussed on the call you are now asked to vote explicitly to support, abstain or object to the resolution below by Friday 4 June 2021, at noon UTC . For your reference, I have included the note again as well. Kind regards, Bart ----------------- Draft Resolution Background In February 2021 the ccNSO Working Group on Retirement of country code Top-Level Domains(ccTLDs) concluded its work by unanimously supporting the policy recommendations pertaining to the retirement of ccTLDs. This policy development effort is part of the third ccNSO Policy Development Process, which was initiated in 2017 to develop policy recommendations on the Retirement of ccTLDs (Part 1) and to develop policy recommendations for a Review Mechanism for decisions pertaining to the delegation, transfer, revocation, and retirement of ccTLDs (Part 2). In accordance with its 2017 Charter, the Chair of the Retirement WG conveyed the Final Paper of the Working Group to the Issue Manager of ccPDP3 to be included in the Initial Report of the ccPDP. The ccPDP3 Retirement WG believes - after extensive consultation of the ccTLD community and the ccNSO Council - that parting the Proposed Retirement Policy from the Review Mechanism would be beneficial to the process for the following reasons: * The originally anticipated dependency between the retirement process as will be proposed and recommended and the Review Mechanism - which is under development – has proven to be very limited and the area of interdependency is addressed in the proposed Retirement Policy. * The anticipated time saving of at least 3 months to make the Review Mechanism available to the community and to simplify the process by Combining Part 1 and Part 2 has been overtaken by events. * Deferring the decision-making on the Proposed Retirement Policy by the ccNSO Council and ccNSO Membership, will have an adverse effect on the decision-making process. Decision To expedite the ccNSO decision-making on the proposed recommended policy for the Retirement of ccTLDs, Part 1 of the third (3rd) ccNSO Policy Development Process (ccPDP3), shall be further treated separately and independently from Part 2 of ccPDP3 on developing a Review Mechanism and now follow the steps required under ICANN Bylaws Annex B, starting with section 9.c. Part 2 of ccPDP3, on review mechanism will continue according to the timeline and Annex B of the ICANN Bylaws. The Secretariat is requested to publish the Council decision as soon as possible after conclusion of the voting. The decision will become effective 7 days after publication.
