We have all been very affected (and still are) by this long-lasting pandemic and will never spread enough of those positive thoughts and messages of hope for a brighter future! We very much look forward to seeing you in person, hopefully later this year, even if today it is not possible to predict when it will be responsible to do so again. The ICANN Board has recently been briefed thoroughly on your input to the ICANN Public Meetings Strategy and wanted to thank you all for your constructive contribution to this important survey. The suggested changes will be implemented by ICANN org, and the ICANN Board will of course actively participate in the dialogue to find the best possible way forward in this, together. ICANN70 will mark the next step. In line with the decision to organize ICANN70 virtually and considering the current global situation with regard to the pandemic, various communities are arranging different times to engage the ICANN Board, either before, during or after ICANN70. We have learned to appreciate the opportunity to have this conversation during ICANN Public Meetings, and the survey conducted after ICANN69 confirmed that you do as well. Up until ICANN69, the ICANN Board has proposed a subject to you to discuss during our joint meetings. For ICANN70, we would like to invite you to propose questions for the ICANN Board to answer, or a subject to engage in an open discussion during our time together. Please note that we are not changing the current total time allotted per community. Translation-only Deadline For translation, please provide the final material(s) by Friday, 26 February 2021. This ensures that there is enough time to translate the publication. REMINDER: ICANN Continues the Pandemic Internet Access Reimbursement Program The Pandemic Internet Access Reimbursement Program aims to facilitate participation in ICANN Public Meetings during the COVID-19 pandemic, including the upcoming ICANN70 Virtual Community Forum. It offers financial assistance to ICANN community members who have limited Internet capacity to increase their Internet bandwidth. ICANN community members interested in the Pandemic Internet Access Reimbursement Program must apply in advance of ICANN70. Those who meet the eligibility requirements will be selected to participate. Nominations ICANN community leaders will have the opportunity to nominate recipients. This includes up to five nominees from each of the three Supporting Organizations, four Advisory Committees, four GNSO Stakeholder Groups and five GNSO Constituencies, and five RALOs from At-Large. In order to be reimbursed, all applicants must: Require additional bandwidth at home to facilitate their active participation during ICANN70. Have a valid personal bank account for ICANN org to wire the reimbursement funds. Register for ICANN70. Attend a minimum of four official ICANN70 sessions. Once ICANN community leaders have established their nominees, they can inform their nominees to apply for the program here beginning Monday, 8 February 2021. This effort seeks community input to enhance the important work of stakeholder engagement across North America by actively soliciting input into ICANN policy work. This advisory group will be time-limited (February-May 2021), will include two webinars, and be directed toward answering specific questions. With help from the community, the team hopes to surface implementable ideas with measurable impact to enhance engagement. Once complete, ICANN org will conduct a trend analysis and impact assessment. The Strategic Outlook Program is a joint effort of ICANN org, community, and Board to identify and track trends that are related to ICANN. This ensures that these opportunities and challenges are incorporated into current and future planning. Every year, new trends or shifts in existing trends impacting the operating plans (five-year or annual) and/or budget are factored into the annual iteration of those plans as appropriate. As you may know, the GNSO Council requested a Preliminary Issue Report on this topic and has now received the Final Issue Report from Policy Support Staff. The GNSO Council will be considering whether to initiate a PDP to review the Transfer Policy during its 18 February meeting and will also be discussing the composition of the Working Group should it be initiated. The draft Charter included as Annex A of the Final Issue Report describes a Working Group with a representative model and a limited number of members. The following summarizes the proposed roles: Members, who are responsible for active participation, preliminary deliberations, and consensus; Alternates, who only participate if a Member is not available, but will be responsible for keeping up with Working Group; Observers, who may follow the work but do not have posting or speaking rights during WG meetings. The GNSO Council recognizes that the subject matter of this PDP may be of greater interest to some groups than others. We also recognize that community volunteer resources may be limited and available resources may depend on the timing of the PDP’s initiation. Therefore, the GNSO Council is interested in your group’s input on the following questions: Is your group comfortable with the proposed membership model as outlined above? Can you provide an indication of how many members you believe your group would like to assign to this Working Group? Do you have any concerns from a resource perspective about the PDP beginning as soon as possible? If so, please provide details. ccNSO Statement procedure to respond to ICANN legal’s query on the proposed change to Article 10 of the ICANN Bylaws

Dear Councillors, As you may recall, the Council decided on 8 December 2020 via an intermeeting decision to launch a ccNSO Statement procedure to respond to ICANN legal’s query on the proposed change to Article 10 of the ICANN Bylaws, to enable the inclusion of IDN ccTLDs in the ccNSO. The reason for using this procedure was to ensure * the ccNSO Membership is aware of the proposed amendment of the originally proposed changes; and * the ccNSO Membership does not object. This is important, as the original proposals were developed as part of ccPDP2. Following the 8 December Council decision, a drafting team was established and Council appointed Ai-Chin Lu as chair. On behalf of Ai-Chin, the secretariat submits the Draft Statement for adoption. The Statement consist of two parts: 1. A cover letter to ICANN legal 2. The final draft response to ICANN legal (version with and without track changes) The drafting team - consisting of Ai-Chin Lu (.tw) | drafting team Chair, Hirofumi Hotta (.jp), Jiankang Yao (.cn) and Mira Fajri (.id) - prepared the final draft response. Per applicable ccNSO Guideline, the draft was shared with the Council to seek initial comments, and subsequently with the ccNSO membership for their review and feedback. At the closure of the consultation round, one comment was submitted, based on which the drafting team decided to strike the second sentence in Article 10, Section 10.4 (a), to avoid confusion. No further changes were made to the draft response and no objections received on the proposed Statement. Once adopted, the chair of the ccNSO is requested to send the Statement to ICANN legal as a response to ICANN Legal on their letter. In the course of preparing the draft, the Drafting Team identified four (4) issues, which - although they do not directly relate to the letter from ICANN legal, - the Drafting Team wishes to bring to Council’s attention and consideration: 1. The drafting team wishes to thank Council for its initial review. Councilors previously expressed a clear mark-up of the requested changes to the text in the bylaws. The ccNSO Secretariat made an attempt to highlight the sections that were changed, but since it did not add to the clarity, the drafting team agreed to skip this step. For transparency reasons and ease of comparison, all relevant current documents were shared with the ccNSO members as links in the background section of the email 1. Based on a question by a ccNSO member regarding the use of “by electronic means” instead of “email vote” as method of voting in Article 10, Section 10.4 (i), the drafting team expressed a clear preference to use the more generic term in the ICANN Bylaws, to ensure technology-independency. Details about the voting process and related tools should be provided in the ccNSO internal procedures. 1. The drafting team wishes to inform the Council that the principle of one vote per member for those organizations or entities that manage multiple ASCII ccTLDs will not be affected by the proposed Bylaw change. This implies that those organizations or entities that have become member for two or more ccTLDs and have become member of the ccNSO will still be able to cast two or more votes in formal voting processes (in the Board nomination process, the Council elections and in membership approval voting of ccPDPs). As was noted in the ccPDP2 part 2, this issue may need to be addressed at one point, to ensure parity of members, who run multiple ccTLDs. Note, Organizations or entities who run multiple IDN ccTLDs related to one (1) country or territory will at a maximum have one (1) vote. 1. The drafting team wishes to inform Council that the bylaw change will have consequences for the ccNSO Council election guideline and ccNSO Board nomination guideline (see: https://ccnso.icann.org/en/about/guidelines.htm ), following Article 10, Section 10.4(h): nomination by any ccNSO member.
