This effort seeks community input to enhance the important work of stakeholder engagement across North America by actively soliciting input into ICANN policy and work processes. This advisory group will be time-limited (February - May 2021), will include two webinars, and be directed toward answering specific questions. With help from the community, the team hopes to surface implementable ideas with measurable impact to enhance engagement. Kindly send your reply with one or two named volunteers for this activity by Friday, 12 February 2021. Please send your reply to naela.sarras(a)icann.org and joe.catapano(a)icann.org. REMINDER: ICANN Continues the Pandemic Internet Access Reimbursement Program Interested community members must apply in advance of ICANN70, and those who meet the eligibility requirements will be selected to participate. The application process will open Monday, 8 February 2021 and program details are available here. The application deadline is Friday, 5 March 2021 at 23:59 (UTC). This program aims to facilitate participation in ICANN Public Meetings during the pandemic. It offers community members who have limited Internet capacity financial assistance to increase their Internet bandwidth. Community leaders will have the opportunity to nominate recipients to the program. This includes up to five nominees from each of the three Supporting Organizations, four Advisory Committees, four GNSO Stakeholder Groups and five GNSO Constituencies, and five RALOs from At-Large. In order to be reimbursed, all applicants must: Require additional bandwidth at home to facilitate their active participation in ICANN70. Have a valid personal bank account for ICANN org to wire the reimbursement funds. Register for ICANN70. Attend a minimum of four official ICANN70 sessions. Once community leaders have established their nominees, they can inform their nominees to apply for the program here beginning Monday, 8 February 2021. Chairs should send their list to travelsupport(a)icann.org so that ICANN org can verify the applications. Dear Heiki, Thank you very much for your review of the draft ccNSO response to questions from ICANN legal regarding a Bylaw change to include IDN ccTLDs as members to the ccNSO. Following closure of the comment period, the drafting team met on 3 February, and discussed your comments. Please find included the response by the drafting team. Article 10, Section 10.4 (a) The drafting team fully agrees that it should be clear that only ccTLD managers can become members to the ccNSO. So to avoid confusion, the drafting team suggests to completely strike the second sentence: “Any organization or entity that meets the membership qualifications stated in this Section shall be entitled to be member of the ccNSO.” Please find a revised version with track changes enclosed (v3-03022021). Article 10, Section 10.4 (i) Regarding the tool used during elections, the suggestion is to replace “email” with “by electronic means”. There is a clear preference to use the more generic term in the ICANN Bylaws, to be technology independent. Details about the voting process and related tools will be provided in the ccNSO procedures. The drafting team hopes your concerns are addressed. If there are no further comments by Friday, 5 February (23:59 UTC), the ccNSO Council will be asked to adopt v3_03022021 of the draft response. Overall, we support the ICANN Legal's edits to the initial ccNSO's proposal. Regarding the ccNSO's response letter to ICANN Legal, we suggest the following edits to the letter: 1) Article 10, Section 10.4 (a): Not knowing the drafting team's reasoning behind this, we suggest not to change "any ccTLD manager" to "any organization or entity". Changing this would create a false perception that any organization or entity could become a member of ccNSO. According to the following Sections from the Bylaws, it is clear that only a ccTLD manager is entitled to be a member of ccNSO, not any organization or entity. Dear All, Stephen reminded me that we may have received a letter from the government of Nuie, which is now included (see below). We received a copy of the letter on 16 December 2020 from .nu GAC representative (Pär Brumark) as did the GAC Secretariat. Please note, the letter is addressed to the ICANN Board of Directors, IANA, ccNSO and GAC and deals with one specific ccTLD: .nu. Also note that the email stated “do not reply to this email”. As we were not asked to respond or take any other actions, we did not take it further. In addition, and more importantly, even if we were asked to respond (as has happened on other occasions such as complaints from individuals), neither the ccNSO nor the ccNSO Council have ever considered any other position than that individual cases or issues should be dealt with locally, i.e. by the parties involved. I trust that you, in your role as Councillors, will treat this letter with the appropriate level of discretion and refrain from comments that might be interpreted as a position different from the one we have always expressed (i.e. it is a local matter) unless otherwise discussed and agreed by the Council.
