Dear All, In March 2020, at the conclusion of ICANN67 in Cancun, the 3-year term of the following ccNSO Councillors ends: * Souleymane Oumtanaga (Africa) * Hirofumi Hotta (Asia-Pacific) * Giovanni Seppia (Europe) * Alejandra Reynoso (Latin America/Caribbean) * Stephen Deerhake (North America) The ccNSO is opening a call for nominations to fill those seats. The nomination and secondment procedure starts Tuesday, 24 September 2019 (00:01 UTC) and closes 3 weeks later Tuesday, 15 October 2019 (23:59 UTC). This announcement will also be published here: https://ccnso.icann.org/en/news/announcements Bylaw Article 10 – Section 10.4 (g)<https://www.icann.org/resources/pages/governance/bylaws-en/#article10> states: "(g) The ccNSO Council members selected by the ccNSO members from each Geographic Region (see Section 10.3(a)(i)) shall be selected through nomination, and if necessary, election, by the ccNSO members within that Geographic Region. At least 90 days before the end of the regular term of any ccNSO-member-selected member of the ccNSO Council, or upon the occurrence of a vacancy in the seat of such a ccNSO Council member, the ccNSO Council shall establish a nomination and election schedule, which shall be sent to all ccNSO members within the Geographic Region and posted on the Website." How to nominate and second a candidate Timeline The nomination and secondment procedure Tuesday, 24 September 2019 (00:01 UTC) and closes 3 weeks later, on Tuesday, 15 October 2019 (23:59 UTC) Who can nominate/second? Bylaw Article 10 – Section 10.4 (h)<https://www.icann.org/resources/pages/governance/bylaws-en/#article10> states: “(h) Any ccNSO member may nominate an individual to serve as a ccNSO Council member representing the ccNSO member’s Geographic Region. Nominations must be seconded by another ccNSO member from the same Geographic Region. By accepting their nomination, individuals nominated to the ccNSO Council agree to support the policies committed to by ccNSO members.” As per the relevant ccNSO guideline<https://ccnso.icann.org/sites/default/files/field-attached/guideline-ccnso-…>, new ccNSO members are able to participate in the nomination process if the ccNSO membership application has been approved by the ccNSO Council one day prior the nomination process starts, i.e. latest on 23 September 2019. Self-nominations As per the relevant ccNSO guideline<https://ccnso.icann.org/sites/default/files/field-attached/guideline-ccnso-…>, ccNSO members may self-nominate themselves, but are not allowed to second their nomination. Self-nominations must be seconded by two ccNSO members from the region. Individuals are elected in their personal capacity and serve the ccTLD community. Councillors do not represent the views and interests of their employers. Candidates need to be neither resident in the region nor a citizen of a country within the region in which they stand for election. A valid candidate is one that has been nominated and seconded according to the ccNSO council Election Guideline<https://ccnso.icann.org/sites/default/files/field-attached/guideline-ccnso-…>, and that has accepted the nomination. If there is more than one valid candidate in a Geographical Region, an election shall be conducted in that region. Voting will be by secret ballot: the ballot is identified only by a code and not by a name. Accepting nominations After closure of the nomination period, the Election Manager will ask the candidates that are nominated to accept their nomination. Self-nominations are understood to have accepted their nomination. The Election Manager will provide a list with the name(s) of the candidate(s) who have accepted their nomination. A Q&A session will be held at the upcoming ccNSO Members Meeting at ICANN66 in Montréal, Canada. Hello all, The ccNSO Meetings Programme Committee is seeking a limited number of presenters for the upcoming ccNSO Member Meeting (ccTLD news session) at the November 2019 ICANN AGM in Montreal (ICANN66<https://meetings.icann.org/en/montreal66>). Notification of the ccNSO Council's nominations shall be given by the ccNSO Council Chair in writing to the EC Administration, with a copy to the Secretary, and the EC shall promptly act on it as provided in Section 7.25." Even if there is only one candidate that accepted nomination for ICANN Board seat number 11, an election will be held, to allow the ccNSO members to either cast their vote for the candidate, or to select the option “none of the above”. The ccNSO Council and ccNSO members have agreed that the ccNSO members shall propose and elect candidates for the two ICANN Board seats allocated to the ccNSO, and that the winner of said election - i.e. the candidate that receives the majority of the votes cast - shall in turn be nominated to the ICANN Board seat by a majority vote of the ccNSO Council. Joke NOTES ccNSO Council Meeting 19 September 2019 |18.00 UTC 1. Welcome and roll call Welcome by Katrina. We are quorate. Apologies from: Margarita Valdes, Leonid Todorov, Miguel Ignacio Estrada, Giovanni Seppia, Philippe Fouquart, Nick Wenban-Smith. 2. Minutes & Action Items Minutes have been approved. Some action items still ongoing 3. Intermeeting decisions (since 22 August 2018) · Submission Council Statement Draft report 2nd ccNSO Review. · Proposal to appoint Frederico Neves as the ccNSO appointed co-chair of the IFRT. · Approval of membership application ccNSO of . cg, .bj, .zm, .gl and .vu · Submission letter to the ICANN Board of Directors on IDN ccTLD policy · Submission ccNSO Council ATRT 3 survey. Only Katrina provided input. 4. Update “ccNSO membership” following transfer of management of ccTLD Overview by Joke Braeken. Report was shared with mailing list last Friday. 2 types of verifications: 1. Match with IANA database (.lc, .vi and .vn still pending. 7 ccTLDs were terminated, 3 of them re-applied.) 2. General accuracy check. 49 ccTLDs requested changes. See details in annex of the report Total number of ccNSO members, as of yesterday 18 Sept: 170. (.vu as youngest member) Look into the 3 pending ccTLDs closer to the start of the elections. 5. Update ccNSO related ICANN Bylaw Change Repository Katrina reached out to the chairs, to seek support. ALAC supports the change, as included in the report by Segun. At least one more decisional participant sought to support the change. Community Forum scheduled for sunday morning, tentatively. ALAC and 2 other DP’s to formally acknowledge their agreement, prior to Montreal. In that case the Community Forum can take place remotely, and does not need to take place in Montreal. Katrina mentioned that according to the bylaws, the community forum is not mandatory. Even if there is sufficient support from a sufficient number of participants, we still should have a community forum? Forum is optional. What is the process to request a Community Forum? Bylaws: https://www.icann.org/resources/pages/governance/bylaws-en/#annexD Action item: * we need to prepare a formal notification as the ccNSO (one of the DP’s), that we support. * Send bylaws section to Jordan, where it says that the Community Forum is optional. * Clarify what the process is to request a Community Forum 6. Update CSC membership (members and liaisons) approval process New member to CSC. Alejandra stepped forward and was selected. Meanwhile a member from the RySG stepped down. They hope to select a candidate by the end of this month. Both Councils need to approve the full slate of the CSC, which includes members and liaisons. 7. Update ccNSO Selection Boards seat 11 & Council Election procedures Call for nominations: 11 September, 2 October Candidate statements at ICANN66 Nominated & seconded: Patricio Poblete and Calvin Browne. Elections post due diligence verifications in January 8. Update IANA Function Review Federico Neves appointed as co-chair. Objections? None Abstentions? None Resolution is passed 9. Depending on the response, ccPDP will be closed and the discussion on the inclusion of IDNccTLDs in ccNSO can start. By Montreal, the letter from the Board will probably be sent. To be verified with ICANN org. Assuming the council receives a response: * Separate the current proposals in the ccPDP out of the Board report. Request the Board to implement them, and change article 10 accordingly. In parallel, have a discussion with the ccTLDs on the proposed changes to article 10. Depending on the discussions in Montreal * Launch PDP4 at the Montreal meeting. Includes requesting an issue report, appoint an issue manager, and come up with a tentative timeline. Advise is to include that the issue report should be limited to the issues identified in the GAP analysis report. The report should propose on how these issues should be addressed. Call for volunteers, to assist the issue manager in drafting the issue report. A face-to-face meeting is scheduled for Thursday 7 November at ICANN66 (10:30-12:00). 11. ccNSO Organisational Review: Next Steps Merid.org has submitted its final report. MSSI has prepared some templates. We should look at the recommendations, and make an analysis and implementation plan of those that are in the scope of the ccNSO. The website is for instance not entirely within the scope of the ccNSO. Members of the Review Working Party are invited to look at the template with the recommendations, and to come up with an assessment and implementation plan, for approval by the ccNSO Council. Stephen volunteered to take the lead of this topic as part of the Council Workshop in Montreal. Working party will most likely not finish the work by Montreal. Assessment to see what council can do, and see what helps the RWP move forward. 12. PDP 3 Part 1 Retirement – Update Draft policy is available. The cNSO Council confirms appointment of Frederico as ccNSO appointed co-chair to the IFRT, and request the secretariat to inform relevant staff of ICANN Org and the ccNSO appointed IFRT members of the appointment Emoji SG Final report For adoption Background: The Emoji Study Group intends to submit its final report by the Council meeting of 19 September 2019 for adoption. It is suggested to either take an email vote or decision at the September Council meeting. For you information the report will be shared before the upcoming meeting for informational purposes. The draft Observations and Recommendations are: Observations: ● Potential for confusability with emoji is significant but is currently contained given the small number of registries which accept the registration of domain names which include emoji. ● Some in the emoji domain name industry have proposed Whitelisting as a potential solution to address confusability Recommendations 1.Dialogue Following the Study Group’s efforts to liaise with as many relevant parties as feasible (including ccTLDs) one of the findings is that a full and frank dialogue with ccTLDs accepting emojis as second level domains should be continued and fostered. It should be ensured that both potential harms of and the reasons for accepting emojis should be well understood. This dialogue, however, will only succeed if all relevant parties participate. The ccNSO Council is requested to share the Study Group’s final report with the ccTLD community, and in particular with those ccTLDs that have been identified by the Study Group as accepting emojis in second level domains. 2. Define and communicate consistently what is and what is not an Emoji. To understand the breadth of use and issues associated with the use of emoji in domain names the Study Group looked at the definitions of emoji which are currently available. One of the observations made was that In trying to arrive at an authoritative and all-encompassing definition of what is an emoji one may, at least for the moment, have to settle on referring to the latest version of emoji as documented by the Unicode Consortium (see above). However the Study Group is aware that this definition is unsatisfactory for many reasons. It is therefore recommended that the issue of definition of what is and what is not an emoji be further explored by the broader community. 3. Identification of cc’s and others accepting Emojis in second level domains. As mentioned in the report, the Study Group used a variety of ad-hoc methods to identify ccTLDs that include emojis in second level domains. However the Study Group is well aware that these methods were not systematically developed, nor applied consistently across namespaces. One of the underlying issues is definitional in nature (see the previous point and related findings of the Study Group). To understand the full scope of the issues, a systematic and consistent research approach is advised to provide a sound basis for well-informed and evidence based discussions and recommendations. The Study Group therefore recommends that the ccNSO Council advises ICANN that, prior to taking further steps, ICANN and the broader community consider clearly delineating what it considers emoji and develop systemic methods to identify (cc)TLDs who include emoji (however defined) as second level domains. Draft Resolution The ccNSO Council adopts the Final report of the Emoji Study Group and supports the recommendations contained in it. The Council requests its chair to inform the ICANN Board of Directors accordingly in response to ICANN Board resolutions 2017.11.02.10 and 2017.11.02.11. The membership of the ESG is thanked wholeheartedly for its work.
