The nomination period for this position will open on Wednesday, 2 July 2025 at 00:01 UTC and close on Wednesday, 23 July 2025 at 23:59 UTC. By ICANN87, Patricio will have served two consecutive terms and is therefore eligible for reappointment, as the maximum allowed is three consecutive terms. In line with the ICANN Bylaws and ccNSO internal procedures, the ccNSO Council must select a candidate by 17 April 2026 - six months prior to ICANN87. Voting will take place in November 2025, following the completion of due diligence checks by an external professional firm. Requirements for suitably qualified candidates: citizenship or domicile Bylaw Article 7 – Section 7.2 (c)<https://www.icann.org/resources/pages/governance/bylaws-en/#article7> states: "(c) In carrying out their responsibilities to nominate Directors for Seats 9 through 15 for designation by the EC, the Supporting Organizations and the At-Large Community shall seek to ensure that the Board is composed of Directors who, in the aggregate, display diversity in geography, culture, skills, experience, and perspective, by applying the criteria set forth in Section 7.3, Section 7.4 and Section 7.5. The Supporting Organizations shall ensure that, at any given time, no two Directors nominated by a Supporting Organization are citizens from the same country or of countries located in the same Geographic Region. For purposes of this Section 7.2(c), if any candidate for Director maintains citizenship or Domicile of more than one country, that candidate may be deemed to be from either country and must select in his or her Statement of Interest the country of citizenship or Domicile that he or she wants the Supporting Organization or the At-Large Community, as applicable, to use for nomination purposes. For purposes of this Section 7.2(c), a person can only have one Domicile, which shall be determined by where the candidate has a permanent residence and place of habitation." Still, if there is an employment or other relationship, the candidate should disclose it as part of their Candidate Statement." Accepting nominations and due diligence verifications After closure of the nomination period, the Nomination Process Manager will ascertain whether the nominee(s) formally accept their nomination(s), and ask them to complete a nomination form. The deadline to accept nominations is 31 July 2025 (23:59 UTC). By 1 August 2025 (23:59 UTC), the Nomination Process Manager shall provide a list with the name(s) of the candidate(s) who have accepted their nomination. By acceptance of the nomination, a nominee warrants, is aware of, and consents to: * The Country of Citizenship or Domicile included in the nomination form; * The additional qualifications as per ICANN Bylaws Section 7.4(a), 7.4(b), 7.4(c), 7.4(d) * Fully cooperate to undergo a due diligence screening by an external provider, which includes providing necessary consent to ICANN to transmit personal data to the due diligence provider. Candidates need to be aware that they will be approached by the external due diligence provider to sign a consent form before the actual due diligence will begin. In the event a candidate does not provide consent or rescinds the consent to undergo the due diligence process, the Council will be informed, and the candidacy of that person will be ended. After completion of the due diligence process, the Chair of the ccNSO Council will be informed of the outcome and inform the Council (with the exception of potential candidate(s) who are Councillor), i.e., only whether concerns have surfaced, which warrant further consideration and decisions. Candidate Statements The Nomination Process Manager will ask candidate(s) to provide a written candidate statement. A Q&A session with the candidate(s) will be held at ICANN84. The Q&A session gives the ccNSO members and broader ccTLD community an opportunity to interact with the candidate(s). In preparation of the Q&A session, the written candidate statements will be posted on the ccNSO website. Elections Bylaw Article 10 – Section 10.3 (i)<https://www.icann.org/resources/pages/governance/bylaws-en/#article10> states: "(i) The ccNSO Council shall nominate individuals to fill Seats 11 and 12 on the Board by written ballot or by action at a meeting; any such nomination must have affirmative votes of a majority of all the members of the ccNSO Council then in office. Notification of the ccNSO Council's nominations shall be given by the ccNSO Council Chair in writing to the EC Administration, with a copy to the Secretary, and the EC shall promptly act on it as provided in Section 7.25." Even if there is only one candidate that accepted nomination for ICANN Board seat number 11, an election will be held, to allow the ccNSO members to either cast their vote for the candidate, or to select the option "none of the above". The ccNSO Council and ccNSO members have agreed that the ccNSO members shall propose and elect candidates for the two ICANN Board seats allocated to the ccNSO, and that the winner of said election - i.e. the candidate that receives the majority of the votes cast - shall in turn be nominated to the ICANN Board seat by a majority vote of the ccNSO Council. Adoption ccNSO portfolio FY 26-27 For discussion and adoption Overview of portfolio of activities, resourcing & and prioritization Background material: Note and recommendation Triage Committee Draft Resolution Background - In its note to the ccNSO Council dated 10 July, “Setting priorities – What is ccNSO expected to deliver during FY26 -FY27?” the ccNSO Triage Committee noted that following the ccNSO Purpose and Goals Statement<https://ccnso.icann.org/en/about/purpose-goals-25jul24-en.pdf>, ccNSO activities need to add value to ccTLDs in at least one of the following areas: - Policy development - Sharing of Information and practices - ICANN related work - ccNSO Foundational work For FY26-27, most work items are already underway or known to be pending. The bulk of the activities are related to sharing information and practices on specific themes (such as Internet Governance, DNS Abuse, Universal Acceptance, Tech Day). Within these themes, a topical approach by the committee or working groups drives the (work) agenda and activities, which are geared around and towards sessions at ICANN meetings. Activities to deliver on these work items or topics are handled at committee level, including their prioritization. The number of current work items under the ccNSO policy related work items is limited. Two ongoing work items have been identified (assistance implementation ccPDP3 Review Mechanism and similar work re ccPDP4). As suggested by the PGA, several Study Groups are pending: Two for which Terms of Reference have been developed and four that still need to be chartered. The ccNSO also undertakes activities which are directly or indirectly ICANN bylaw mandated. They will be undertaken, with or without participation of the ccNSO. Deferring or non-participation will result in limited or no influence in the (outcome) of these efforts. This includes amongst others, the “review of reviews”. Foundational work of the ccNSO is primarily related to the governance, management and administration of the ccNSO, and consist of ongoing work and innovation in this area. Due to resourcing constraints the ccNSO is not in a position to take on all of (pending) work items and deliver on them in parallel. Some pending items will need to be deferred or delivery on current items need to be postponed and/or delayed by the groups themselves, also to mitigate the risk of diminishing quality. Taking into account the limited availability of volunteers and staff, the Council is recommended to launch the Disaster Recovery Study Group first around ICANN84, after the bulk of the work of the ccPAIG Review Mechanisms is concluded, and before the start of the IANA Data Accuracy Study Group. However, the council is advised to start preparing the work of the IANA Data Accuracy Group before ICANN84, to use ICANN84 to raise interest and discuss planning. The subject of disaster recovery has overlap and hence is of interest to people involved in the Operational Stability and Security theme and will most likely attract people who are not engaged in policy work nor in “review of reviews”. Decision The ccNSO Council adopts the FY26-27 workplan as proposed by the Council Triage Committee, and included in its note to Council circulated on 10 July 2025. Call for nominations Board Seat 11: decision regarding election According to the Guideline (https://ccnso.icann.org/workinggroups/ccnso-nominations-icann-board-guideli…) section 3.7, the members have an opportunity to vote even if there is only one (1) candidate. This was introduced at request of some form the community to allow them to express that they would not support the candidate by checking the option “None of the Above”. For this election and going forward, it is proposed that in case of only one candidate no voting will be required and if there are two or more candidates the option “None of the above” is struck from the ballot. The reasons to suggest this decision is that it has become more difficult over time to explain the background and rationale of the option. In addition, and related, having to vote with only one (1) candidate on the ballot is unnecessarily cumbersome, both for the emissaries and staff. Draft Resolution Background - According to the applicable Guideline (https://ccnso.icann.org/workinggroups/ccnso-nominations-icann-board-guideli…) section 3.7, ccNSO members have an opportunity to vote even if there is only one (1) candidate. This was introduced at request of some members of the community in 2017 to allow them to express that they would not support a candidate by checking the option “None of the Above”. For this election and going forward, it is proposed that in case of only one candidate no voting will be required and if there are two or more candidates the option “None of the above” is struck from the ballot. Decision - The ccNSO Council support the suggestion to strike the option “None of the above” from the ballot, and support the suggestion that no election is needed if only one candidate has been duly nominated, seconded, and accepted the nomination. The secretariat is requested to adjust the Board Nomination timeline accordingly (i.e. for the case of only one candidate) and the ballot. Although administrative in nature, this decision affects members directly, hence this decision becomes effective seven (7) days after publication. 14. Approval of 2nd IANA Function Review Team recommendations No decision, deferred until August meeting. Background material - ccNSO Council is required to support recommendations from the 2nd IFRT to make it to a Bylaw change: Section 18.6 (b) of the Bylaws<https://www.icann.org/en/governance/bylaws#article18> reads that any recommendations by the IFR that would amend the IANA Naming Function Contract shall only become effective if: (i) The IFR Recommendation has been approved by the vote of (A) a supermajority of the ccNSO Council (pursuant to the ccNSO's procedures or, if such procedures do not define a supermajority, two-thirds (2/3) of the ccNSO Council's members) and (B) a GNSO Supermajority;” The IFR2 will make the following recommendations that meet the above criteria (note: the IFR2 draft report<https://www.icann.org/ar/public-comment/proceeding/second-iana-naming-funct…> that was published for public comment in March-April 2025 also included these two recommendations and received no objections. The final report is now moving through the final consensus steps with the IFR2). · Recommendation 1: The IFRT2 recommends removing the policy details from the IANA Naming Function Contract (see Annex A, 4 (i) (1)). · Recommendation 2: The IFRT2 recommends identifying and pointing to the appropriate policy authority for DNSSEC in the IANA Naming Function Contract (see Annex A, 4 (i) (1)). 15. Dear Roelof Thank you for your kind comments. Yes, a refined model including an additional upper band was presented in Prague as part of what the working group was considering at the moment. However, during its deliberations, and reviewing both bands and proposed contributions, the working group concluded that modifying the upper bands was not going to have a major impact overall, taking into account that the upper level of contribution from 2013 and the proposed contribution would remain the same. Hence, the additional upper band was dropped, leaving the rest of the refinements of bands as proposed. The first review in 2018 led to invoicing process improvements. The second review, which began at ICANN81, is now concluding. The FIN2 WG was tasked with reviewing and improving the existing financial contribution model to ensure it is fair, equitable and encourages voluntary contributions at a reasonable level. The group focused on * Reviewing the ccTLD Shared Cost model * Assessing the current banded contribution system * Proposing ways to close the gap between actual and reasonable contributions The Shared Cost model—also known as the value exchange model—was originally developed in 2013 as a joint effort by the ccNSO and ICANN org. It outlines how ICANN and ccTLD each bring value to each other , and how costs incurred are allocated. The WG recommends that ICANN receives a fair compensation to ICANN for services that benefit the ccTLD community. Recently, the FIN2 WG and ICANN org revisited the 2013 calculation methodology. Call for nominations Board Seat 11: decision regarding election According to the Guideline (https://ccnso.icann.org/workinggroups/ccnso-nominations-icann-board-guideli…) section 3.7, the members have an opportunity to vote even if there is only one (1) candidate. This was introduced at request of some form the community to allow them to express that they would not support the candidate by checking the option “None of the Above”. For this election and going forward, it is proposed that in case of only one candidate no voting will be required and if two or more candidates the option “None of the above” is struck from the ballot. The reasons to suggest this decision is that it has become more difficult over time to explain the background and rationale of the option. In addition, and related, having to vote with only one (1) candidate on the ballot is unnecessarily cumbersome, both for the emissaries and staff. 14. Approval of 2nd IANA Function Review Team recommendations Background material - ccNSO Council is required to support recommendations from the 2nd IFRT to make it to a Bylaw change: Section 18.6 (b) of the Bylaws<https://www.icann.org/en/governance/bylaws#article18> reads that any recommendations by the IFR that would amend the IANA Naming Function Contract shall only become effective if: (i) The IFR Recommendation has been approved by the vote of (A) a supermajority of the ccNSO Council (pursuant to the ccNSO's procedures or, if such procedures do not define a supermajority, two-thirds (2/3) of the ccNSO Council's members) and (B) a GNSO Supermajority;” The IFR2 will make the following recommendations that meet the above criteria (note: the IFR2 draft report<https://www.icann.org/ar/public-comment/proceeding/second-iana-naming-funct…> that was published for public comment in March-April 2025 also included these two recommendations and received no objections. The final report is now moving through the final consensus steps with the IFR2). ● Recommendation 1: The IFRT2 recommends removing the policy details from the IANA Naming Function Contract (see Annex A, 4 (i) (1)). ● Recommendation 2: The IFRT2 recommends identifying and pointing to the appropriate policy authority for DNSSEC in the IANA Naming Function Contract (see Annex A, 4 (i) (1)). 15. Greetings, First, I want to thank everyone for participating, and that we were quorate. Second, I want to emphasize the importance of what we did; we did not just act as the ccNSO Council today; we acted as an Empowered Community member under the ICANN Bylaws, as we are entitled to. That is an important distinction. Although we ended up not agreeing with our colleagues from the At Large Community regarding their issue with the Board, we did engage in the process afforded to us under the ICANN Bylaws.
