COUNCIL DECISION NEEDED 26 FEBRUARY 2014: Formation Ad-Hoc Group Internet Governance

Dear all, One of the agenda items on the agenda of the council call 20 February was the formation of the Ad Hoc Study Group Internet Governance (agenda item 3.4) . As the cCouncil was not quorate, you ar enow kindly requested to vote per email. Background At its meeting in Buenos Aires (20 November 2013), the ccNSO Council discussed the need to keep track of the developments in the various Internet Governance tracks such as the IStar group, 1Net, the Brazil conference on Internet Governance and ICANN’s Strategy Panels. Volunteers related to ccTLDs and ccTLD regional Organizations offered to keep track of the developments, and inform the ccNSO on a regular basis. In order to structure the efforts of these volunteers and keep the ccNSO membership and the broader ccTLD community abreast of the developments it is suggested to create an Ad-Hoc Group on “Internet Governance”, which will initially include the volunteers already active. The volunteers have been informed and no disagreement been noted. A draft Statement of Purpose for the group has been circulated on the ccNSO Council email list. Proposed Resolution The ccNSO Council: 1. Adopts the proposed statement on purpose and scope of activities “Internet Governance” study group. 2. Appoints its chair Byron Holland ( .ca) as the chair of the group, and request the chair to ask the volunteers, who already keep track of the developments to participate as volunteer of this group. 3. Requests the secretariat to set-up a webpage on the ccNSO web-site with purpose to disseminate relevant information to the ccNSO membership and ccTLD community at-large Please email to the list before 26 February, in particular if you do not support the resolution or abstain from voting. Dear all, One of the agenda items on the agenda of the council call 20 February was the ceasing the sponsored ccNSO lunches at ICANN meetings (agenda item 4) . As the Council was not quorate, you are kindly requested to vote per email. ccNSO Sponsored Lunches Background Since the beginning of the ccNSO, the ccTLD Community has been invited to sponsored lunches during the two ccNSO meeting days. When possible, the Tech Day participants have also received sponsored boxed lunches. Arranging these lunches has been an extra service in order to create a good and uniting atmosphere among the community. However, providing the sponsored lunches have become challenging, due to: * Increased membership and attendance of ccNSO meetings.The number of attendees has increased, lately surpassing the number of available seats/ free lunch tickets * Increased pricing; * Difficulty in finding adequate sponsoring * Disproportionate burden on the secretariat See also the preparatory note from the secretariat Proposed Resolution The ccNSO Council decides to cease the organization of the ccNSO sponsored lunches as of the ccNSO meeting in London (22-26 June 2014), and to inform the ccNSO membership and broader ccTLD community accordingly during the ccNSO meeting in Singapore ( 25-26 March 2014). Update: GAC-ccNSO session improvement efforts

Hi Everyone, A brief update on the efforts to improve the GAC-ccNSO exchanges. I will report on the progress at the next call, but in the meantime Id be interested in your thoughts and suggestions. Regards, Peter Background: At the council session in Buenos Aires, PVR was tasked to look into means for improving the quality of the GAC-ccNSO sessions during ICANN meetings. Previous attempts to improve the satisfaction scores on the ccNSO meeting surveys had proven unsuccessful. After discussing with Heather Dryden and Byron Holland in Buenos Aires, a call was set up with volunteers from the GAC (Elise Lindeberg, Thomas Schneider, Olga Cavalli (not on call but briefed later)) and CENTR (Wim Degezelle, Peter Van Roste) to identify the issues and come up with solutions. This call took place on February 12, 2014 and the notes can be found below. Notes: Current status >From the ccNSO: The GAC-ccNSO sessions receive rather low ratings in the ccNSO meeting surveys. Most people in the ccNSO do not see much added value in the meetings as they are one way exchanges of information that ccNSO attendants are already familiar with. >From the GAC: The exchanges are too formal and do not reflect the excellent relation GAC members have with their ccTLD counterparts. GAC and ccNSO should have a lot of topics to discuss, but people seem to shy away from controversy. Reading slides aloud should be avoided at all cost. Key issue is the lack of time for GAC members. Lack of time to prepare by reading documents, lack of time during the ICANN meeting so open agendas would drive people to their laptops. Other constituencies are much more demanding and clear in what they expect from the GAC. Having bilateral discussions is not efficient as those cannot be included in the GAC communiqué. ccNSO needs to be much more precise/clear in what they ask. We think this, what do you think, what are you going to tell/ask the board? ccNSO / ROs could help the GAC by sharing expertise on specific (controversial) topics. E.g. How do ccTLDs policies solve issues with domain names that are religious names, names or words referring to financial institutions, libel, blasphemy, Conclusion and next steps There is demand for improvement on both sides. The following 5 recommendations should be implemented and the effect they have on the quality of the meeting should be evaluated after the Singapore meeting by both groups. 1. Appoint someone in both the GAC and ccNSO who will then jointly prepare the meeting 2. ccNSO should send written material beforehand: 1 pager containing the topics that needs to be discussed with background info when relevant. Minimize material. Be brief and to the point. 3. Both the ccNSO and the GAC should list what is expected from the other group 4. Public discussions are necessary otherwise they cannot be part of the GAC communiqué. Other groups understand this better. 5. In Singapore there needs to be a short session to explain this plan and ask for cooperation and involvement. Mapping NETmundial expected attendance

During this period, the NETmundial Executive Secretariat has been constantly collecting statistical data in order to better understand the characteristics of the expected meeting attendance. The following graphs represent some interesting views of the potential participants in the meeting based on data collected up to February 24th. The largest share of interest in participating in NETmundial comes from the Private sector (28.8%) and the Civil Society (25.4%), followed by Governments (14.1%), Academia (13,5%) and the Technical Community (12,8%). It is important to note that the Brazilian Ministry of External Relations is receiving Expressions of Interests directly from governments through diplomatic channels. These numbers will soon be updated. There have been Expressions of Interest coming from all over the globe, including countries of all continents. The main group of interest in attendance comes from Latin America and Caribbean (38%), while North America and Europe have a similar volume of interests expressed (17.1% and 16.9%, respectively), followed by Asia (13.7%), Africa (10.7%) and Oceania (3.2%). The following graph depicts the distribution of representatives from each sector and continent. Overall, every continent has all sectors represented, except for Oceania which is still lacking representatives from the academic sector. It is worth highlighting that the Expressions of Interests from the Civil Society are stronger in Africa while those from the Private Sector seem stronger in the Americas. Approximately 70% of those who filled the Expression of Interest form stated their intention of submitting a content contribution to the meeting covering one of the topics of the event: “Internet Governance Principles” or “Roadmap for the Further Evolution of the Internet Governance Ecosystem”.
