ccNSO Representative to the NomCom sought

Dear ccNSO Members, The ccNSO is to appoint a ccNSO representative to the Nominating Committee, which is in charge of selecting people for leadership positions within ICANN. Jian Zhang (APTLD manager) has served in this position for one year and is eligible for re-election. Jian has declared herself willing to serve for another year. However, should anyone else from the community be interested in this position, please, let me know by Friday, 7 September at the latest. If we have more than one candidate, the ccNSO Council will make a selection. See below for more information and criteria that need to be fulfilled to serve in this position. Kind regards, Gabi == Specific criteria for selecting a delegate to the NomCom is provided in Article VII, Section 4 of ICANN’s Bylaws (http://www.icann.org/en/about/governance/bylaws#VII) * “Section 4. CRITERIA FOR SELECTION OF NOMINATING COMMITTEE DELEGATES Delegates to the ICANN Nominating Committee shall be: 1. Accomplished persons of integrity, objectivity, and intelligence, with reputations for sound judgment and open minds, and with experience and competence with collegial large group decision-making; 2. Persons with wide contacts, broad experience in the Internet community, and a commitment to the success of ICANN; 3. Persons whom the selecting body is confident will consult widely and accept input in carrying out their responsibilities; 4. Persons who are neutral and objective, without any fixed personal commitments to particular individuals, organizations, or commercial objectives in carrying out their Nominating Committee responsibilities; 5. Persons with an understanding of ICANN's mission and the potential impact of ICANN's activities on the broader Internet community who are willing to serve as volunteers, without compensation other than the reimbursement of certain expenses; and 6. Persons who are able to work and communicate in written and spoken English.” * NomCom delegates should have a high level network of contacts essential to candidate recruitment (and we hope the ccNSO as sending entity will support your delegate and help them with outreach.) * Eligibility Exception - No person who is an employee of or paid consultant to ICANN (including the Ombudsman) shall simultaneously serve in any of the Nominating Committee positions as described in Article VII, Section 2 of ICANN’s Bylaws (http://www.icann.org/en/about/governance/bylaws#VII) * The person should be able to join monthly teleconferences (typically 13:00 or 14:00 UTC). Note that the committee's workload will increase significantly during Apr/May/June 2013 when the candidate assessment process will be at its busiest. Conference call are held more frequently (typically weekly) during this time as well. * The person must be able to attend the NomCom selection meeting in late June 2013. * The person should be willing to work in a large, consensus-oriented committee. In 2013 the NomCom will select 3 Directors of the ICANN Board, 3 members if the ALAC, 2 members of the GNSO Council, and one member of the ccNSO Council. All 2013 NomCom members should be able to attend the first formal meeting of the 2013 NomCom in Toronto which is anticipated to be held at the conclusion of the ICANN meeting, 19 - 20 October 2012. Travel and hotel accommodation will be provided. The purpose is make changes to the board just once a year instead of the present system which usually causes changes twice a year. The departures of SO and ALAC appointees in mid-year sometimes causes difficulty in key leadership positions within the board and adds complication to the membership and functioning of the board committees. As you're probably aware, the reason for the present scheme was to provide the Nomcomm with information about the SO -- and now ALAC -- appointees so the Nomcomm could properly implement the required geographic balance of at least one and no more than five from any region. Our proposed change asks that your organizations continue to select your appointees on the same schedule so the Nomcomm would continue to have that information, but the actual seating of the board members selected from your organizations would be at the same time as the Nomcomm selectees. This will result in five selections each year, two or three from the SOs and ALAC and three or two from the Nomcomm. A proposed change to the bylaws was developed by the Board Governance Committee and sent to the full board for action. Yesterday, the board passed a resolution to post this proposed change and begin the public comment process. The resolution is posted at http://www.icann.org/en/groups/board/documents/resolutions-13sep12-en.htm#1… and the public comment should open by Monday at the latest. I am sending you this note to make sure you are informed directly and to open the door for direct communication. To see how this change affects the people currently appointed, please see the table below. NomCom Term Begin SO/AC Selection/Seating* AGM 2012 3 (George, Gonzalo, Olga) 2 (Ray, Mike) AGM 2013 3 (Erika, Cherine, Bertrand) 2 (Bruce, Kuo) AGM 2014 2 (Steve, Judith) 3 (Chris, Sébastien, Bill) * The SO/AC Seating identified currently occurs earlier in the same year of the AGM identified. For example, Ray and Mike were re-seated in June 2012. Under the proposed revision, their terms will end with the conclusion of the 2015 AGM instead of a few months earlier. This change is one of a series of improvements in the board's processes that I have been working to improve the board's efficiency and effectiveness. I hope you will find it acceptable.
