The purpose is make changes to the board just once a year instead of the present system which usually causes changes twice a year. The departures of SO and ALAC appointees in mid-year sometimes causes difficulty in key leadership positions within the board and adds complication to the membership and functioning of the board committees. As you're probably aware, the reason for the present scheme was to provide the Nomcomm with information about the SO -- and now ALAC -- appointees so the Nomcomm could properly implement the required geographic balance of at least one and no more than five from any region. Our proposed change asks that your organizations continue to select your appointees on the same schedule so the Nomcomm would continue to have that information, but the actual seating of the board members selected from your organizations would be at the same time as the Nomcomm selectees. This will result in five selections each year, two or three from the SOs and ALAC and three or two from the Nomcomm. A proposed change to the bylaws was developed by the Board Governance Committee and sent to the full board for action. Yesterday, the board passed a resolution to post this proposed change and begin the public comment process. The resolution is posted at http://www.icann.org/en/groups/board/documents/resolutions-13sep12-en.htm#1… and the public comment should open by Monday at the latest. I am sending you this note to make sure you are informed directly and to open the door for direct communication. To see how this change affects the people currently appointed, please see the table below. For example, Ray and Mike were re-seated in June 2012. Under the proposed revision, their terms will end with the conclusion of the 2015 AGM instead of a few months earlier. This change is one of a series of improvements in the board's processes that I have been working to improve the board's efficiency and effectiveness. I hope you will find it acceptable. Important Information regarding Extraordinary nomination to fill vacant seat European Region

Dear members of the European Region, Juhani Juselius, who took seat as a Councillor for the European region in March 2012, has sadly announced that he wishes to leave his position on the ccNSO Council. An extraordinary nomination period to fill his seat will therefore take place at the same time as the regular nominations to the ccNSO Council. Only members from the European Region can nominate and second a candidate in this extraordinary nomination process! The person selected to fill Juhani's vacant position, will take seat on the Council from the moment the position has been filled. The term ends in March 2015. The person selected within the regular nomination process, will take seat on the Council from the Beijing meeting (April 2013). The term ends in March 2016. Please, note that a separate email address and archive have been created for nominations within the extraordinary nomination period. Results of Council votes + extended deadline

Dear Councillors, As you might know, we were not quorate at the last Council call, which meant that we had four topics to approve online: 1. Nomination & Election Timeline 2. New Capacity Study Group Members 3. ccNSO Statement Guidelines 4. New gTLD Input (reply to Bertrand's letter) The timeline received 10 approvals from all regions, so it passed. The New Capacity Study Group Members received 11 approvals from all regions, so it also passed. The ccNSO Statement Guidelines only received 8 votes in favour and one suggestion for amendements (and one vote supporting the guidelines only with the amendments). The email to Bertrand on New gTLDs received 3 votes in favour and one suggestion for amendments. As no one voted against the ccNSO Statement Guidelines and the New gTLD input, I understand some Councillors still need to get familiarised with the topic. I will forward them once again to the list and will extend the deadline for your approval to Wednesday, 12 September. Gabi

CcNSO Council Draft Statement ICANN SSR remit (closure public comment 31 August)

Dear all, Please find included the draft ccNSO Council feedback and input on the ICANN Draft Statement of its role in Security, Stability, and Resiliency of the Internet’s Unique Identifier Systems. ICANN’s draft Statement was suggested by the SSRT (recommendation 1 and 3). The Security, Stability and Rsiliency review is part of ICANN’s commitments under the Affirmation of Commitments. The drafting team has just finished its work. At today’s call the draft will be introduced and explained. Council members are requested to provide feed-back and input on the draft this week ( until Thursday 30 August). Becky and I will consolidate the comments, if any, so it can be submitted by Friday 31 August. Please note that the Council initially intended this to be a ccNSO Statement. However due to time constraints consultation of the community is not feasible. As a result it is now submitted as a draft ccNSO Council Statement as foreseen in the guideline on ccNSO Statements and Position Papers (Section 3). Kind regards, Bart
